About this file
This document presents the evaluation criteria for DMF RFR 26019, a Cape Cod European Green Crab Disposal Study issued by the Massachusetts Department of Marine Fisheries. The RFR solicits contractor proposals to address the disposal of European green crabs, an invasive species affecting Cape Cod waters. Proposals must meet all submission requirements to be considered for evaluation, scoring, and ranking by the evaluation team. The procurement process allows for the potential request of additional information during the evaluation phase for clarification or substantiation of proposal claims.
The evaluation team will assess all responsive proposals using three weighted criteria: Quality of Proposal (40%), which evaluates the clarity, writing quality, and realism of the submission; Meeting Project Goals and Objectives (40%), which assesses whether the proposal comprehensively addresses all requested components and stated objectives; and Contractor Qualifications (20%), which determines whether the contractor possesses relevant experience and demonstrated capability to execute the project successfully. Only proposals that satisfy the submission requirements will advance to the evaluation and scoring process.
