• With military data, generate the number of percentage of graduates (to the extent possible with available data) who were enlisted in military full-time or part-time, or joined national guard after high school.
• Using records that can be matched, generate numbers and percentages of graduates who were employed at periodic intervals after high school (e.g., 1-year, 3-years, 6-years), median earnings of those employed, and percentages of those with earnings at “gainful employment” income thresholds. The analysis will examine both students who go directly into the workforce and those who enroll in post-secondary education and/or training programs.
The Contractor will collaborate with DEW to develop a public-facing High School Feedback Data
Visualization Interface. Activities will include:
• Collaboratively identifying measures of post-graduation success for inclusion on the High School
Feedback Data Visualization.
• Gathering input on measures and site design from key stakeholders from DEW and Ohio’s education community.
• Developing, testing, and launching a public-facing data visualization tool that includes interactive charts, and maps, for school, district, regional, and statewide analysis.

4. System Implementation Studies
i. CTE Lottery Exploratory Study
The Contractor will investigate the implementation and enrollment practices in Ohio Career and
Technical Education programs, and specifically the use of lottery admissions. The research and enrollment practices of CTE schools and in a sample of stand-alone CTE schools across the state will be reviewed. The Contractor will conduct a survey of all CTE programs to identify trends in oversubscriptions for career programs. A second component of the work will be quantitative in nature to link school level lottery information from the first two years of the new policy (2023 and 2024) with state level education, employment, post-secondary education and military enlistment data. The approach will lay the groundwork for a state-wide impact study of the effectiveness of CTE on high school outcomes.
The CTE Lottery Exploratory Study will include the following tasks:
• Co-design session. The Contractor will meet with DEW staff in-person to conduct project planning for the study
• Development (or amendment) of data sharing MOUs. Existing data sharing agreements will be reviewed to determine if amendments or new agreements with DEW will be required to obtain necessary records from EMIS on CTE Lotteries. Additional MOUs with select school districts
Agreement for Services-OSU (effective until June 30, 2025) 14 will be completed to analyze more detailed data than may be held at the state level.
• Student Level Data Analysis. Conduct student level analysis on CTE lotteries.
• Survey. The Contractor will design and disseminate a survey using the CHRR Computer-Assisted
Telephone Interviewing (CATI) platform on the implementation of CTE lotteries at the school level.
• District/School Identification: Identify a sample of districts/schools that have robust CTE lottery systems with which to conduct qualitative work
• Focus Groups and Interviews. Conduct focus groups and interviews with key administrators and teachers on the CTE lottery systems.

ii. Literacy Coaching Exploratory Study
This study will investigate the implementation of Literacy Coaching under HB 33. The Contractor will conduct both quantitative and qualitative analyses of the initial cohort of schools implementing the
ReadOhio Literacy Coaching framework (53 districts and community schools). This exploratory work will establish a foundation for later studies to assess the impact of Literacy Coaching in Ohio’s schools.
The Literacy Coaching Exploratory Study will include the following tasks:
• Co-design session with DEW leadership to develop and finalize the study framework.
• Quantitative Analysis will be performed as measured by Ohio’s State Tests (and other metrics such as reading diagnostics where appropriate), comparing Cohort 1 of ReadOhio to similar schools not participating.
• Document Review. The Contractor will work with DEW to identify relevant information regarding implementation (e.g., plans, progress reports, coaching artifacts, etc.) collected by
DEW and develop a scale to rate the degree of implementation among Cohort 1 of ReadOhio.
• District/School Identification: Identify a sample of districts/schools that have robust implementation of Literacy Coaching with which to conduct qualitative work
• Focus Groups and Interviews: Conduct focus groups and interviews with key administrators and teachers on the rollout of Literacy Coaching.
