Amendment 01
The purpose of this Amendment is to correct errors and/or emissions in the solicitation, revise several of the solicitation attachments, and post Contractors questions and answers as follows:
A. Make the following corrections to the solicitation document:
1. Section E, Clause DOE-E-2001, should read as follows:
Inspection and acceptance of all items under this contract shall be accomplished by the Contracting Officer in accordance with the clause entitled FAR 52.246-12, Inspection of Construction. If the Contracting Officer assigns this responsibility to the Contracting Officer’s Representative or another representative of the Government, the Contracting Officer shall notify the Contractor in writing.
2. Section L, Provision 52.222-23, paragraph (e), should read as follows:
As used in this Notice, and in any contract resulting from this solicitation, the "covered area" is Parker, San Bernardino County, CA
3. Section L, Provision WES-L-1005, paragraph (c), the time zone stated should read as 1400 MST (Mountain Standard Time).
B. Replace Attachment C, Wage Rate, with the attached Wage Rate. The site is in San Bernardino County, California. The correct California wage rate is incorporated by this Amendment.
C. Replace Attachment A, Specifications, with the attached revised Specification. The following changes were made:
DIVISION 1 – GENERAL REQUIREMENTS
1. Change the reference to Mead Substation in the first sentence of Division 1A to read:
Parker Substation.
2. Change the reference to Mead Substation in the paragraph showing the driving directions of Division 1B to read: Parker Substation.
3. Change the reference to Mead Substation in the paragraph referencing the Special Conditions of Division 13B(2) to read: Parker Substation.
4. Change the references to switchyard in Division 1B to read: substation.
DIVISION 2 – SITEWORK CORRECTIONS
5. The Project Specifications Division 2 Sitework Paragraph B Sub Paragraph 1 b makes reference to repair of the existing ground grid. The contractor is only responsible for repairs due to damage to the grounding grid by the contractor at no cost to WAPA.
If repairs must be done due to the contractor damaging the grid, the contractor is then also responsible for testing the repaired section.
6. The Project Specifications Division 2 Sitework Paragraph B Sub Paragraph 3 c- “Survey of the existing ground grid to determine depth of scarification to eliminate destruction of the ground grid.” A visual survey should be done by the contractor to locate and record any existing breaks or disconnection points in the exposed grid to prevent any liability by the contractor.
7. Division 2-Sitework, page 5, A. General, Paragraph 4. The last line in this paragraph mentions drawing “PAD 2047-1A.” There is no PAD 2047-1A. The last sentence of Division 2-Sitework, page 5, A. General, Paragraph 4 refers to the box at the bottom center of PAD 2047-1 which shows the cable trench and the transition of the new washed rock from 1 inch to 4 inches.
8. The solicitation should not reference WAPA Construction Standard 2 Division 2 Sitework Section 2.11.1 Gravel Surfacing Sub Paragraph 1 (4). There is no reference to
2.11.1 in the PAD 2047 Specs or solicitation. The current reference is:
WAPA 2016 Construction Standards 2.11.3 WASHED CRUSHED ROCK:
1. MATERIAL: Washed crushed rock material, of the thickness specified, shall be used as finished grade material placed over road base. Washed crushed rock material shall conform to the following requirements:
(1) 100 percent shall pass the 1 1/2-inch screen.
(2) 0 percent shall pass the 3/4-inch screen.
(3) Washed crushed rock shall have a minimum of three fractured faces.
9. Grouting Mortar is to be used for the slurry spec. for work in 230kv yard area. See WAPA 2016 Construction Standards Paragraph 3.1.10.
3.1.10 GROUTING MORTAR:
1. GROUTING MORTAR: Grouting mortar shall be composed of cement, water, and sand. Cement, water, and sand shall be as specified in Section 3.1, "Concrete Requirements", except use sand passing a No. 16 screen when clearances prevent use of the specified grading. Mix grouting mortar in proportion of 1 part Portland cement to 2 1/2 parts sand, by weight, and to approved consistency.
D. Include the attached Bid Schedule.
E. Provide the following answers to contractor questions:
1. In the Project Specifications Division 2 Sitework Paragraph B makes reference to Bidding Schedule Items. We did not find a Bidding Schedule in the documents. Please advise. The Bid Schedule has been added in this amendment.
2. The General Wage Decision is for Arizona. The work appears to be in California. Please advise. The corrected wage rate is attached to this amendment.
3. In the Project Specifications Division 2 Sitework Paragraph B Sub Paragraph 1 b makes reference to repair of the existing ground grid. At the prebid we were told to only repair the ground grid that was damaged by us during construction. Please advise. See B5 above.
4. At the prebid we were told that excess gravel material could be stockpiled. Please provide a stockpile location. The best place is on the west side of the lower 161 kV yard, just south of the drive to the upper 161 kV yard.
5. In the Project Specifications Division 2 Sitework Paragraph B Sub Paragraph 3 c- “Survey of the existing ground grid to determine depth of scarification to eliminate destruction of the ground grid.” This seems to conflict with the Project Specifications Division 2 Sitework Paragraph A Sub Paragraph 3-“ New washed crushed rock will be loosely placed over currently exposed horizontal ground grid.” Also any scarification will destroy the existing ground grid. A visual survey is required by the contractor to locate and record any existing visible breaks or disconnection points in the exposed grid to prevent any liability by the contractor.
6. We have been advised by a local aggregate supplier that his material will not meet the PI requirement in WAPA Construction Standard 2 Division 2 Sitework Section 2.11.1 Gravel Surfacing Sub Paragraph 1 (4). Please advise. See B8 above.
7. Please explain the intent of the grounding scope of work. Is this only mentioned in case the contractor damages ground cable by accident and needs to repair it or is there a grounding scope; we are not understanding? See B5 above.
8. Who supplies material for grounding repairs, contractor or WAPA? See B5 above.
9. Please reference Division 2-Sitework, page 5, A. General, Paragraph 4. The last line in this paragraph mentions drawing “PAD 2047-1A” we are unable to locate this drawing.
We have located PAD 2047-1, please advise. See B7 above.
10. Please provide or direct us to the slurry spec. for work in 230kv yard area, 1 sack? 2 sack? See B9 above.
11. Will the contractor be responsible for any testing? If repairs must be done due to the contractor damaging the grid, the contractor is then responsible for testing the repaired section.
12. Please reference Division 2- Site work, B., 3., Line C, this line mentions scarification, can you please clarify the intent of your scarification scope. This survey is not needed and should not have been included.
F. The date and time set for receipt of quotes remains unchanged. The bid opening date is February 23, 2017, at 1400 MST.
