About this file
This document is a notice regarding a sole source procurement for a Digital Badging project. The project is being led by Mt. Hood Community College (MHCC) and the SCC Grant Oregon Consortium, which includes 9 community colleges. The consortium has been working with the Digital Credentials Institute of Madison College to develop an Employability Skills Digital Badging Framework. Phase 1 of the project, which involved developing the badging framework, has been completed, and Phase 2 will involve a two-year pilot to implement the framework across the 9 consortium colleges. DCI will fully administer the issuance of the digital badges through the Credly badging platform on behalf of the colleges during the pilot. The ultimate goal of the project is to demonstrate the need for a state-level initiative that would require a competitive solicitation for all 17 Oregon community colleges.
MHCC intends to use DCI as a sole source provider for this project, with an estimated total contract cost of approximately $150,000. Any entities wishing to protest the sole source procurement must do so by March 17, 2023. The protest must include specific legal and factual grounds, a description of the resulting harm, the relief requested, and be signed by an authorized representative.

Starting in May 2022, MHCC and the SCC Grant Oregon Consortium began working with the Digital Credentials Institute of Madison College to implement Phase 1 of a pilot project to develop and implement an Employability Skills Digital Badging Framework across 9 community colleges associate with the grant.
Phase 1 began in May 2022 and has continued through March 2023. Phase 1 involved bi-weekly meetings of the consortium college staff/faculty and DCI to develop the badging framework that would be piloted in Phase II of the project. The framework that has been developed over the past year an includes the criteria and rubrics for assessing 18 employability skills badges. Initial badge images have been drafted for the 9 consortium colleges.
Phase II is a two-year pilot of the Employability Skills Framework that was developed. It will involve developing 18 digital badge images templates that will be then developed into 9 sets of the 18-badge template for each of the 9 colleges (total 162 images and templates) to issue the badges. DCI will fully administer the issuing of the digital badges through the Credly badging platform on behalf of the 9 SCC Grant Consortium colleges during the pilot. Data and analytics will be reported each quarter.
