Questions and Answers - DJF-20-2200-PR-0004433

1. Will the FBI please clarify if the period of performance is 14 calendar-day period or it should be read as a 14 business-day period considering the ground and flight training workload for a course at the CFI level? Based on our experience, we recommend conducting this course in a period of performance of at least 21 calendar-days The period should be read as a 14 calendar-day period. The requirement is to not exceed fourteen (14) calendar-days from the start of the CFI course through the endorsement of the pilot. This is due to 1) the senior level of aviation experience of FBI Tactical Helicopter Unit (THU) pilot(s) that would be proposed to attend the training, and 2) the need to limit a THU pilot(s) training duration in order to meet the numerous other operational and training requirements of the THU.

2. Will the FBI please clarify if the period of performance is 10 or 14 calendar-day period or it should be read as a 14 business-days period, considering the ground and flight training workload for a course at the CFI-I level? Based on our experience, we recommend conducting this course in a period of performance of at least 14 calendar-days The period should be read as a 14 calendar-day period.

3. Is there an incumbent for this effort, and if so who is it?

No this is a new requirement.

4. PWS Para 4.1.3.1 states “Flight training shall utilize either a Bell Helicopter Model 206, 407, or 429”. However, Pricing schedule contradicts the PWS with a CLIN for BH407 and B206 indicating the contractor must provide both types aircraft. Further no CLIN for the 429is present. Are the CLINs inclusive indicating 3 students for BH407 and BH206. Clarify that the contractor can offer training in only one type aircraft?

Requirement is that the contractor provide training in only one type aircraft for the duration of the listed course(s) and in accordance with the following priority of preference for the type of training aircraft to be utilized: 1) provide training with a Bell Helicopter Model 429 that the contractor owns and operates; 2) if a contractor owned and operated Bell Helicopter Model 429 is not available, provide training with a Bell Helicopter Model 407 that the contractor owns and operates; or 3) if a contractor owned and operated Bell Helicopter Model 407 is not available, provide training with a Bell Helicopter Model 206 that the contractor owns and operates.

Contractor should provide pricing based on what aircraft they have the ability to train in. The Government realizes offerors may have the ability to train in different aircraft. We also recognize the cost to train in a 407 may differ from the cost to train in a 206. The FBI would like to take advantage of all aircraft the offeror has the capability to provide inside the boundaries given. The Bell Model 429 will be added to the pricing sheet.

5. Both PWS Para 4.2.3.1 and 4.2.3.2 indicate “fourteen (10) calendar day – please clarify which is correct?

Fourteen (14) calendar-days is correct.
