Statement of Work

1.0 MISSION

ATF’s National Center for Explosives Training and Research (NCETR) is responsible for providing explosives training. NCETR consists of the Explosives Enforcement and Training Division; Explosives Research and Development Division; and Fire Investigation and Arson Enforcement Division, all located at Redstone Arsenal in Huntsville, Alabama.

The NCETR’s mission is to provide basic and advanced arson and explosives training and research that leverages lessons learned and best practices to provide focused support to ATF’s core mission of investigating the criminal use of explosives and regulating the explosives industry. This support is aligned with the whole-of-Government counter-improvised explosive device effort. NCETR provides outstanding training facilities and unmatched expertise in the delivery of explosives and arson training for explosives handlers, bomb technicians, criminal investigators and military explosives ordnance disposal (EOD) personnel across the nation.

Through a long partnership with the Department of Defense, ATF delivers the Homemade Explosives (HME) Identify-Process-Dispose Course to a mixed class of military and law enforcement. The HME Program offers (20) courses per year resulting in approximately

(500) students taught per year.

2.0 OBJECTIVE

ATF intends to contract the removal of two (2) stock heating-ventilation-air conditioning (HVAC) units and the installation of a 3 Ton Liebert Mini-Mate2 thermal management system in an explosives manufacturing laboratory located on an ATF explosives range on Department of Defense property.

3.0 DESCRIPTION OF SERVICES

3.1 The system has to be a forced air system consisting of a heating/cooling unit, humidification/dehumidification unit and an air distribution system. This has to be accomplished in one single, engineered heating-ventilation-air conditioning (HVAC) unit and cannot be composed of several individual components connected together. The heating-ventilation-air conditioning (HVAC) system must have the ability to control all aspects of the heating/cooling and humidification/dehumidification using one control panel.

The HVAC system has to be a forced air system consisting of a heating/cooling unit, humidification/dehumidification unit and an air distribution system with a small storage footprint. The system must also be able to maintain the temperature and humidity levels of the laboratory space under all weather conditions and when all three pre-existing fume hoods are in operation. This includes suppling the necessary ‘make-up’ air to replace the air being removed by the fume hoods. The system needs to be able to accurately control temperature within the laboratory space, by either heating or cooling the air ‘as set’ on the control panel. The system needs to control the temperature of the air within 1-2 degrees of the ‘as set’ value. The system needs to be able to accurately control humidity in the laboratory space, by either adding or removing humidity, ‘as set’ on the control panel. The system needs to control the percent humidity in the air within 1-2% of the ‘as set’ value on the control panel.

3.2 Remove (2) existing stock heating-ventilation-air conditioning (HVAC) units, patch hole with metal doors and access panel, and seal existing make up air louvers.

3.3 Install one (1) 3 Ton Liebert Mini-Mate2 Precision Cooling System Model MMD36ENPJSDN. The system will provide a total cooling capacity of 32.5 kBtuh (9.55 kW) and a sensible cooling capacity of 28.4 kBtuh (8.3 kW) at 75°F (24 °C), 45% RH. Electrical Requirements: 50.9 FLA, 63.6 WSA, 70 Amp OPD.

3.4 Install split system evaporator. Includes evaporator coil, filter drier, thermal expansion valve, two-speed direct drive internal blower, and microprocessor control with audible and visual alarms. Unit designed for R- 407C and is field-charged.

3.5 Install one (1) Liebert Model PFH037A-PLN Prop Air Cooled Condensing Unit: 208/230 Volts 1 Phase 60Hz. Electrical Requirements:

19.3 FLA, 23.8 WSA, 40 Amp OPD. Should incorporate following features:

• Outdoor Prop Fan Condensing Unit with Lee-Temp Head Pressure Control

• Design Ambient: 95ºF (35ºC)

• Scroll Compressor with Hot Gas Bypass Capacity Control

• High head pressure switch for system protection

• Starts & Operates at low outdoor temperatures down to -30°F (-34°C)

• Nitrogen holding charge (System is field-charged, with field-supplied R-

407C refrigerant)

3.6 Incorporate the following factory installed options on the cooling unit:

• SCR Reheat with a capacity of 6.8 kW

• Canister Humidifier with a capacity of 2.5 lbs/hr (1.14 kg/hr)

• Remote Humidifier Contact, Non-Locking Disconnect Switch, Filter Clog

Indicator, and High Temperature Sensor.

3.7 Install the following loose accessories:

• One (1) Filter Box(es) with 4 Inch MERV-8

• One (1) 208/230 Volt Condensate Pump(s)

• One (1) IS-UNITY-DP BMS Unit-Mounted Field Installation Kit: The IS-

UNITY-DP card provides full building-management system (BMS) access via BACnet/Modbus IP and BACnet/Modbus 485. Card also provides access and supports SNMP v1/v2c/v3 & Liebert Nform™. Unit-mounted enclosure and powered from the Mini-Mate2 evaporator.

• One (1) LT410,Point Leak detection supervised sensor with a painted enclosure that senses a leak via two height adjustable probes. The sensor has two common alarm relay outputs. The sensor requires 24VAC power input.

• Installation to include all labor, fabrication, and materials needed to complete this project.

3.8 Services included:

• Warranty Inspection Included

• 2nd Through 5th Year Compressor Warranty Included

3.9 Contractor must have current Liebert certification status and be located within 50 miles of Redstone Arsenal to reduce response time for future maintenance and/or repairs.

3.10 DUNS number must be on the proposal.
