Limited Source Justification

(1) Contracting Activity‐ The Office of Justice Programs (OJP), Office of Administration (OA), Acquisition Management Division (AMD), 810 7'h St, NW, Washington, DC 20531.

(2) Nature and/or Description of the Action‐ The Office of the Chief Information Officer

(OCIO) of the Office of Justice Programs (OJP) is extending the period of performance under

GSA Contract# GS‐35F‐0142k, task order #DJO‐OCIO‐13‐G‐0720 for a (5) five month period, July

29, 2015 through December 28, 2015. This five (5) month extension is necessary to prevent an interruption of critical IT Security Support Services. Task Order #DJO‐OCIO‐13‐G‐0270 was originally awarded as a six month bridge from August 1, 2013 through January 31, 2014.

Further extension for an additional six months from February 1, 2014 through July 31, 2014 was required due to delays in developing the follow‐on requirement. Subsequently, (2) two more

(6) six month option periods were exercised from July 31, 2014 through January 29, 2015 and

January 30, 2015 through July 29, 2015 while the requirement was being developed. Currently, the task order is being extended for an additional five (5) months from July 30, 2015 through

December 31, 2015. This extension is necessary to provide sufficient time for AMD to issue the

Request for Quotation, evaluate quotes received and award a new task order under the 8(a)

STARS II Government Wide Acquisition Contract (GWAC) as well as prevent an interruption of critical IT Security Support Services.

Vendor:

Technical and Management Resources, Inc. (TMR) 10511 Braddock Road, Suite 1B Fairfax, Virginia 22032 www.tmrhq.com Telephone (703) 323‐1700 Fax (703) 323‐4953

(3) Description of Supplies/Services‐

IT Security Services are essential to ensuring that OCIO remains proactive in implementing information security controls necessary to support the OJP mission in a cost‐effective manner while managing ever‐present and evolving security risks.

The contractor will continue to work closely with OCIO/Enterprise Applications Support Division

(EASD), OCIO/Enterprise Applications Development Division (EADD), OCIO/Planning, Programming, and Policy Division (PPPD), Business Technology Consulting Division (BTCD), OJP

Bureaus and Offices (B/O), as well as the contractors who support them.

(4) Statutory Authority‐ Per FAR 8.405‐6(a)(1)(i)(B) Only one source is capable of providing the supplies or services required at the level of quality required because the supplies or services are unique or highly specialized.

(5) Demonstration That the Nature of the Acquisition Requires Use of the Authority Cited‐

In the interest of economy and efficiency, OJP believes awarding a bridge modification for the

IT Security Support Services is required to meet OJP’s long‐term security goals. TMR’s staff has the acquired in‐depth knowledge of the goals and vision of network, built rapport with stakeholders and demonstrated knowledge of the procedures and resources required to perform this task. Additional understanding of OJP security requirements was acquired through in‐depth research and analysis, strategic planning, outreach, and a variety of additional activities completed during the previous requirement. This institutional knowledge will be invaluable to the continuation, establishment of security services and migration of security features for the upcoming task.

OJP’s security needs will be entailed of a complex system of interrelated software applications;

TMR team’s advanced understanding of the processes, hardware and software required to support the project through the development and implementation phases will result in efficiencies that would be foregone if a new contractor were brought on‐board. The team’s in‐ depth knowledge of the proposed system design will enable them to deliver within a reasonable timeframe and without resulting in substantial duplication of cost to the

Government which would not likely be recovered through competition. TMR has an advanced understanding of OJP’s requirements for Security Support, Information Security, and network engineering enhancements. Their experience with OJP tasks allowed them to gain in‐depth, mission‐critical capabilities not available from other contractors without duplicating efforts and costs.

OJP has determined that it would be in the Government’s best interest to award a bridge modification; competing this requirement would cause critical delays in fulfilling the

Government's needs, as well as costly and inefficient redundancies. An extension awarded to

TMR will allow the Government to retain the knowledge and skills gained under the original order, and to leverage its buying power to gain best value and receive high quality services.

While the bridge modification is in place, it will also allow OJP to issue a RFQ for a new requirement under the 8(a) STARS II GWAC. For the aforementioned reasons, OJP determines that the circumstances cited at FAR 8.405‐6(a)(1)(i)(B) are applicable to this requirement, and that TMR represents the Government’s best value as a source for providing the required services.

(6) Best Value Determination‐ In accordance with FAR 8.404 (d), GSA has already determined the services that offer hourly rates, under schedule contracts to be fair and reasonable.

Therefore, ordering activities are not required to make a separate determination of fair and reasonable pricing. Considering the timing and cost issues mentioned above, soliciting other sources would not prove to be of any benefit to the Government. Therefore, it is determined that the method proposed will be the best value to the Government.

(7) Market Research‐ No market research was conducted for this extension because identifying and pursuing new sources would not have been the most cost effective approach at this time. Market research was conducted in order to identify potential sources for the new contract.

(8) Any Other Facts Supporting the Justification‐ Not applicable.

(9) Actions Taken to Remove Barriers to Future Competition‐ Not applicable. The bridge modification is needed to provide OJP with sufficient time to re‐solicit and award a new task order under the 8(a) STARS II GWAC.
