This Amendment incorporates the following changes into the solicitation:
A. The date and time specified for receipt of quotes is hereby extended to June 21, 1:00 PM
Local Time.
B. The Technical Specifications are hereby replaced with the attached Technical Specifications, dated June 6, 2017, 68 Pages. Revisions have been denoted by a line in the right-hand margin.
C. The Solicitation Page 6 is revised to reflect 52.219-6, Notice of Total Small Business Set-
Aside (NOV 2011) (15 U.S.C. 644) with its [x] (ii) Alternate I (NOV 2011) selected. A revised Page attached
D. Below are responses to questions received related to Solicitation DE-SOL-0011130.
1. Question: SF1449 Page 6 of 45, item 14, 52.219-6, Notice of Total Small Business Set-Aside)
- Will WAPA select [x] (ii) Alternate I (NOV 2011)? When the acquisition is for a product in a class for which the Small Business Administration has determined that there are no small business manufacturers or processors in the Federal market in accordance with 19.502-2(c), delete paragraph (d).
1. Answer: Changed to 52.219-6, Notice of Total Small Business Set-Aside (NOV 2011) (15 U.S.C. 644), (ii) Alternate I (NOV 2011).
2. Question: Solicitation SF1449 pg 8, item 48 and pg 9, item 50, FAR 52.225-1, Buy American- Supplies vs Buy American with Free Trade Provisions - Given that the size of this requirement will exceed the express values requiring item 48 (FAR 52.225-1, Buy American-Supplies) prefer the change of item 48 (which is 52.225-1, Buy American-Supplies) to be moved to item 50 (which is 52.225-5, Trade Agreements) but would accept item 49 (which is 52.225-3, Buy American-Free Trade Agreements-Israeli Trade Act) within the SF1449 (also attached). Item 50 allows more competition for the opportunity, better sourcing and is consistent/compliant with the FARs as written. These requests are consistent with the intent of small business set-aside and the guidelines of the applicable Buy America clauses of the FAR. Please note this is not an unusual request, as we have had to do it before on other small business set-asides for large equipment.

83) and select [x] (50) 52.225-5, Trade Agreements (OCT 2016) (19 U.S.C. 2501, et seq., 19 U.S.C. 3301 note)?
2. Answer: FAR 52.225-1 Buy American-Supplies (MAY 2014) (41 U.S.C. chapter 83) remains applicable to this solicitation.
3. Question: Solicitation SF1449 pg 2, Pricing Schedule - Will WAPA consider revising Line Item 001 to remove training and commissioning from this item and make them a separate line item?
3. Answer: The requirement for training and commissioning shall remain as part of Item 001.
4. Question: Technical Specifications, Section 6.1, Capacitors Units - Capacitors for fuseless configuration must have 2 bushings. Are two bushing capacitors acceptable?
4. Answer: Capacitors shall have one bushing for externally fused design. Capacitors for fuseless design may have two bushings.
5. Question: Technical Specifications, Section 6.4, Tests - The test level exceeds both IEEE & IEC standards and would result in significant cost increases for capacitor units, racks and platforms. Virtually all series banks are designed to the industry standards and have demonstrated excellent capacitor reliability and service life. Are 4.3DC tested capacitors acceptable?
5. Answer: Capacitors tested in accordance with requirements of IEEE Standard 824, Section
7.1.2.1 will be acceptable.
6. Question: Technical Specifications, Section 6.4, Tests - Measuring partial discharges on full rated capacitor units is not recognized as an industry standard test. Cold duty tests as described in the standards demonstrate unit capability to withstand any partial discharges associated with excursions to protective level voltages. Is replacing partial discharge voltage extinction test with cold duty test as described in the standards acceptable?
6. Answer: This test is a proof test on only three capacitor units and not a production test. This test will be required as specified.
7. Question: Technical Specifications, Section 6.7, Fuseless Unit - Should the word "units" be "elements" in Section 6.7 Fuseless Unit, Paragraph C?
7. Answer: Yes, this section refers to the failure of one element.
8. Question: Technical Specifications, Section 6.9 Capacitance Bridge Testing Device - Can the contractor use a battery powered hand held capacitance meter which will meet the requirements of section 6.9 except to provide the direct readout of the capacitance value of the unit being tested. The capacitance meter provided is required to identify the string in which the failure is located on a fuseless bank. Is it acceptable to substitute a hand held LCR meter in place of the specified capacitance bridge?
8. Answer: A suitable hand held LCR meter would be acceptable.
9. Question: Technical Specifications, Section 11, Protection, Control, and Alarm – The contractor will provide two (2) completely independent and redundant protection and control (P&C) systems. It will be possible to isolate (disable) one of the ground P&C system and perform tests and maintenance on it without requiring an outage. It shall be noted that, to perform a complete system test (fully test) on any one protection system involves testing to be performed on the platform electronics. This will, however, require a bank outage. Is it acceptable to assume that fully test does not include the platform equipment?
9. Answer: The intent of this specification requirement is to allow one entire ground level control/protection system to be tested and maintained while the capacitor bank is operational and being controlled/protected by the other system. It is recognized that any testing/maintenance/repair of equipment on the platforms requires the capacitor bank to be isolated from the system and grounded.
10. Question: Technical Specifications, Section 11 and 11.3, Platform Control and Indication, Protection, Control, and Alarm – Platform electronic equipment power is supplied from line current, when bank is in service/energized. The equipment is designed to power up at line current of 75 Arms. It will remain powered up at 50 Arms, and until line current falls below about 40 Arms. Is it acceptable to assume the statement from section 11.3 applies to an energized platform condition?
10. Answer: Under certain system operating conditions, the steady state line current could be as low as 50 amperes. The intent of this specification requirement is to have the control system fully functional with 50 amperes or more flowing on the transmission line. It is acceptable to have the platform electronics not powered after insertion at low line current levels if the capacitor bank is adequately protected under these conditions.
11. Question: Technical Specifications, Section 11, Protection, Control, and Alarm - Is it acceptable to utilize a separate computer to produce graphical display of waveforms from the
DFR?
11. Answer: It is acceptable to utilize a separate computer to produce the graphical display of waveforms from the DFR as long as that computer with appropriate software is provided by the capacitor bank supplier and turned over to WAPA as a special tool.
12. Question: Technical Specifications, Section 11.2 Capacitor Bank Controls – The manufacturer understands that interface of the P&C System with WAPA SCADA/supervisory control shall be all hardwired, and that it will NOT be via any data link requiring a particular protocol such as DNP3.0 or IEC61850. Is the interface of the P&C System with WAPA SCADA/supervisory control to be all hardwired?
12. Answer: The interface between the capacitor bank controls and the SCADA system for status, alarms, and internal bypass breaker trip/close control will be through DNP 3.0 network protocol. Local manual control of the internal bypass breaker in the control building will be via control switches provided as part of the capacitor bank control panel.
13. Question: Technical Specifications, Section 12 Series Capacitor Bank Layout - Each series capacitor platform can be shown as 3d models for each series capacitor platform with CAD software and transfers the model to the factory for production. The first platform of each design is assembled to validate the correct fit and adequate bolt lengths. Is it acceptable to use 3d models and first piece inspection to satisfy section 12 requirements?
13. Answer: The intent of this specification requirement would be satisfied by fully assembling the first platform in the factory if all platforms are identical.
14. Question: Technical Specifications, Section 20 Field Tests - Will WAPA operate the bank and arrange any operational conditions for the full scale field test per section 20? What is WAPA's requirement for manufacturer presence during this testing?
14. Answer: WAPA Maintenance, Construction, and Operations personnel will operate the power system and the capacitor bank during the testing. The capacitor bank manufacturer commissioning personnel shall provide assistance and make adjustments/corrections as needed to make the capacitor bank function as specified.
15 Question: Technical Specifications, Section 20 Field Tests - Will WAPA lead the Staged Fault Test and manufacturer provide a support role? What is WAPA's requirement for manufacturer presence during this testing?
15. Answer: WAPA Maintenance, Construction, and Operations personnel will operate the power system and the capacitor bank during the testing. WAPA personnel will set up and trigger the staged faults. The capacitor bank manufacturer commissioning personnel shall provide assistance and make adjustments/corrections as needed to make the capacitor bank function as specified.
16. Question: Technical Specifications, Section 23 Training - Will WAPA accept a separate quotation for recording training?
16. Answer: WAPA technical personnel understand the concerns raised about recording of training sessions. The intent of this requirement is to have a self-contained training module to give new operation, maintenance, and engineering personnel an overview of the series capacitor bank. The capacitor bank supplier could satisfy this training module need by either providing a recording of the complete training sessions or providing a self-contained power point presentation module for any new WAPA personnel to view at a later date.
17. Question: Please clarify the internal and external bypass circuit breakers.
17. Answer: The internal bypass circuit breaker shall be provided by the capacitor bank supplier as part of line item 001 (cost included in and allocated to Item 001). The external bypass circuit breaker shall be identical to the internal bypass breaker and shall be provided as part of this contract. The cost for the external bypass breaker shall be allocated to line Item 002.
18. Question: Due to the complexity of this requirement can additional time be allowed to prepare a quote.
18. Answer: An additional seven calendar days has been allowed. The close date for receipt of quote is rescheduled for 21, June 2017, 1:00 PM Local Time.
