Questions and Answers DJD-17-R-0047 Amendment 0001

“Clandestine Laboratory Safety Training”

1. General Question: In the solicitation currently posted on FBO, there are several yellow highlighted areas. For example, there are amounts and number of days highlighted on pages 62-63. Could the DEA please advise if these highlighted areas (other than dates for the base and option periods, which will be populated upon award) are considered final, or will these highlighted areas be updated or changed via a solicitation Amendment?

ANSWER: The yellow highlights are for DEA internal use only. Disregard the yellow color; these areas are considered final requirements, except for those items to be determined (TBD) that will be incorporated prior to contract award.

2. General Question(s):

a. Is there an incumbent contractor currently performing this work?

b. If so, how long has the incumbent contractor been performing these services?

c. If there is an incumbent contract, on what date does it expire?

d. Since the solicitation stipulates that all materials developed under this contract, including curriculum, become the property of the USG, can it be assumed that all curricula and/or practical exercises, etc. developed under any previous contracts will be made available to a new awardee upon award if the contract is awarded to a company other than the incumbent contractor?

ANSWER: The incumbent contractor is Network Environmental Systems, Inc., 1141 Sibley Street, Folsom, CA 95630-3222. To our knowledge, the incumbent contractor has been in place for the past 10 years. The current contract with the incumbent expires December 11, 2017. For the materials that we possess, the new awardee would possibly be allowed to compare some very specific details, but the awardee should have its own general draft of the courses ready upon contract award.

3. General Question: Section C.1, Page 10 of the solicitation indicates that courses will be made available internationally. If international courses are required under this contract, does the DEA anticipate the need for course materials to be translated from English to the target language(s) and/or interpretation services be provided for these courses?

ANSWER: It’s possible that course materials may be translated from English to the target language(s), but not likely. The need for interpretation services would be English to Spanish; DEA would handle interpretation needs.

4. General Question: Statement of Work Sections C.2.10 and C.10 refer to provision of a Federal/State/and Local Clandestine Laboratory Tactical Training Course, yet this specific course description does not appear in the CLIN tables for the base or option years. Could the DEA please explain this discrepancy in courses required in the SOW versus courses that are required to be priced in the Business Proposal, Volume II?

ANSWER: All references to Federal/State/and Local Clandestine Laboratory Tactical Training Course are hereby deleted from the Statement of Work and wherever it appears. The CLIN structure is correct and remains unchanged.

Replacement pages (6 pages) are attached and changes indicated by the vertical line to the left of the deleted text.

5. Key Personnel Question: Section H-11 of the solicitation provides space for inserting the names of two Key Personnel. Moreover, Section L, Factor 1 on page 79 requires resumes of two Key Personnel (instructors) who meet qualifications specified in SOW Section C.19.1 and reiterated by Section L, Factor 1 on page 79. However, the Staffing Plan required in Section L, Factor 2 on page 79 refers to proposal of two board-certified industrial hygienist who reflect personnel requirements referenced in SOW C.19.2. Could the DEA please confirm that the only two resumes required in response to this solicitation are those requested under Section L, Factor 1 and further reflected in SOW C.19.1?

ANSWER: The DEA expects to see at least two resumes for board-certified industrial hygienists in the Staffing Plan, and two additional resumes for Key Personnel, that are not hygienists, in the Corporate Experience and Key Personnel response.

6. Section C.10 - The proposal call for Clan Lab Tactical Training (page 23), however, there is no CLIN line item number for this class on the pricing pages. Will this page be updated? Or how do you want us to list pricing?

ANSWER: See answer to question number 4 above.

7. Section C.23 (page 27) refers to Field Guides and Charts. These items also do not have a CLIN line item number. How are we to list the pricing for these? Page 25 C18.1 (h) indicates that “training materials (field guides)” will be provided by DEA. We would need CLIN numbers for the following:

Clan Lab Operations and Safety Field Guide (Blue Book) Clan Lab Site Safety Officer Field Guide (Red Book) One Pot Lab (Gold Book) Hazardous Chemical Packing Charts Emergency Response Guide

ANSWER: CLINs have been reworked. Replacement pages (3 pages) are attached; the vertical line to the left of the text indicates the changed text.

8. Section C.6 (page 20) – The Container Management Training Course states that we shall provide training for 2-3 days? Which is it, 2 days or 3 days? There is only one CLIN line item for this course (0006). Also, this course states that a second instructor “could be required”. Wouldn’t we then need the following CLIN line items:

2 day Container Mgmt, 1 instructor

2 day Container Mgmt, 2 instructors 3 day Container Mgmt, 1 instructor 3 day Container Mgmt, 2 instructors

ANSWER: See answer to question number 8 above.

9. Please specify the number of instructors needed for the Clan Lab Tactical Course.

10. In section C.12, Course Load, the estimated number of students are provided (range) for four classes: Clandestine Laboratory Safety Certification Course; Team/Site Safety Advance Course; State and Local Site Safety Officer Course; and Container Management Course. It does not provide estimates for the Tactical, Confined Space or Advanced Clan Lab (“Beyond Meth”) classes. Please provide an estimate of number of students.

ANSWER: See answer to question number 4 above. Student count for Confined Space is maximum 20, for Advanced Clan Lab (“Beyond Meth”) is maximum 35.

11. Section C.18 –Equipment and Supplies provided by DEA. There is no specification for the supplies needed for the Tactical Course. Will the tactical gear (fire arms, shields, nomex suits, simmunitions, eye protection, helmet, etc.) be provided by DEA?
