GOSHEN COUNTY SUBSTATION STAGE 01
DIVISION 1 – GENERAL REQUIREMENTS
A. CONTRACT REQUIREMENT:
Construct and complete Goshen County Substation, in accordance with the Construction Contract (Standard Form 1442); the Contract Clauses; Western’s Construction Standards, including Standard 1 – General Requirements (September 2013), Standard 2 – Sitework (September 2013), Standard 3 – Concrete (September 2013), Standard 4 – Substation Metalwork and Transmission Line Lattice Structures (September 2013), Standard 5 – Transmission Line Steel Pole Structures (September 2013), Standard 7 – Wood Poles (September 2013), Standard 8 – Glued Laminated Structures (September 2009), Standard 9 – Substation – Electrical (September 2013), Standard 10 – Transmission Line – Electrical (September 2013), Standard 11 – Service Building (September 2013), Standard 12 – Painting (September 2013), Standard 13 – Environmental Quality Protection (September 2013), Standard 14 – Communication Facilities (September 2013), Standard 15 – Drawings (September 2013); Standard Drawings; and these Project Specifications and Drawings.
If a conflict occurs between the Project Specifications and the Construction Standards, the Project Specifications shall govern. The Project Specifications and Drawings are used to take exceptions or provide additions to the Construction Standards. Some paragraphs in the Construction Standards will not apply to this job.

Western Project Specifications and Construction Standards are explained in Standard 1 – General Requirements, Section 1.1.1, “Standards and Project Specifications”.
B. DESCRIPTION OF WORK:
Paragraphs “Description of Bidding Schedule Items” in Divisions – 1, 2, 3, 4, 5, 7, 8, 9, 10, 11, 13, and 14 describe the work to be performed.
The work is located approximately 6 miles southeast of Torrington, Wyoming on U.S. Highway 26 as shown on Drawing GOS 0015.
The principal components of the work include the following:
1. SUBSTATION CIVIL:
a. Providing site development.
b. Providing foundations for substation structures, electrical equipment and material, transmission line approach structures, and the service building.
c. Providing galvanized steel structures.
d. Providing type “C” cable trench.
2. SUBSTATION ELECTRICAL:
a. Installing Government-furnished power transformers and power circuit breakers.
b. Providing disconnecting switches, coupling capacitor voltage transformers, voltage transformers, resistors, combination load interrupter and fuse disconnecting switches, distribution transformers, high voltage bus, grounding system, conduit, insulated cables, fiber optic cables, safety switches, terminal boxes, junction boxes, and outdoor lighting units.
3. SERVICE BUILDING:
a. Constructing a site-built service building complete with electrical and mechanical systems.
b. Installing Government-furnished switchboards, cable termination cabinets, battery system, and battery chargers.
c. Providing an automatic transfer switch and AC and DC distribution boards.
4. TRANSMISSION LINE:
a. Providing two (2) wood pole structures and two (2) glued laminated transmission line structures and associated conductors, overhead ground wires and assemblies.
b. Providing four (4) approach spans and one shoo-fly span.
c. Providing two (2) reinforced concrete foundations for transmission line steel pole structures.
d. Providing two (2) transmission line steel pole structures and associated conductors, overhead ground wires and assemblies.
e. Removing four (4) wood pole structures and one (1) latticed steel structure and associated conductors, overhead ground wires, and assemblies.
5. MICROWAVE FACILITIES:
a. Providing foundations for the Government-furnished microwave tower, climbing ladder, and waveguide bridge.
b. Installing Government-furnished 80-foot-tall microwave tower, waveguide bridge, and supports.
C. DESCRIPTION OF BIDING SCHEDULE ITEM:
1. Bidding Schedule item “Mobilization and preparatory work” includes the following:
a. Performing mobilization and preparatory work in accordance with Section H of the contract clauses.
b. Prepare and submit a Construction Schedule and furnish a Safety and Health Program.
c. Providing a jobsite office trailer and the items listed below. Prior to any jobsite work, the
Contractor shall provide the office trailer for the exclusive use of Western.
(1) Relocation: If the Contractor changes the location of his office during the term of the contract, then the Contractor shall also move the mobile office trailer provided for Western, simultaneously with the transportation of his own unit.
(2) Installation: Install anchors and tie-downs for the trailer complying with local, State and Federal regulations. The office trailer shall be grounded. Entry points to the trailer shall be provided with stairways complying with Occupational Safety and Health Administration (OSHA) (29 Code of Federal Regulations (C.F.R.) § 1926.1052).
(3) Office Space Requirements:
(a) Size and Arrangement: At least 250-square-feet (minimum) consisting of two separate rooms (one (1) office and one (1) larger workroom).
(b) Heating and Cooling: Heating and cooling unit sized to provide heating and cooling.
(c) Lighting and Electrical: Lighting and 110 V electrical outlets.
(d) Utilities: Make all arrangements and pay all costs for providing utilities, including potable drinking water, electrical power, and heating and cooling energy.
(e) Toilet Facilities: Toilet facilities shall be provided in the immediate vicinity of the office and shall be maintained.
(4) Emergency Equipment: Provide and maintain the following emergency equipment:
(a) First aid kit by Affirmed Medical, Inc., Model No. 3503, or equal. Mount to the wall inside the workroom.
(b) Dry chemical fire extinguishers, Classified 4-A:60-B:C, one (1) to be located inside each entrance to the trailer.
(5) Window Coverings: Provide adjustable mini-blinds.
(6) Office Furniture: Provide fully functional, office furniture as follows:

D. COMMENCEMENT, PROSECUTION, AND COMPLETION OF WORK:
1. COMMENCEMENT AND COMPLETION: Begin work within 10-calendar days after date of receipt of Notice to Proceed, and complete all substation work within 365-calendar days from the date of receipt of such notice, with the remaining transmission line work to be completed within a total of 545-calendar days from notice to proceed.
2. SUBMITTAL APPROVAL TIME: Except as otherwise provided for specific submittals, Western will require 20-calendar days for review of drawings or data submitted for approval.
3. COMMENCEMENT OF CONTROL WORK: Do not perform any control board or outdoor equipment wiring until receipt of Government-furnished wiring diagrams. Western will furnish outdoor wiring and schematic diagrams no sooner than 2-weeks after switchboard delivery.
Include these restrictions in the Construction Program.
4. OUTAGE AND CONSTRUCTION SCHEDULE RESTRICTIONS: In addition to the restrictions listed in Construction Standard 1, the following outage restrictions shall apply:
a. The Contractor’s work hours shall not exceed 60-hours in one calendar week without prior approval from the COR.
b. Transmission line outages will not be granted prior to January 01, 2017 without prior approval from the COR. All control, relay testing, supervisory control and data acquisition (SCADA) checkout, alarms and real-time automation controller (RTAC) shall be completed prior to transmission line work.
5. MAXIMUM AVAILABLE FAULT CURRENT: When protective ground leads are required, the protective ground leads shall be sized as defined below and shall meet the requirements of Standard 1 – General Requirements, Section 1.4 “Safety and Health” and the following:
a. The maximum available fault current in the 230-kV area is 5,700 amps and the X/R ratio is 9.08.
b. A minimum of one (1) 1/0 AWG grounds shall be used in the 230-kV area.
c. The maximum available fault current in the 115-kV area is 5,400 amps and the X/R ratio is 7.38.
d. A minimum of one (1) 1/0 AWG grounds shall be used in the 115-kV area.
e. The maximum available fault current in the 34.5-kV area is 6,200 amps and the X/R ratio is 10.09.
f. A minimum of one (1) 1/0 AWG grounds shall be used in the 34.5-kV area.
g. The maximum available fault current in the 13.8-kV area of transformer KV1A is 13,000 amps and the X/R ratio is 15.95.
h. A minimum of one 1/0 AWG grounds shall be used in the 13.8-kV area of transformer
KV1A.
i. The maximum available fault current in the 13.8-kV area of transformer KY1A is 9,000 amps and the X/R ratio is 14.93.
j. A minimum of one (1) 1/0 AWG grounds shall be used in the 13.8-kV area of transformer
KY1A.
k. No protective ground lead shall be longer than 36-feet in length, unless approved by the Contracting Office Representative (COR). Resistance values given in Personal Protective Grounds Test Report shall be less than or equal to those allowed in ASTM F 2249.
6. TYPICAL FOUNDATIONS FOR GOVERNMENT-FURNISHED ELECTRICAL EQUIPMENT
AND OIL DETENTION BASINS: Typical foundations are shown on Drawings GOS 2304 and GOS 2305. Oil detention basins are shown on Drawing GOS 2054. Western will design these foundations and oil detention basins after receipt of the equipment manufacturer informational drawings and data. Western will forward the revised construction drawings for these foundations and oil detention basins no later than 45-days prior to the “NLT” delivery date listed in the “Material” section below. If the “NLT” delivery date is adjusted by Western, forwarding of revised foundation construction drawings will be automatically adjusted in a like manner.
7. TYPICAL FOUNDATIONS FOR CONTRACTOR-FURNISHED ELECTRICAL EQUIPMENT:
Typical foundations are shown on Drawing GOS 2305. Regarding foundations noted as “design not firm”: Western will design these foundations after receipt and final approval of informational drawings and data from the Contractor.
E. CONSTRUCTION PROGRAM:
1. SUBMITTAL TIME: Prepare and submit a Construction Schedule to the COR within 45-calendar days after date of Notice to Proceed.
2. FORMAT AND DETAIL: Dates for each item of Government-furnished material shall be provided. Do not program dates earlier than the estimated delivery dates shown in the “Material” paragraph.
F. MATERIAL: Furnish all material for completing the work, except material furnished by Western as listed below:

1. POINTS-OF-DELIVERY: Material furnished by Western will be delivered to Goshen County
Substation. The Contractor is responsible for unloading of Western-furnished material, except for the power transformers and the power circuit breakers which will be unloaded by the supplier.
G. RIGHTS-OF-WAY:
1. GENERAL: Transmission line right-of-way is 125-feet-wide for the Dave Johnston-Stegall, and 40-feet-wide for the Torrington-Wildcat transmission lines, except at locations where guys and anchors require additional right-of-way. Western does not represent that the Contractor can gain access to every structure site or travel continuously along the transmission line.
Orient construction methods and equipment to utilize Government-furnished rights-of-way, or obtain additional temporary access without additional cost to Western. Any additional temporary access acquired by the Contractor shall have prior COR approval, since several areas of the transmission line have travel restricted areas. During the contract period, Western reserves the right to use Contractor-obtained access.
2. ACCESS EASEMENTS: Western has acquired access easements from existing public roads to the transmission line, and some off right-of-way access along the transmission line. This off right-of-way access route is to provide access to the transmission line structure sites not accessible by traveling the transmission line.
3. WORK ON THE RIGHT-OF-WAY:
a. General: Perform work on the rights-of-way necessary for access to or along the transmission line. Only that excavation, dozing, or blading absolutely necessary will be allowed. Excavation, dozing, and blading for ease of travel may only be performed after field review and approval by the COR. Unauthorized excavation, dozing, blading shall immediately be repaired, or Western will have the damage repaired and back charge the Contractor for all costs involved.
b. Ease of Travel and Crane Landings: Excavation, dozing, or blading done for ease of travel on any easement or for crane landings shall be restored to the original contour of the land, and shall be compacted to a dry density not less than the natural in-place dry density of the surrounding earth. The use of water may be required to obtain the required density. Topsoil shall be stockpiled and spread on cuts prior to completion of work.
H. GEOLOGIC INVESTIGATIONS:
Geologic logs of subsurface explorations included in the “Drawings” Division constitute the information and records of geologic investigations for the work. Locations of subsurface investigations are shown on the drawings.
Samples and cores of recovered material were not retained. Bidders shall obtain their own samples and perform tests on the material to evaluate properties, which they believe to be significant.
Western does not guarantee that the geologic information and records show the conditions that will be encountered in performing the work, but only that the geologic information and records show conditions encountered at the particular point and time the information and records were obtained.
The geologic information may not indicate variations, such as those caused by seasonal fluctuations in rainfall and other factors, which may affect the water level. The Contractor shall determine the nature of material to be excavated, the difficulties of making and maintaining required excavations, and doing other work affected by geology and ground water elevations at the worksite.
I. ELECTRIC POWER FOR CONSTRUCTION PURPOSES:
Make arrangements and provide all electric power for construction purposes. Provide necessary transmission lines, distribution circuits, transformers, and other electrical equipment for distributing the power to the places of use. At contract completion, remove temporary electrical equipment and distribution lines.
Until permanent power is available, provide temporary power to the service building to serve all building loads including HVAC, lighting, and station battery system. Provide temporary heating prior to beginning finish work, sufficient to keep the interior of the building at a minimum of 70 degrees Fahrenheit for 24-hours a day, until permanent heating is available.
J. WATER FOR CONSTRUCTION PURPOSES:
Furnish water for construction purposes. Make arrangements for obtaining the water, and provide for conveying the water to the points of use.
K. EXPLOSIVES AND BLASTING:
Explosives shall not be used.
L. SUBMITTALS:
1. GENERAL: The Contractor shall furnish submittals via email as specified in the Construction Standards and this Project Specification. Submittals via email shall be in standard PDF or Electronic CAD “*.dwg” (AutoCAD 2010) formats. All submittals shall include the Western contract number (DE-WA000XXXX), Western project title, and Bidding Schedule Contract Line Item Number (CLIN) and applicable division number. Multiple CLIN’s on a single submittal are not permitted. A cover transmittal letter in Microsoft Word or PDF format shall be included with each email. All project correspondence and submittals shall be delivered to: RMR-J5600- CS@wapa.gov
2. SUBMITTAL RESPONSE: Western will return all submittals electronically with an “Approved” or “Not Approved” status with comments as appropriate to the email address where the submittal originated.
3. PHYSICAL SAMPLE SUBMITTALS: When physical specimens are required to be submitted for approval (i.e. brick samples, roofing material samples, carpeting etc.) the contractor shall delivery such specimens to:

“Commencement, Prosecution, and Completion of Work” paragraph.
DIVISION 2 – SITEWORK
A. DESCRIPTION OF BIDDING SCHEDULE ITEMS:
1. Bidding Schedule item “Miscellaneous sitework” includes the following:
a. Cleaning.
b. Providing HDPE and reinforced concrete pipe culverts, with a flared-end section at inlets and outlets, as shown on the Drawings.
c. Providing riprap and sand and gravel bedding for protecting earth slopes at outlets and inlets of corrugated metal pipe drains and culverts, in drainage ditches, and elsewhere as shown on the Drawings.
d. Lattice Fencing to be placed 25-feet of center each side of existing 12-inch high pressure gas line to mark location and not to disturb within this area.
e. The Contractor shall furnish and install a permanent air bridge designed by Western and included in this package and a temporary air bridge designed by others. Permanent Air Bridge location is noted on Drawing GOS 2051. The air bridges are necessary for construction traffic to cross over the existing 12-inch-diameter high pressure gas line, which shall be field located by potholing before any construction can begin. The Contractor shall contact Tallgrass Energy Partners prior to potholing. If gas line is found to be deeper than 5-feet to the top of the pipe during the potholing operations, the contractor shall contact the COR immediately, who will then contact the bridge design engineer. The permanent air bridge shall be constructed as shown on Drawing GOS 2306. Contractor shall coordinate with Tallgrass Energy Partners during construction of Permanent Air Bridge. If temporary air bridge is needed for construction, the Contractor shall contact Tallgrass Energy Partners to receive approval for the temporary air bridge prior to use.
f. Providing a soil-applied herbicide where gravel surfacing is placed.
2. Bidding Schedule item “Removing existing transmission line” includes the following:
a. Removing electrical items and lattice steel tower 109/1 and cutting off concrete footings below the ground surface as shown on existing Installation Drawing DJ SG 4116 at station 5799+00. Drawings 43-25X 2200 and 43-25X 2201 provide dimensions and weights. Items removed from the existing line shall become property of the Contractor, removed promptly from the right-of-way, and may not be reinstalled.
b. Removing electrical items and wood pole structures 13/10, 13/11, 13/12, and 13/13 as shown on existing Installation Drawings TO WLC 4016-4017. Items removed from the existing line shall become property of the Contractor, removed promptly from the right-of-way, and may not be reinstalled.
c. Salvage approximately 75-feet of 3/8-inch, 7-strand steel overhead ground wire for splicing into the existing overhead ground wire span ahead of structure 13/13.
d. Approximate quantities are listed in Table 2-1. The Contractor shall determine the actual quantities to be removed and, regardless of the quantities removed, payment will only be made for the lump sum price bid in the Bidding Schedule.

b. Access road to attain subgrade elevations under gravel surfacing and finished grade elevations where gravel surfacing is not required.
c. Drainage ditches around substation yard, for access road, and elsewhere as shown on the Drawings.
5. Bidding Schedule item “Embankments” includes constructing and compacting embankments for the substation site, access road, and elsewhere as shown on the Drawings.
6. Bidding Schedule item “Chain link fence” includes providing standard chain link fence with gates and guard of three strands of barbed wire as shown on Drawings 31 2000, 31 2001, and 31 2038. Fence shall be erected as shown on Drawing GOS 2051.
a. Electrical ground connections shall be included in the work for installing the grounding system for the electrical equipment.
7. Bidding Schedule item “Gravel surfacing” includes providing 6-inch-thick gravel surfacing as shown on Drawing GOS 2051.
8. Bidding Schedule item “Seeding” includes providing material, preparing areas to be seeded, spreading commercial fertilizer, sowing and maintaining grass seed, and protecting seeded areas.
a. General: Seed all areas disturbed by the contractor where gravel surfacing is not required as directed by the Owner. Seeding shall include preparation of seedbed, sowing grass seed, placing mulch over all seeded areas, and watering. Seeding operations at any location shall be undertaken only when seeded areas will not be disturbed by other operations of the contractor. Areas to be seeded include: (1) Excavation and embankment slopes outside the gravel-surfaced area of the substation site; (2) Disturbed areas, except those to receive gravel surfacing; (3) Disposal areas; and (4) Borrow areas.
b. Preparation: Prior to sowing of seed, prepare the areas to be seeded to provide a firm, well packed condition suitable for establishment of grass stands. Material acquired from stripping shall be used ot prepare areas to be seeded and shall be placed to a depth of 6 inches. Surfaces shall be prepared so that they are relatively smooth with no ruts, furrows, or other depressions that might cause erosion.
c. Seed: Use regionally native plant seed as recommended by the local seed supplier.
Seed shall comply with the laws of the state of WYOMING. Seed shall be applied at rates suggested by the supplier. Perform seeding during the period March 1 to June 1 or August 1 to October 1, except during unfavorable weather conditions or when soil conditions are not suitable as determined by the COR. Seed specified herein shall be sown uniformly on areas specified by mechanical or hand broadcasting. Immediately after broadcasting seed, properly cover with soil to a depth not to exceed one-half inch by means of a hand rake, float, or other acceptable implements. Covering broadcast with a log chain will not be permitted.
a. Fertilizer: Immediately after broadcasting seed, properly cover with soil to a depth not to exceed one-half inch by means of a hand rake, float, or other acceptable implements.
Covering broadcast with a log chain will not be permitted. Immediately after completion of seeding, cover the seeded area with one of the following: (1) an approved erosion control blanket. Blanket shall combine a dense mat of curled wood fibers with a photo-degradable plastic mesh, weigh .95 pounds per square yard and shall be Curlex Erosion Control Blanket, as manufactured by American Excelsior Company, Arlington, TX, or approved equal, or (2) mulch hay or straw which is free from noxious or troublesome weeds and shall be applied uniformly at the rate of 3 to 4 tons per acre. Immediately after spreading, mulch shall be anchored by small piles of soil of normal hand shovel amounts turned over approximately in place and at the rate of one shovelful per square yard. Mulch materials shall not be applied when in the judgment of Western the wind velocity is such to prevent uniform distribution of materials. Apply water to seedbeds immediately after seeds have been placed and covered. Application of water shall be sufficient to promote germination of seeds, but shall not be so rapid as to cause erosion of the ground surface.
9. Bidding Schedule item “Oil detention basins” includes providing materials, earthwork and installation of oil detention basins for transformers KY1A and KV1A as shown on Drawing
GOS 2054.
a. Materials:
(1) Polyvinyl Liner: Provide 40-ounce polyvinyl liner equivalent to CIAgent Solutions, 11760 Commonwealth Dr. Louisville, Kentucky. (866) 242-4368, www.ciagent.com.
(2) Hydrocarbon Filtration Barrier: Equivalent to CIAgent Solutions at the above information. Area of hydrocarbon filtration barrier required shall be per the manufacturer’s recommendations.
(3) Fasteners: Hilti or Ramset expansion anchors with washers.
(4) Gravel and Fill: Pea gravel under the liner and rock fill in the area surrounding the containment system shall be per the manufacturer’s recommendations.
(5) Removable Bollard Posts: Provide removable bollard posts and concrete foundations at each corner of oil detention basins.

b. Bid item includes earthwork, excavation and compaction required for installation of the oil detention basins.
c. Installation Contractor: The polyvinyl liner installation contractor shall be a manufacturer approved installer. Installation shall be in accordance with the manufacturer’s instructions.
d. Surface Preparation: Prior to installation, surfaces shall be level and free of all projections liable to damage the liner including sticks, roots, and other sharp objects.
e. Repair or Patching of Polyvinyl Liner: Where liner is installed around conduit, foundations, etc., fasten, repair, patch, or seal in accordance with manufacturer’s instructions. Fasten liner to concrete foundations as shown on Drawing GOS 2054.
f. Oil containment designs shall be submitted for approval.
10. Bidding Schedule item “Asphalt paving” includes the following:
a. Providing 4-inch-thick asphalt paving and 6-inch-thick gravel base as shown on drawing
GOS 2050, GOS 2051 and GOS 2053. The grade of asphalt cement shall be AC-20 or
AC-40.
11. Bidding Schedule does not contain separate items for the following. Include these items in applicable Bidding Schedule items.
a. Excavations for foundations, structures, and trenches.
b. Placing and compacting earth material and backfill.
c. Providing gravelfills for the Service Building and under concrete foundations as shown on the Drawings.
d. Disposing of excavated material. Material from excavations not suitable or required for earthwork shall become the property of the contractor and disposed of offsite in accordance with Standard 13 – Environmental Quality Protection, Section 13.8 “Disposal of Waste Material”.
e. Complying with Environmental Standards.
DIVISION 3 – CONCRETE
A. GENERAL:
1. MATERIAL:
a. Cement: Type IIA cement.
b. Compressive Strength: 4000 psi at 28-days for substation and transmission line concrete.
c. Water-Cement Ratio: Net water-cement ratio, exclusive of water absorbed by the aggregates, shall not exceed 0.45 by weight.
d. Type A and D water-reducing and retarding admixtures may be used if approved by the
COR.
e. If available, use of fly ash is required in concrete.
2. TEST FOR POTENTIAL REACTIVITY OF SAND AND COARSE AGGREGATE: Perform tests for potential reactivity for the sand and coarse aggregate to be used by the Contractor. If the tests determine the aggregate(s) to be unsuitable as a concrete aggregate, a suitable source will be obtained by the Contractor.
3. CURING: Exposed, formed surfaces of concrete foundations shall be cured with water, resin-base curing compound without fugitive dye, or by covering with polyethylene film.
B. DESCRIPTION OF BIDDING SCHEDULE ITEMS:
1. Bidding Schedule item “Concrete foundations for substation steel structures” includes the following:
a. Earthwork, formwork, reinforcement, material used in concrete, galvanized anchor bolts, curing, finishing, joints, and other related work and material needed to complete the concrete construction.
b. Concrete foundations for substation steel structures.
c. Concrete foundations for electrical equipment.
d. Unwatering foundation excavations, if required.
e. Casing auger excavations, if required.
f. Trial augering, if required.
Measurement for quantities for concrete foundations will be made on the basis of concrete quantities shown on Drawing GOS 2000. Regardless of the concrete quantities actually placed, payment will be based on the quantities of concrete shown on the Drawing.
2. Bidding Schedule item “Concrete foundations for transmission line steel pole structures” includes the following:
a. Constructing concrete foundations for transmission line steel pole Structure Numbers 109/1A (Type 267N-70 (BP)) and 109/1B (Type 267N-75 (BP) as shown on Drawing DJ-SG 2100.
b. Foundation locations and orientations shall be as shown on plan-and-profile Drawing DJ-SG 4135.
c. Concrete construction includes earthwork, formwork, reinforcement, material used in concrete, curing, finishing joints and other related work, and material needed to complete the required concrete construction.
d. Unwatering foundation excavations, if required.
e. Casing auger excavations, if required.
Measurement for quantities will be made on the basis of concrete quantities shown on Drawing DJ-SG-2100. Regardless of concrete quantities actually placed, payment will be based on the quantities shown on the Drawing.
3. Bidding Schedule item “Type C cable trenches” includes providing precast concrete Type C cable trenches, complete with sandfill, polymer composite covers, and other accessories as shown on Drawing GOS 2500.
DIVISION 4 – SUBSTATION METALWORK
A. GENERAL:
1. MEASUREMENT: Measurement for quantities for Bidding Schedule item “Steel structures, welded (galvanized)” will be made on the basis of weights calculated in accordance with LRFD, “AISC Code of Standard Practice for Steel Buildings and Bridges”, except that weights for nonrectangular shapes and plates are to be based on actual detailed dimensions.
a. Steel structure weights, calculated as noted above, are shown on the Contractor-furnished final shop drawings, and payment will be based thereon. Steel estimated weights are shown on the specifications drawings for the structures requiring approval drawings as noted in the Bidding Schedule items “Steel structures, welded (galvanized)”.

DIVISION 5 – TRANSMISSION LINE STEEL POLE STRUCTURES
1. Bidding Schedule items for “Furnishing and installing transmission line steel pole structures” includes providing the following:
a. Designing, detailing, and providing one (1) Type 267N-70 (BP) and one (1) Type 267N-75
(BP) galvanized, base-plated single-circuit single-pole structures complete with the
(1) Connection bolts, nuts, and locknuts.
(2) Structure identification plates.
(3) Structure number signs for all structures in accordance with Drawing 41 9027 and plan and profile drawings as follows:
(a) Structure numbers shall be as follows:
1) 109/1A for the Type 267N-70 (BP).
2) 109/1B for the Type 267N-75 (BP).
(b) Structure number signs shall be 7-inches-wide and 43-inches-high in accordance with the 3-digit mile marker detail on Drawing 41 9027.
(c) The Contractor shall furnish all mounting hardware.
(4) Maximum anchor-bolt-circle diameters shall be 92-inches as shown on Drawing
DJ-SG 2100.
(5) Maintenance provisions in accordance with Drawings 43 2206, 43 2210, and
43 2215 as follows:
(a) Fixed climbing rung sections, clips for fixed climbing rung sections, connection bolts, nuts, and locknuts for all structures.
(b) Clips for removable climbing rung sections and connection bolts for all structures.
(c) Belt loops and ring clips for all structures.
(d) Clips for fixed and removable climbing rung sections, belt loops, and ring clips shall be shop-welded to the structures.
(e) Provisions for permanent fall protection on all structures in accordance with
Drawing 43 2216. Furnish and install vertical cable lifeline system equal to Miller Vi-Go Automatic Pass-Through Vertical Cable Lifeline System on all structures in accordance with Drawing 43 2216.
(f) Removable work rings and removable climbing rung sections are not required.
b. Stamp the total weight of individual pole shaft sections at the base of each section.
c. Installing the structures on concrete foundations.
d. All pole shaft sections shall be jacked together in accordance with manufacturer’s recommendations.
DIVISION 7 – WOOD POLE STRUCTURES
1. Bidding Schedule items for “Furnishing and installing transmission line wood pole structures” include furnishing and installing structure grounding, structure numbers, overhead ground wire and insulator support assemblies and the following:
a. Poles complete with associated hardware for one (1) structure type 60 SS-1 and one (1) structure type 55 SS-1 115-kV structures numbered 13/10 and 13/13. Refer to Drawing 41 6115. Structure number 13/13 shall have the overhead ground wire dead-ended. Refer to Drawing 41 6153 for typical details.
b. Provide structure numbers in accordance with Standard Drawings 41 9004 and 41 9026.
c. Submit certified copies of Data Sheets and Certifications in accordance with Western’s
Construction Standard 7 – Wood Poles.
DIVISION 8 – GLUED LAMINATED STRUCTURES
1. Bidding Schedule items for “Furnishing and installing transmission line glued laminated wood pole structures” includes furnishing and installing backfill for structures, structure grounding, structure signs, overhead ground wire, and insulator support assemblies and the
a. Structure poles, complete with associated hardware for one (1) 60 LST-1 glued laminated equivalent structure and one (1) 60 ST-1 glued laminated equivalent structure numbered 13/11 and 13/12. Refer to Western Standard Structure Drawing 41 6116. Glued laminated structure embedment may vary from standard wood pole structure embedment.
b. Design requirements as follows:
(1) Overload Factors:
In Accordance with NESC C2-2012, Heavy Loading:

(2) Structure and attachments shall be designed for the simultaneous application of dead load, wind on the structure, and wire loads.

(5) OGW: 3/8-inch, 7-strand, high strength steel. Initially, no OGW will be installed in the ahead span of 13/12. Structure shall be designed for this condition.
(6) The glued laminated manufacturer shall determine the embedment depth. Backfill for foundations shall be thoroughly compacted, well-graded, unwashed, 2-inch minus rock unless otherwise specified. Foam backfill will not be allowed.
(7) The glued laminated manufacturer shall provide attachment hardware based on criteria in the specifications and suitable for its intended use.
(8) Install in accordance with manufacturers recommendations.
(9) Poles shall be set within 3-inches of the specified setting.
(10) Grade B Construction, NESC Heavy.
(11) Refer to geology drawings.
(12) Refer to standard drawing design data tables below for glued laminated equivalent structures. Provide Structure 13/11 with 69-kV dimensioning, and Structure 13/12 for 115-kV dimensioning. Standard wood structure drawings are provided for material references. Use design data tables for structure dimensions.

1. Bidding Schedule for Government-furnished items (including associated supporting structures when furnished) require the Contractor to provide:

2. Bidding Schedule for items furnished by the Contractor shall include the following:

d. Associated support structures provided for electrical equipment rated above 7-kV shall be
102-inches in height and hot-dip galvanized, if made of steel (unless otherwise specified).
