About this file
Summary
This is a Determination of Interest (DOI) document issued by the County of Sacramento's First 5 Sacramento department seeking qualified partners to provide developmental parent-child playgroups for children ages 0 to 5 with exceptional needs. The County released the determination on July 24, 2026, with a response deadline of August 17, 2026, at 5:00 pm. Responses must be submitted electronically through the Sacramento County procurement portal. The contract period runs from July 1, 2027, through June 30, 2030 (three years). The requested services require playgroups to meet at least twice weekly for one-hour sessions, utilizing the evidence-based Pivotal Response Treatment (PRT) protocol, operating for a minimum of 32 weeks per year. Playgroups should ideally serve eight children per session and be hosted in community settings such as family resource centers or libraries, or at the contractor's location. Recruitment efforts must prioritize families from Sacramento County ZIP codes with child poverty rates exceeding 25%, and services must accommodate families who speak languages other than English.
The total contract funding available is $240,000 for all three years of the contract term. The County is assessing interest through a vendor questionnaire that requires applicants to provide organizational information, designated contact personnel with email and phone details, and a detailed explanation of qualifications to deliver the specified services. The playgroups were originally funded in 2024 based on feedback from Sacramento County parents and have been successfully operated by the UC Davis MIND Institute since fall 2024. Interested vendors should direct inquiries to Lindsay Dunckel, Program Planner with First 5 Sacramento, at dunckell@saccounty.gov or (916) 876-6683.
