Request for Proposal (RFP): DJD-17-R-0047
Issuance Date: October 13, 2017 Due Date: November 14, 2017
Dear Prospective Offeror:
You are invited to submit a proposal for "Clandestine Laboratory Safety Training.” The applicable North American Industry Classification System (NAICS) is 541620 Environmental Consulting Services.
The Small Business Size Standard is $15 million. This solicitation is designated for 100% Small Business Set-Aside. A Pre-Solicitation notice for this procurement was posted to Federal Business Opportunities (FBO) web site on September 8, 2017. The Drug Enforcement Administration (DEA) anticipates issuing a single Indefinite Delivery/Indefinite Quantity (IDIQ) contract for one base year plus four (4) option years to the Offeror that meets or exceeds the Government’s requirements and provides the best value overall using the Trade Off method in accordance with the solicitation terms and conditions.
Instructions for the proper preparation of your proposal are set forth in Section L of the RFP.
Evaluation will be completed as set forth in Section M of the RFP. To facilitate proper evaluation of your proposal do not deviate from the format structure outlined in Section L of the RFP. The Technical Proposal (Volume I) shall not exceed 35 pages. Carefully review all Sections of the RFP and provide information when required, including Section K representations, certifications, and other statements of the Offeror.
Your proposal must be submitted to the issuing office no later than 10:00 AM, Eastern Time, on or before November 14, 2017. Late proposals will not be considered.
The issuing office and place designated for receipt of your proposal is:

This is the ONLY location for delivery of proposals. No deliveries will be accepted at the DEA Headquarters location.
To assure your proposal arrives at the proper place on time and to prevent opening by unauthorized individuals, your proposal must be identified on the envelope or wrapper as follows:

Due Date: 10:00 AM, Eastern Time, on or before November 14, 2017.
This solicitation does not commit the Government to pay any costs incurred in the submission of proposals. It is also noted that the Contracting Officer is the only individual who may legally bind the Government.
Any questions about this RFP should be submitted in writing to Nancy.A.Costello@usdoj.gov no later than 10 AM Eastern Time, October 20, 2017. The RFP number, DJD-17-R-0047, must be referenced in all e-mail correspondence. Answers to questions will be provided under an amendment to the RFP and posted to FBO prior to submission of offers/proposals.
