Request for Information (RFI) Federal Bureau of Investigation (FBI) Finance and Facilities Division (FFD) Science Technology Acquisition Unit (STAU)

THIS NOTICE IS FOR INFORMATION PURPOSES ONLY. THIS IS NOT A REQUEST FOR PROPOSAL OR QUOTE. IT DOES NOT CONSTITUTE A SOLICITATION AND SHALL NOT BE CONSTRUED AS A COMMITMENT BY THE GOVERNMENT.

RESPONSES IN ANY FORM ARE NOT OFFERS AND THE GOVERNMENT IS UNDER NO OBLIGATION TO AWARD A CONTRACT AS A RESULT OF THIS ANNOUNCEMENT. NO FUNDS ARE AVAILABLE TO PAY FOR PREPARATION OF RESPONSES TO THIS ANNOUNCEMENT. ANY INFORMATION SUBMITTED BY RESPONDENTS TO THIS TECHNICAL DESCRIPTION IS STRICTLY VOLUNTARY.

Introduction In support of the Federal Bureau of Investigation (FBI) Rapid DNA Initiative, the FBI Laboratory’s Biometrics Analysis Section has a need to procure a Rapid DNA analysis tool and is conducting market research to determine the capability of businesses to provide this instrument.

Background Rapid DNA, or Rapid DNA analysis, is a term used to describe the fully automated (hands free) process of developing a DNA profile from a reference sample buccal (cheek) swab without human intervention. This process will greatly expedite the generation of DNA profiles and allow for real time national database searches and hit notifications. Implementing this technology will allow law enforcement to better focus their investigations as well as identify subjects of interest in real time, therefore preventing arrestee release back into the general community. The goal of the FBIs Rapid DNA initiative is to link FBI approved commercial instruments capable of producing a CODIS core loci DNA profile within two hours to the existing CODIS infrastructure in order to search unsolved crimes of special concern while a qualifying arrestee is in police custody during the booking process. NDIS approval of the Rapid DNA systems and training of law enforcement personnel using the approved systems are integral to ensuring that Rapid DNA is used in a manner that maintains the quality and integrity of CODIS and NDIS.

The Rapid DNA Act of 2017 (Public Law 115 50) was signed by the president on August 18, 2017, and authorizes the FBI Director to issue standards and procedures for the use of Rapid DNA instruments and resulting DNA analyses. Now that the law is in place, the Bureau is working toward the testing and implementation of this new technology. Much of the preparation for using Rapid DNA in a laboratory setting has been completed, and the FBIs efforts are now focused on the standards and procedures for use of this technology in a law enforcement booking environment. As part of these efforts, the FBI is scheduled to initiate Rapid DNA pilot testing in July 2019 which will include all aspects of Rapid DNA analysis. Since the FBI plans to approve Rapid DNA systems for buccal swab use in accredited labs first and then approve systems for booking station use based on the experience gained from accredited lab use and lessons learned from the pilot testing in 2019, it is important to include all approved Rapid DNA instruments in the pilot testing.

Requirement:

Quantity of one (1) Rapid DNA Instrument (RapidHIT ID System) The RapidHit ID instrument will be connected to the BASDNA Network (BASNET). BASNET is a virtual network that connects all Laboratory servers, workstations, and instruments located within the FBI Laboratory building.

• BASNET is isolated via VLANS across BAS and Lab layer 2/3 devices to isolate network traffic across the same physical wire. BASDNA Network traffic is tagged with a designated VLAN ID at the port.

• BASNET is a small network with approximately 450 computers and peripheral devices (printers, scanners, temperature monitoring, etc...), 16 physical servers, 46 virtual servers (Hyper-V), and network storage (SAN and DAS).

• BASNET is exclusively connected to LABNET through a firewall. BASDNA also has security services to provide real-time monitoring (Tenable security center performing bi-weekly vulnerability and patch scans, Tenable Passive Vulnerability Scanner (provides intrusion detection), and Log Correlation Engine to gather all network computer logs that flag abnormal activity (intrusion detection)).

• System Center Configuration Manager is used to ensure patch compliance for all network equipment.

• BASNET uses a reserved address that is a non-routable (192.168.10X.X) and Network Address Translation, provided by the firewall that allows incoming and outgoing traffic.

• A full-time ISSO and a full-time Security Administrator monitor the network security posture and ensure security compliance.

Place of Delivery:

Quantico, Virginia
