B. Knowledge and Skills. The following minimum knowledge and skill elements shall be included in the program.
1. Crane components
a) Quadrants of operation.
b) Load chart interpretation. The load chart training shall be customized to WAPA’s cranes listed under ‘Equipment’. WAPA shall provide copies of its load charts to the vendor. At each training session, the vendor shall utilize the load charts of the cranes provided at that session.
2. Safe operating practices
3. Shock Loading
4. Applicable OSHA/ASME Standards
5. Operator responsibilities
a) Inspection and maintenance requirements
6. Provide each participant hands-on participation
7. Rigging practices
a) Shall be based on electrical transmission and substation applications, including non-uniform loads such as breakers, transformers, bushings, transmission structure components such as crossarm assemblies, poles and assembled H-frame structures.
b) Shall include proper rigging of loads with high center of gravity and handling of factory installed rigging points.
8. Communication between operator and ground personnel, including hand signals
9. Demonstration of operating skills by participants
C. The vendor shall recommend to WAPA any additional elements that should be included in a crane operator certification class to meet Section III. A. ‘Standards’.
D. Vendor shall provide each participant with appropriate training materials, including student workbook and crane reference manual two weeks prior to the scheduled class dates.
E. Participants have a wide range of experience, each training session shall be directed toward both previously trained and untrained participants.
IV. Record of Training.

Vendor shall submit to WAPA a list of all participants showing successful or non-successful course completion and certification.
V. Instructor Requirements One or more instructors shall be provided for each onsite program. The instructor(s) provided shall have the following qualifications and shall submit a resume detailing these qualifications.
A. A minimum of 10 years’ experience crane operation.
B. Experience with and capable of providing expertise, on cranes of the same type and manufacturer listed under ‘Equipment’, section VI. Including experience operating, constructing or maintaining cranes of at least one of the types and manufacturers listed under ‘Equipment’. Manufacturers include National, and Altec. Types are as indicated by the model number.
C. A minimum of two years experience as a crane trainer, providing both classroom and hands on training.
D. Thorough knowledge and understanding of OSHA safety requirements and other applicable standards regarding crane operation and training.
E. Highly effective in teaching and ability to relate and impart knowledge to participants.
F. Ability to incorporate WAPA specific issues into training program, such as working in a substation or around high voltage power lines as brought forth before and during the training program. Experience in the substation and transmission electric utility industry is preferred, including operating in electrical substations, and in rough terrain and extreme weather conditions.
VI. Equipment WAPA will provide the following cranes for training, listed below with the training location and date. Most participants will train on one crane, although some participants may train on two cranes. Loads to be used for training will be available at the field sites.
Cranes to be used:
· Altec
· AC23-95B (47,000 lbs. maximum capacity)
· National
· 800D (46,000 lbs. maximum capacity)
VII. WAPA Application of Cranes As an electric utility industry involved in maintenance and construction projects on high voltage transmission lines and in substations, WAPA crane use includes lifting and setting wood and steel poles up to 110 feet in height often in rough field conditions, substation equipment such as breakers and switches, and miscellaneous structural materials. Lift weights are generally known or are available from the manufacturer.
Conditions for work include: electrical substations; transmission line field conditions including uneven surfaces (hills), and weather extremes including cold, wet and storm conditions.
VIII. Participants
Experience Level
Training participants shall be WAPA personnel: transmission linemen and substation electricians. Experience levels range from personnel who regularly work with but seldom operate cranes, to personnel who regularly operate at least one of the listed cranes. Most participants operate one of the listed cranes on at least an occasional basis. Approximately 80 percent of the participants in each session will have received previous crane and rigging training through WAPA, and approximately 20 percent of the participants have not received previous WAPA training.
Class Size
Class size will range from 6-10 participants per session. In addition, classes may include observers who shall not be qualified or receive hands on instruction.
