Brand Name Justification Western Area Power Administration/DSWR FAR 13.106-l(b)(l), Simplified Acquisitions Requisitions l7WA123946 and 17WA123948

1. Identification of the agency and the contracting office.

Western Area Power Administration, 615 South 43rd Ave, Phoenix, Arizona, 85009

2. Description of supply or service required to meet the agency's needs.

Procurement of two SF6 Recovery System Trailers and two SF6 Recovery System Carts for Field use. These systems will replace the existing SF6 Recovery System Carts that do not retain SF6 gas and can no longer be used.

3. The rationale or circumstances for limiting competition.

The DILO SF6 Recovery Systems are used throughout the industry and are widely accepted as the pinnacle of dependability and operation. WAPA uses DILO equipment exclusively for maintenance, storage, testing and handling of SF6 gas. WAPA DSW has 437 Circuit Breakers that contain SF6 gases. All DSW Circuit Breakers have been outfitted with DILO fittings to accommodate the use of the DILO Systems. The procurement of a non-DILO System would require a refitting of all circuit breakers.

SF6 is classified as a Greenhouse Gas, under 40CFR Part 98, Subpart DD: Electrical Transmission and Distribution Equipment use, WAPA is required to report SF6 emissions to the EPA. This makes acquiring a SF6 System that will not leak imperative.
