H.1.Has the Contractor provided?
1U.S. Registered Aircraft with Standard Certificate of Airworthiness
H.2.Specific Minimum Requirements: has the Contractor provided?
1Brand Name (MD-83 or 737-400) aircraft or Equal
H.3.Has the contractor provided aircraft that:
1Meet specifications of their original Type Cerificate IAW Title 14 CFR Part 25
2Are certified for day, night, VFR, IFR operations and flight into known icing conditions.
3Have cockpit and cabin instrumentation, placards, labeled and readable in English language
4Have documentation that each has not sustained any substantial damage NTSB Subpart A, Gnrl. 830.2
5Are equipped with an APU, supplying ground power, engine starts, grnd.cooling / heating
6Are equipped with a minimum of three lavatories, configured for external servicing
7Are of a narrow-body, single aisle design / configuration
8Are of a standard 2 and 3 or a 3 and 3 seating configuration
9Have a manufacture date no earlier than 1991 and total cycles since new not exceeding 39,000
H.4.
1General: Has the Contractor provided?
AAll documentation and manuals for operation of all aircraft flight systems
BAircraft equipped with emergency overwater passenger operations IAW Title 14 Part 121
CAn approved electronic system for calculating/determining center of gravity (CG) prior to flight
that is compatible with Microsoft Windows Operating System as
installed in a Motion Computing Tablet or equivalent
DCompliance with all published FAA Airworthiness Directives/ Mfgr. Mandatory/Alert Service Bulletins.
ECompliance with all calendar, flight hour, and cycle maintenance inspections / events from
a manufacturer or FAA approved maintenance program
FAircraft with takeoff, climb and cruise performance equal to or greater than the MD-83 aircraft
GAircraft with operational range capability equal to or greater than the MD-83 aircraft with std. 3 tank config.
2Avionic / Navigation / Auto Flight System: Has the Contractor provided?
AA single or dual FMS with a data base containing worldwide navigation data.
In addition, the airport data base will incorporate all airports with an instrument approach procedure and a
runway greater than 5000 feet in length in the geographic area defined as the Continental
United States, Alaska, Hawaii, Canada, Latin America and South America.
BFMS software version the same for each model aircraft with the most recent version
NOTE: Contractor will be responsible for maintaining and providing current data
CA FMS fully integrated / interfaced with and receiving navigational data / inputs from a minimum of two
IRS, or two AHARS, as applicable, a minimum of one GPS or a minimum of two radio navigation systems.
The system must be FAA certified with performance capabilities as detailed in the SOW.
DA Flight Guidance / Autopilot System
EThree digital VHF tranceivers communiatons systems with a minimum of 760 channels
with 8.33 KHZ spacing
FTwo (2) digital VHF, VOR/LOC navigation receivers
GTwo (2) glide slope receivers with a minimum of 40 receive channels
HOne (1) marker beacon receiver systems
ITwo (2) digital ADF navigation systems
JEnhanced GPWS system with low level wind shear detection and TAWS capability
KTCAS II system incorporating revision 7
LTwo (2) air data computers
MTwo (2) radio altimeter systems
NOne (1) digital flight data recorder
OOne (1) digital cockpit voice recorder
PTwo (2) mode S Transponders
QTwo DME systems with NAV-1 and NAV-2 channeling
ROne (1) altitude preselect / alerter system
SAll equipment and components necessary for certification for flight operations in RVSM airspace
TOne (1) wiring system (coax) and antenna capable of supporting a cockpit mounted Aircell ST3100
Iridium Telecommunications system
UEFIS both pilot and copilot sides with: EADI with integrated airspeed format display and EHSI utilizing
a heading up and not track up display format
VDigital autothrottle system
WStandardized cockpit layout and associated navigational equipment and instrumentation

4Cabin Configuration / Furnishing. Has the Contractor provided?
AA minumum of 148 forward facing, tourist class, seats installed with the maximum pitch possible
NOTE: Must meet Title 14 CFR Part 121 standard
BA cabin with class partitions removed
CA cabin compliant with Title 14 CFR Part 121 burn criteria
DA reinforced flight deck door meeting the standard for a Title 14 CFR Part 121 commercial carrier
EA cabin with all seat-back tray tables removed
FA cabin with all ashtrays removed and appropriate blanking plate sinstalled in their place
GA cabin with all seat backs locked n their full upright position with the exception of the first two rows
and emerency exit rows
HProvisions for storage of JPATS ice chests and bottled water in galleys with appropriate
tie downs or reinforced web strapping
5Exterior. Has the Contractor provided?
AAn aircraft with no logo trademark characteristic of a commercial air carrier
BAn aircraft with an appropriately assigned U.S. registration number applied IAW Title 14 Part 45
