About this file
This Request for Information (RFI) is issued by the Massachusetts Department of Higher Education (DHE) to solicit vendor feedback on designing a statewide Education to Workforce Marketplace (E2WM) to support stopped-out students with some college credit but no credential (SCNC). The RFI seeks comprehensive information regarding proven reengagement models, integrated student support ecosystems, student-facing technology platforms, data-driven outreach methodologies, coaching and persistence support models, institutional partnership structures, longitudinal analytics, and workforce alignment strategies. DHE is requesting responses addressing organizational experience and capacity, student-facing technology platforms, data analytics and outreach capabilities, coaching and student support services, institutional partnerships, budget and pricing structures, training and support services, and accessibility and compliance measures. The RFI was released on September 9, 2026, with a deadline for written questions on September 21, 2026, and responses due by October 2, 2026, at 5 PM ET. No informational sessions or bidder conferences are planned. Responding to this RFI is entirely voluntary and does not obligate DHE to issue a formal solicitation or provide any advantage or disadvantage in subsequent procurement processes.
Respondents should submit responses through COMMBUYS indicating their ability to operate across Massachusetts's 15 community colleges, nine state universities, and five University of Massachusetts campuses. DHE is particularly interested in bundled service models providing seamless coordination for both students and institutions, with emphasis on solutions scalable to serve stopped-out adult learners. The Commonwealth estimates an approximate annual budget of $2 million for a statewide initiative, and vendors should provide general pricing information including per-student costs, subscription models, licensing costs, and service fees, along with examples of how many institutions and students could be reasonably supported under this budget constraint. All responses will be treated as public record under Massachusetts General Law, and DHE retains the right to request additional information, formal presentations, or to develop a formal Request for Responses (RFR) or Request for Quotes (RFQ) based on RFI responses. All costs incurred by respondents in preparing their response are the sole responsibility of the vendor.
