B.1 ITEMS TO BE ACQUIRED

The Contractor shall furnish all personnel, facilities, equipment, material, supplies, and services ( except as may be expressly set forth in this contract as furnished by the Government) and otherwise do all things necessary to, or incident to, performing and providing Clandestine Laboratory Safety Training Services pursuant to Section C, Statement of Work.

B.2 MAXIMUM VALUE AND GUARANTEED MINIMUM

The maximum value for this contract (inclusive of the aggregate price of all task orders issued) shall not exceed $TBP (the sum of the estimated total price of all CLINs—quantities are estimates only). The guaranteed minimum under this contract is $25,000.00 for the base year only.

B.3 CONSIDERATION AND PAYMENT

Services shall be obtained by issuance of Task Orders. Task Orders shall be issued in accordance with the Section G clause entitled “Task Orders.” The Fixed Price (ceiling) amount of each task order will be based on the applicable Fixed Unit Price per Contract Line Item Number (CLIN) specified below that is in effect on the effective date of the task order, even if the task order is later modified for any reason and/or performance under the task order crosses into another performance period. The maximum quantities listed in the Schedule of Supplies/Services of the contract represent the possible quantities that may be ordered and are not guaranteed. The aggregate dollar amount of all task order funding obligations over the life of the contract shall not exceed the maximum value specified in B.2, Maximum Value and Guaranteed Minimum. SECTION C – STATEMENT OF WORK

C.1 INTRODUCTION TO CLANDESTINE LABORATORY TRAINING

REQUIREMENT

The Contractor shall provide instruction for Federal/State and Local Clandestine

Laboratory Safety Certification course, Federal/State and Local Site Safety Officer Advance Course, Federal/State and Local Site Safety Course, Federal/State and Local Annual Recertification, Federal/ State and Local Advanced Clan Lab Training, Container Management Course, Container Management Recertification, Federal/State and Local Clandestine Laboratory Tactical Training and Federal/ State and Local Confined Space Training. These sessions are to be held in accordance with 29 CFR 1910, and all other pertinent regulations in effect during the term of the contract. The actual number of times each course is offered by DEA will be determined by the changing needs of the agency and the availability of funds. Training shall be conducted at various locations throughout the United States and will be made available internationally.

The courses shall be taught to law enforcement and forensic personnel (not limited to

DEA personnel) with a wide range of undergraduate and graduate degrees and specialized clandestine laboratory training. These individuals are required to participate in investigating, mitigating, or enforcing various aspects associated with clandestine laboratory activity in locations that may be hazardous waste sites.

The contractor shall participate in a post-award meeting, and a maximum of four (4) quarterly meetings/material update sessions per year.

During the term of the contract, the Government may require simultaneous schools at the same training location or at various locations throughout the United States and Internationally. The majority of schools shall be conducted at the DEA Training Academy, Quantico, Virginia; however, other training sites in the United States may be utilized to meet the Government’s training needs. The contractor shall have enough staff for two separate training teams for simultaneous schools. Additionally, during the term of the contract, the Government may require some training courses to be conducted outside the United States & its territory. These needs will be addressed via a contract modification as they become identified.

C.1.1 The contractor shall present the following topics as they relate to clandestine drug laboratories for each course offered:

1. Classroom lecture and demonstrations regarding hazard recognition and evaluation to include: Basic Toxicology, Chemical Hazards, Physical Hazards, Air Monitoring and Hazard Evaluation, Assessment and Confined Spaces.

2. Classroom lecture and demonstrations regarding field safety and personal protection to include: Work Practices, Personal Hygiene, Protective Clothing and Equipment, Respiratory Protection, Chemical Handling, Site Control, Decontamination, and Site Emergencies.

3. Practical application exercises to include: Use of Air Monitoring Instruments, Repair of Air Monitoring Instruments, Donning/Doffing of Air Purifying Respirators (APRs) and Self-Contained Breathing Apparatus (SCBAs), Repair of APRs and SCBAs, Level “A” through “D” dress out of students, student hazard assessment of a Clandestine drug laboratory, and decontamination procedures.

4. The contractor shall be required to qualitatively fit test each student for use of respiratory equipment in accordance with applicable regulations.

C.2 CONTRACTOR RESPONSIBILITIES

The contractor shall perform the following:

C.2.1 The Contractor shall provide 32 hours of instruction for each Federal/State and Local Clandestine Laboratory Safety Certification course, 40 hours of instruction for the Federal/State and Local Site Safety Officer Advance Course, 25 hours of instruction for the Federal/State and Local Site Safety Course, 8-16 hours of instruction for Annual Recertification, 16-24 hours of instruction for each Container Management Course, 8-16 hours of training for Container Management Recertification, 24 hours of training for Federal/State and Local Advanced Clandestine Laboratory Training course, 40 hours of training for Federal/State and Local Tactical Training and 40 hours of instruction for Confined Space Training. The contractor shall provide instructors qualified to teach each of the courses. These instructors shall meet the qualifications identified within section C.14. The instructors may be rotated by topic area;

however, each instructor must be qualified to instruct in his/her topic area in accordance with 29 CFR 1910 and any other applicable regulations, specific conditions, and qualifications as set forth in this contract. Each instructor shall have previous training experience in the subject area they are teaching. All of the lectures and demonstrations must be presented as they specifically relate to clandestine drug laboratories.

C.2.2 All instructors shall arrive at the training site location a minimum of thirty (30) minutes prior to the commencement of the scheduled block of instruction. The training course shall be provided as scheduled by DEA, Monday through Friday, between 6:00AM and 9:00PM. DEA will normally schedule a lunch break of approximately one hour. This break will be scheduled between 11:00AM and 2:00PM. Hourly breaks of a minimum of five minutes will be given every sixty minutes of instruction.

C.2.3 Teach each Federal/State and Local Clandestine Laboratory Safety Certification Course (Reference Section C.3).

1. Contractor shall be required to qualitatively fit test all students for APR/SCBA face pieces in accordance with application regulations (OSHA). Currently, DEA uses a full face piece air purifying respirator (APR) and a full face piece SCBA mask.

C.2.4 Teach each Federal/State and Local Site Safety Officer Advance Course (Reference C.4).

C.2.5 Teach each Federal/State and Local Site Safety Officer Course (Reference C.5).

C.2.6 Teach each Container Management Course (Reference C.6).

C.2.7 Teach each Container Management Recertification Course (Reference C.7).

C.2.8 Teach each Federal/ State and Local Annual Clandestine Laboratory Recertification Course (Reference C.8).

C.2.9 Teach each Federal/State and Local Advanced Clandestine Laboratory Training course (Reference C.9).

C.2.10 Teach each Federal/State and Local Clandestine Laboratory Tactical Training (Reference C.10).

C.2.11 Teach each Federal/State and Local Confined Space Training (Reference C.11).

C.2.13 Provide classroom and practical/field exercises to include, at a minimum, equipment check out procedures, first echelon equipment repair procedures, and the use of a bellows gas pump and color-metric indicator tubes, CGI/PID, APRs, and SCBAs.

C.2.14 The contractor shall provide a complete package of audiovisual aids including, but not limited to, DVD’s, and Microsoft PowerPoint presentations for each topic covered. The audiovisual aids become the property of the Government. These materials shall be used only for Government purposes.

C.2.15 Except for air monitoring equipment, APRs, SCBAs, classroom demonstration equipment, chalkboard exercise material, audiovisual equipment, audio/visual projectors, and classroom projectors, the contractor shall provide all computer equipment, as necessary in order to conduct each lecture and demonstration.

C.2.16 Review and discuss the results and observations made by the students during laboratory exercises.

C.2.17 Make up known and unknown chemical samples for the lab practical exercises.

C.2.18 Provide written exercises, quizzes, and/or tests for students to demonstrate their understanding of the material provided. Exercises, quizzes, and/or tests shall be updated annually, or as needed, pursuant to changes of federal law and regulations and DEA policy, or at the direction of the DEA COR.

C.2.19 The contractor shall annually submit a proposed course lesson plan for each topic, including all audiovisual aids, 45 days after contract award for the initial submission, and within 30 days of the exercise of options. Each course lesson plan shall identify the proposed instructor for each area of instruction identified. The COR will approve the proposed course lesson plan prior to the first training session for each class being conducted. Only upon COR approval is the contractor authorized to teach the course lesson plan. The contractor is required to make any changes as required by the COR prior to the start of the first scheduled course. These submissions become the property of the Government and shall only be used for Government purposes.

C.3 SPECIFIC COURSE REQUIREMENTS – CLANDESTINE LABORATORY

SAFETY CERTIFICATION COURSE

This course shall be held in accordance with 29 CFR 1910. The course will be attended by DEA personnel, state and local law enforcement officers, and forensic personnel. Each course shall contain those topics as identified below. For the Clandestine Laboratory Safety Certification Course, the contractor shall provide two instructors for 32 hours of instruction.

C.3.1 CLANDESTINE DRUG LABORATORY METHODS AND HAZARDS

The contractor shall provide instruction on current clandestine drug laboratory methods and hazards. Specific instruction shall include:

a. Summary of Drug Classification

b. Pharmacology of Methamphetamines

c. Clandestine Laboratory Primer

d. Laboratory Types and Methods

e. Clandestine Laboratory Profiles

f. Controlled Substance Act (CSA)

g. Precursor, Reagent, and Solvent Use

h. Chemical Diversion and Trafficking Act

i. Clandestine Laboratory Safety Perspective

j. DEA Clandestine Laboratory Safety Program

C.3.2 TOXICOLOGY

The contractor shall provide instruction on basic toxicology to include Introduction to Toxicology, the Principles of Toxicology, and Characteristics of Toxic Hazards in the Clandestine Drug Laboratory.

C.3.3 CHEMICAL HANDLING

The contractor shall provide instruction on chemical handling in the clandestine drug laboratory. Instruction shall include an introduction to Chemical Handling, Regulation

Overview, Sampling of Containers, Methods and Types of Evidence Packaging, Use of Sampling Instruments, Clandestine Laboratory Scene Regulation, and Field Operations. Specific instruction shall include:

a. Handling drums and containers

b. Opening drums and containers

c. Laboratory waste packs

d. Sampling of drum and container contents

e. Shipping and transport

f. Radioactive wastes

C.3.8 AIR MONITORING

The contractor shall provide instruction on air monitoring in the clandestine drug laboratory. Specific instruction shall include:

d. Types of field instruments

e. Air monitoring instruments used in the clandestine drug laboratory (DEA currently uses the CGI/PID and bellows gas pump/tube system) to include interpretation of the

DJD-17-R-0047 Page 16 air monitoring results and a practical exercise requiring the students to sample/test various atmospheres. This session requires two instructors to simultaneously instruct groups of students on using the CGI/PID and using the bellows gas pump/color metric tubes.

If, during the term of the contract, DEA changes air monitoring instrumentation, the contractor shall be required to develop lesson plans for DEA’s approval for the new air monitoring instrumentation. Once approved, the contractor shall provide instruction on the new instrumentation.

C.3.9 PERSONAL PROTECTIVE CLOTHING (PPE)

The contractor shall provide instruction on the use of Personal Protective Equipment within the clandestine drug laboratory. Specific instruction shall include:

a. Selection of PPE based on hazards

b. Use, inspection, and limitation of PPE

c. Maintenance and storage of PPE

d. Decontamination of PPE

e. Training and fitting to include donning and doffing of PPE

f. Limitations of PPE due to environmental conditions and chemicals involved

C.3.10 RESPIRATORY PROTECTION

The contractor shall provide instruction on respiratory protection in clandestine drug laboratories. Specific instruction shall include:

a. Classroom lecture to include:

1. Respiratory system

3. Respiratory protection devices

4. Respiratory protection selection

5. Use/limitations of respiratory protection devices

The contractor shall perform an OSHA approved APR and face piece fit test on each student. Instructors performing fit test shall be qualified to do so per 29 CFR 1910.133 and 1910.134. This session requires two (2) instructors.

Currently DEA uses MSA Ultra Elite face piece and Advantage 1000 face piece. If during the life of the contract, DEA changes respiratory protection equipment, the contractor shall be required to develop lesson plans for DEA’s approval for the new respiratory protection equipment. Once approved, the contractor shall provide instruction on the new instrumentation.

The contractor shall hold this course in accordance with 29 CFR 1910.120. The course will be attended by DEA personnel, state and local law enforcement officers, and forensic personnel. C.6 SPECIFIC COURSE REQUIREMENTS – CLANDESTINE LABORATORY

CONTAINER MANAGEMENT TRAINING COURSE

The contractor shall provide one instructor for 2-3 days of instruction for each

Clandestine Laboratory Container Management Training course. One additional instructor per course may be requested and provided for large class sizes. The course shall be held at the DEA Training Academy in Quantico, Virginia, with training dates mutually agreed upon between DEA and the contractor, and indicated at the task order level.

This course is for clandestine laboratory safety trained law enforcement personnel engaged or going to be engaged in packaging and transporting hazardous waste from clandestine laboratory sites to secure Authorized Central Storage facilities. The contractor shall train students to properly and safely handle, categorize, segregate, separate, package, and transport hazardous waste in accordance with Environmental Protection Agency (EPA) and Department of Transportation (DOT) requirements from clandestine laboratories meeting EPA criteria for Conditionally Exempt Small Quantity Generator (CESQG) sites to their respective container program facility.

In both the 2-day and 3-day course, the contractor shall provide desk-top exercises such as determining the proper DOT shipping name, preparing basic shipping papers, label selection, and techniques for estimating total waste quantity.

The contractor shall provide written standard operating procedures (SOPs) for law enforcement use as a guide, simplifying the procedure for completing required documents, selection of proper shipping names and labeling and placarding requirements.

The SOPs will be reviewed by DEA and shall be modified by the contractor as required.

C.6.1 TWO (2) DAY COURSE

In the 2-day classroom-only sessions, the contractor shall cover: Authorized Central

Storage Program requirements; chemical and chemical-container handling and basic categorization techniques; on-scene waste management, including segregation and separation procedures; proper packaging methods (in accordance with DOT requirements and standard of practice); transportation safety and documentation practices meeting applicable DOT requirements, and transportation security and release reporting.

C.6.2 THREE (3) DAY COURSE

In the 3-day course, the contractor shall cover all of the 2-day classroom-only session material as well as add a day of hands-on exercises. The contractor shall work with DEA to select exercises that meet the course objective including but not limited to:

categorizing unknown materials; segregating the materials based on simple hazard categorization techniques using equipment and supplies readily available to law enforcement agencies; and lab packaging and labeling exercises. At DEA’s discretion, the 3rd day may also include an elemental neutralization exercise (applicable to acid-gas generators) and exercises specific to the handling and packaging of one-pot labors for transportation to the authorized Container Program facility.

C.7 SPECIFIC COURSE REQUIREMENTS – Container Management (ACS) Recertification Training Course

The Authorized Central Storage (ACS) Program is designed for illicit clandestine laboratories consisting of a combination of precursors, apparatuses, and chemicals used in the manufacturing or synthesis of methamphetamine, and require a refresher course every 3 years. This course will review the students responsibilities of proper clean-up and disposal of seized hazardous waste under the Environmental Protection Agency’s (EPA’s) Resource Conservation and Recovery Act (RCRA); and the Comprehensive Environmental Response, Compensation, and Liability Act of 1980 (CERCLA), and DOT packaging, marking, labeling and transportation requirements. The course will also cover updated transportation and hazardous waste management regulations.

The Container Management (ACS) Recertification program will educate Federal/State and Local law enforcement officers in the activities and duties of a “generator” of all hazardous waste that is transported, stored, or disposed off-site from a methamphetamine clandestine drug laboratory, as defined in 40 C.F.R. Parts 260, et seq. as well as

DJD-17-R-0047 Page 22 transportation and storage of hazardous waste (DOT 49CFR). The course will refresh the students on the requirements and storage quantity and time limits for a hazardous waste as a Conditionally Exempt Small Quantity Generator (CESQG), as defined in the EPA’s regulation in 40 CFR Part 261.5 and inventory and labeling of all stored hazardous waste.

C.8 SPECIFIC COURSE REQUIREMENTS – Federal/ State and Local Annual Recertification Training Course

The Clandestine Laboratory Safety Recertification training is an annual course satisfying the OSHA Hazardous Waste Operations and Emergency Response Standard (29 CFR

1910.120 (q) (8)) for designated investigative personnel. This course reintroduces students to basic methamphetamine production methods, chemical and physical hazards, air monitoring, respiratory protection, personal protective equipment use, decontamination and site control procedures, site emergencies and other safety topics.

Law enforcement personnel who have been certified to perform activities related to the seizure and field investigation of clandestine laboratories are mandated to review policies and procedures on an annual basis. The recertification component of an individual agency’s health and safety program allows law enforcement personnel to maintain their certification, review pertinent aspects of the safety program and receive new or updated information as it pertains to clandestine laboratories and health and safety regulations.

C.9 SPECIFIC COURSE REQUIREMENTS – Federal/ State and Local Advanced Clandestine Laboratory Training Course

This advanced training course will move beyond the basics and will provide instruction on the manufacturing of over 12 (listed below) clandestinely produced narcotics. In this intensive 3-day course the students will learn the history, production methods, effects on the body, sampling methods, safety, and past, present and future trends of these narcotics. This advanced course is for experienced clandestine laboratory investigators and Site Safety officers who want to expand their knowledge of drug manufacturing methods and current trends affecting the United States.

This high hazard clandestine laboratory course will cover the assessment, identification, and hazards involved with clandestine laboratories where explosives or toxics are being produced. This course will cover the following topics:

a. Fentanyl

b. DMT and Tryptamines

c. Bath Salt and Other Designer Drugs

d. Ecstasy (MDMA)

e. Cocaine Conversion

f. Euphoria

g. GHB

h. LSD

C.10 SPECIFIC COURSE REQUIREMENTS – Federal/ State and Local Clandestine Laboratory Tactical Training Course

The Clandestine Laboratory Tactical course is designed to provide the Clandestine Laboratory investigator the tools to safely conduct a tactical entry into a suspected clandestine drug laboratory. This class is designed for Federal/State and Local officers.

This course will be divided in blocks of training. This training will consist of both classroom discussion and practical exercises. The first block of training will consist of a clandestine laboratory review, hazards, tactical decision making, tactical entry planning, and other items.

The remainder of the course will consist of tactical entry practical exercises. Students will start with ground fighting techniques, individual tactical movement exercises, breeching exercises, and familiarization of shooting weapons wearing APR’s and SCBA’s. The class will then be broken into tactical teams. These teams will practice dynamic entries, hallway movements and room clearing exercises. The remainder of the class will consist of tactical entries. The students will make tactical entries wearing both APR’s and SCBA’s. Students will take all information from the previous blocks of instruction and utilize this information for a final clandestine laboratory tactical graduation exercise.

C.11 SPECIFIC COURSE REQUIREMENTS – Federal/ State and Local Confined Space Training Course

This course is designed for personnel that may be required to enter confined spaces within the scope of their job duties and complies with 29 CFR 1910.146 training requirements. Participants learn to recognize confined spaces, confined space entry hazards, what permit is required for confined spaces, OSHA regulations, field operations, and emergency procedures. Personnel who may be required to enter confined spaces within the scope of their job duties are required to receive this training.

The overall objective of this training is to protect those entering or working around a confined space. In this course the students will learn the physical, chemical, and biological principles related to safely working within confined spaces.

The training will include:

a. Knowledge of the hazards faced during entry

b. Proper use of all equipment

c. Communications means and alert sequences between attendant and entrants

d. Evacuation procedures

e. Actions if a general alarm occurs on site

f. Hands-on exercises will require PPE, SCBA’s and extraction devices

C.12 COURSE STUDENT LOAD

An estimated 10 to 100 students may attend each course. Normal student loads are as follows:

Clandestine Laboratory Safety Certification Course - 35-45 Team/Site Safety Officer Advance Course - 30-45 State and Local Site Safety Officer Course – 35-45 Container Management Course – 30 -45

C.13 TRAVEL TO COURSE LOCATIONS

The contractor shall bear the costs of all travel to and from course training locations and all lodging and meal costs. The Government will reimburse the contractor for travel and per diem costs, subject to restrictions of Federal Travel Regulations.

C.14 COURSE RECORDING (DEA)

Any and all portions of course presentations may be video recorded and/or monitored by the DEA Clandestine Laboratory Training Unit Chief or designee. All course recordings become the property of the Government.

C.15 COURSE RECORDING (CONTRACTOR)

The contractor may not make photographic, video, or audio recording of any of the course presentations, the course attendees, or any attendance list or roster used by the contractor during the presentation of any course without the written approval of the DEA Clandestine Laboratory Training Unit Chief or designee.

C.16 COURSE LOAD

During the term of the contract, the Government may require simultaneous schools at the same training location or at different training sites. The contractor shall be able to staff a maximum of two (2) separate training teams for simultaneous schools.

C.17 SENSITIVE

All financial, statistical, personal, technical, and other data and information relating to

DEA’s operation, which are designated confidential and/or sensitive by DEA and made available to the contractor in order to carry out this contract, shall be protected by the contractor from unauthorized use and disclosure through the observance of the same or more effective procedural requirements as applicable to DEA.

C.18 EQUIPMENT/SUPPLIES PROVIDED BY DEA

C.18.1 For each course, DEA will provide the contractor with the following supplies and/or equipment as required. DEA shall retain custody and ownership of all equipment and supplies.

a. Decontamination station equipment for classroom and field exercises

b. All of the necessary chemical container exercise station equipment and various sample/test atmospheres and containers for air monitoring practical exercises

c. Latex gloves, nitrile gloves, latex boots, safety goggles, duct tape, and Tyvek and/or

TychemF suits (at least one per two students)

d. Full face piece APRs and cartridges (at least one per two students)

e. SCBAs (at least one per two students)

f. Air monitoring instruments to include bellows gas pumps/tubes and the CGI/PID (at least one of each type of instrument per five students)

g. Training facilities at scheduled training sites and all classroom demonstration equipment, chalkboard exercise material, and audio/visual equipment

h. Printing and duplication of instructor and student manuals and training materials

i. Completion certificates for each student

C.18.2 By written request, DEA will provide class evaluation reports on a class by class basis to the contractor.

C.19 QUALIFICATION REQUIREMENTS OF CONTRACTOR AND INSTRUCTORS

C.19.1 The contractor shall provide the required number of instructors for each course that meet ALL of the following requirements:

a. Fluent and understandable English language speaking skills (target audience is English speaking)

b. Requirements of 29 CFR 1910 and any other pertinent regulations

c. A minimum of BS or BA degree. To include but not limited to Chemistry, Biology, Environmental Science, Toxicology, and/or Industrial Hygiene

d. A minimum of three years of work experience in clandestine laboratory operations, clandestine laboratory clean-up operations, and/or hazardous waste operations

e. A minimum of one year of recent (within preceding 3 years) training experience conducting training programs in clandestine laboratories, hazardous waste operations, industrial hygiene and/or occupational health and safety

f. Shall demonstrate competency with the OSHA requirements for the Clandestine Laboratory courses, Tactical and Confined Space courses, and be able to demonstrate competency with DOT and EPA regulations with the Container Management/ Container Recertification courses. The successful contractor should be able to demonstrate competency to include past relevant experience, training programs attended, and education.

C.19.2 The contractor shall have on staff two board certified industrial hygienists by the American Board of Industrial Hygiene and maintain this certification during the term of this contract. One of the two shall be a full time employee of the contractor with a minimum of ten years of experience in Hazardous Waste Operations or Clandestine Laboratory Processing.

C.19.3 The contractor shall have experience in the development of clandestine laboratory related training programs.

C.19.4 The contractor shall have instructors who are knowledgeable of DOT and EPA standards of hazardous waste disposal.

C.19.5 The personnel security access level for this contract is Sensitive But Unclassified (SBU).

Only U.S. citizens or naturalized U.S. citizens shall be permitted to perform services on this contract. Under no circumstances shall contractors have access to National Security Information (NSI) or NSI systems. The risk level associated with this contract is “High” and the personnel working on this contract effort must undergo the appropriate background investigation or be issued a waiver by the Office of Security Programs, Personnel Security Section (ISR) prior to commencing work on this contract. ISR will conduct a suitability review on all contractor personnel. A final suitability determination will come from ISR on contractors requiring access to DEA facilities, systems, or SBU material.

C.20 COURSE DEVELOPMENT DOCUMENTATION

C.20.1 All course development documentation for the courses shall be submitted to the COR within 45 calendar days after award of the contract. The COR will coordinate DEA’s technical review and approve, conditionally approve, or disapprove the documentation submitted within 30 calendar days of receipt. If revisions are deemed necessary, the contractor shall submit revisions to the COR within 21 calendar days of receipt from DEA. The COR will review the document for final approval within 7 calendar days after receipt by the contractor. This documentation shall include the following:

a. Separate lesson plans for each titled block of instruction, outline for all practical exercises, audiovisual aids, and a course manual for each

b. All lesson plans, audiovisual aids, and manuals shall be updated annually, or as needed, pursuant to changes or modification of federal laws and regulations, DEA policy, industry standards, or at the direction of the COR

C.20.2 Should revisions be required, DEA will not be responsible to reimburse the contractor for any additional preparation in making the necessary revisions.

C.21 COURSE MATERIAL

All course materials submitted by the contractor become the property of the Government. The Government has the right to use such course materials as deemed necessary for training, internal briefings, and Clandestine Laboratory awareness classes. These documents shall only be used for Government purposes.
