Industry Questions Solicitation: DJD-16-R-0002 Operational Medical Support Training Program

1. If available, please provide the incumbent contract number.

Answer: The previous incumbent contract number was DJD-10-C-0036.

2. Has a contractor performed similar work to this for the government in the past?

Answer: Yes, a contractor has performed this work for the government in the past.

3. If you are unable to provide a contract number, is it safe to assume this is a new requirement for the government?

Answer: This is not a completely new requirement for the government. Similar work was performed under contract number DJD-10-C-0036.

4. Statement: The RFP specifies 1920 hours (Full Time Employed) each for the Medical Director and the Assistant Medical Director as well as the 24/7 Consultation Line.

Answer: Please see the amended solicitation section 1. The 1920 hours (full time) applies to the primary medical director. The secondary medical director is now part-time at 960 hours.

5. Is it the government’s intent for the contractor to propose/staff two full time medical director personnel in addition to the call center?

Answer: Please see the amended solicitation section 1. The government is requesting a full-time medical director and a part-time secondary medical director. Both will be the main points of contact for the 24hr hotline.

6. For clarification purposes, regarding the term “full-time,” does the government “require” or “expect” the Primary Medical Director to be 100% dedicated to the Operational Medical Support and Training position “exclusively” and not maintain employment elsewhere? Or is the purpose of the government’s request to insure that full-time physician level coverage of the 24-hour hotline is indeed provided, as opposed to less-than physician level (e.g., paramedic) coverage occurring, and said coverage provided by the full-time Primary Medical Director and Secondary Medical Director?

Answer: The purpose of the Government request is to insure full time physician level coverage of the 24 hour hotline is provided.

7. Does the government desire the Medical Directors to be present during training courses?

Answer: Not required but highly encouraged.

8. Statement: The RFP specifies the requirement for a 24/7 Consultation Line.

Answer: Correct.

9. Will the government please provide the average annual call volume that the Consultation Line expects and/or currently receives?

Answer: The government typically has between 22-35 calls per year. This was pre Narcan program.

10. Who is the current contract holder?

Answer: The previous incumbent was Medical Outfitter Training Consultants.

11. What is the current contract number?

Answer: There is not a current contract in place. The previous contract number was DJD-10-C-0036.

12. CLIN0001 – the 1920 HR I assume is hourly rate for the Primary and Secondary Director of Medical Support. Can you tell me how that number was determined?

Answer: Please see the amended solicitation section 1. 1920 hours per year is the full time equivalent calculated to maintain a fulltime work schedule with the anticipation of holidays and leave.

13. CLIN0009 – the max quantity for the 24 Hour Hotline is 1. So we need to list the yearly cost for that?

Answer: The 24 hour hotline is an individual CLIN and should be priced individually for each period of performance of the contract.

14. CLIN0010 – the cost for travel will be determined on a class by class basis correct? Is $10,000 the limit for travel during that period of performance?

Answer: Travel is determined on class by class basis and it varies due to airfare depending on where instructors are coming from. Therefore the government established a $10,000 baseline for travel for all potential vendors for purposes of evaluation.

15. The instructor requirements for the classes are a minimum of 2 instructors. For a class of 30 students, we would normally have 3 instructors for the Refresher and 4 instructors for a Tactical or Wildness class. Will the price we quote be taken in consideration for the number of instructors we propose to have it each course? Granted the price to send 2 instructors as opposed to 3 or 4 instructors will be less.

Answer: Please see the amended solicitation section 2. Yes the price quote will be determined on how many instructors will be present at each class and taken into consideration. Please see the amended solicitation.
