SOLICITATION: DJA-15-AHDQ-R-0057
QUESTIONS AND ANSWERS (Q&A) FOR ATF Economist – RFP NO. DJA-15-AHDQ-
R-0057
1) Is there a current incumbent for this role?
Answer: No
2) Under Section 5.0. ‘Personnel Minimum Qualification,’ are there specific technical requirements necessary (STATA, SPSS, MINITAB, SAS, etc.) to perform the assigned tasks/responsibilities (1-7)?
Answer: No
3) Does ORA and the Enforcement Programs and Services Directorate value a candidate with more advisory or quantitative experience?
Answer: Value a candidate with more quantitative regulatory experience
4) Specifically, within Section C (5.0 - Personnel Minimum Qualifications) it lists the minimum quals. We understand that as the RFP is written, price is not as heavily factored as other areas. However, the salary range for an Economist with a BA and two years removed from college will be significantly different than an economist with a Masters degree and 15 years of experience. And considering that Key Personnel/Experience is the most heavily weighted evaluation criteria, understanding the requested seniority level of the Economist that the ATF desires will help to shape the scope of who we ultimately provide as the most qualified candidate.
Would you be able to provide a more refined data scope on a salary range and experience level that the ATF is requesting on this new position?
Answer: The range for the job is from GS-12 to GS-14, with a target of GS-13 based on the qualifications listed.
