Answers to questions that were submitted under Solicitation# DJA-14-AHDQ-R-0025
1. Please confirm the number of contract personnel required for each of the following solicitations:
DJA-14-AHDQ-R-0025 - Background Investigator – approximately 25 DJA-14-AHDQ-R-0029 - Senior Background Investigators - 4
1. Are there any plans to retain Senior Background Investigators and/or Background Investigators outside of the Metro DC area?
All of these positions are in the DC metro area and must work at ATF Headquarters. We do have a separate solicitation for field investigators
1. I would like to clarify with you whether ATF will accept a proposal from a small business contracting firm to provide background investigators, or if ATF will only consider contracting with individual investigators directly? Some of the language within the SOW seemed to indicate ATF anticipates working with a company rather than an individual this time.
It’s not that we will not accept companies, however, we only accept proposals from an individual and will only work alongside that individual. If the individual works for a company, the company could not have anything to do with the contract. Due the small number of positions being offered, the nature of the program requirements, strict security and background investigation requirements and credentialing, contracts are awarded on an individual basis.
1. Will the gov allow our Firm to bid on Solicitation Number: DJA-14-AHDQ-R-0025 and perform work from our location?
No, all work must be performed at the location specified in the solicitation which is ATF Headquarters at 99 New York Ave, NE, Washington, DC.
1. Can the $61/hr rate be escalated for option years to reflect adjustment for market and inflation?
No
1. Based on the Schedule of Supplies/Services provided in Section 2, overtime hours are set at Zero units. Please confirm that no overtime hours and cost are to be included as part of this proposal submission.
Overtime hours are as needed and therefore not defined.
Please be advised that price/cost is not a factor as the price is set by the government and therefore does not need to be included in the proposal. By submitting a proposal the contractor is accepting the price as stated in the solicitation/SOW
