The type of action being approved is for other than full and open, “brand name” justification for the procurement of 145 ea. Axis Q6000-e Mark 2 cameras. The resulting contract will be issued on a firm fixed price (FFP) basis.
3. A description of the supplies or services required to meet the agency’s needs.
The Video Surveillance Unit (VSU) support the FBI’s mission of overt collection of video in an urban or heavily populated environments. VSU purchases and fields a wide variety of cameras and camera systems, all video deployed to the field must, at some point, be ingested into custom developed video management system (VMS). This VMS records and archive the live video for evidentiary purposes, but also serves as a control center, allowing end-users remote command and control of camera encoder parameters and pan/tilt functions.
VSU currently has a need for video cameras to enhance it VMS systems ability to conduct overt video collection in support of field operations. The surveillance video captured will be used as key evidence for ongoing FBI cases. The required camera must integrate physically and technically with any Axis Q-series camera previously deployed to the field and provide an interactive 360 degree field of view for remote checkpoint monitoring for Special Events such as political conventions and other SEER rated events.

VSU is procuring on a brand name only basis the Axis Q6000-e MKII cameras. The requested brand are the only cameras that meets VSU’s mandatory technical specifications. VSU currently uses Axis Q-series cameras as part of it tactical mesh kits that are deployed to the field. The Axis
Q6000-e MKII is the only camera that can technically integrates seamlessly with any Axis Q-series camera used within the tactical mesh kits. The Axis Q6000-e MKII provides full 360 degree overview; 4 x HDTV 720p cameras; each camera 2 MP Progressive scan RGB CMOS 4 x ½.8;
one-click PTZ control; physically and technically integrates with any Axis 60-series camera; fixed focus 1.37mm lens; horizontal 152 degree, vertical 85 degree FOV; H.264 compression and UDP protocol, Open API. Additionally, the requested camera have been previously purchased and deployed by the FBI’s LPR group and Special Events group to support Field Agent video surveillance requirements. The Axis Q6000-e MKII are the only camera which physically inserts and locks into the Q-6000e Camera Housing and works with the FBI’s in-house video control system, which is not being replaced.
Purchasing an alternative brand of camera will result in significant cost the FBI. The Video
Surveillance will need to reconfigure tactical mesh kits that support current field operations. This could cause unacceptable delays in deploying complete mesh kits. In addition, VSU would incur
Requisition Number: DJF-17-1800-PR-0007796 Version 1.0 Page 3 of 4 substantial development cost to develop a new Camera Housing that integrate with the FBI’s in-house video control system.
