A. DESCRIPTION

1. Environmental Quality Protection

DIVISION 1 – GENERAL REQUIREMENTS

A. CONTRACT REQUIREMENT:

Construct and complete Shiprock Substation – Stage 07, in accordance with the Construction Contract (Standard Form 1442); the Contract Clauses; Western Construction Standards, including Standard 1 – General Requirements (September 2013), Standard 2 – Sitework (September 2013), Standard 3 – Concrete (September 2013), Standard 4 – Substation Metalwork and Transmission Line Lattice Structures (September 2013), Standard 9 – Substation Electrical (September 2013), Standard 13 – Environmental Quality Protection (September 2013), Standard 15 – Drawings (September 2013); Standard Drawings; and these Project Specifications and Drawings.

If a conflict occurs between the Project Specifications and the Construction Standards, the Project Specifications shall govern. The Project Specifications and the Drawings are used to take exceptions or provide additions to the Construction Standards. Some paragraphs in the Construction Standards will not apply to this job.

Western’s Construction Standards, Standard Drawings, and Electrical Equipment Standards are available at http://www.wapa.gov/business/buys.htm.

Western Project Specifications and Construction Standards are explained in Standard 1 – General Requirements, Section 1.1.1 “Standards and Project Specifications”.

B. DESCRIPTION OF WORK:

Paragraphs “Description of Bidding Schedule Items” in Divisions – 1, 2, 3, 4, 9, and 13 describe the work to be performed.

The work is located near Waterflow, New Mexico as shown on Drawing SHR 0015.

The principal components of the work include the following:

1. SUBSTATION CIVIL:

a. Provide foundations and anchor bolts for substation structures and electrical equipment.

b. Demolition of existing foundations and removal of existing steel structures.

c. Provide galvanized steel structures.

2. SUBSTATION ELECTRICAL:

a. Install one (1) Government-furnished 230-kV power circuit breaker.

b. Furnish and install 230-kV disconnecting switches, high voltage bus, grounding system, conduit, and insulated cables.

c. Remove and dispose of existing electrical equipment consisting of one (1) 230-kV power circuit breaker, eight (8) 230-kV disconnecting switches, and one (1) 230-kV coupling capacitor voltage transformer.

C. DESCRIPTION OF BIDDING SCHEDULE ITEM:

1. Bidding Schedule item “Mobilization and preparatory work” includes the following:

a. Performing mobilization and preparatory work in accordance with Section H of the contract clauses.

b. Providing a Construction Program and a Safety and Health Program.

D. COMMENCEMENT, PROSECUTION, AND COMPLETION OF WORK:

1. COMMENCEMENT AND COMPLETION: Begin work within (see Clause 52.211-10) days after date of receipt of Notice to Proceed, and complete all work within (see Clause 52.211-10) days from the date of receipt of such notice.

2. SUBMITTAL APPROVAL TIME: Except as otherwise provided for specific submittals, Western will require 20-calendar days for review of Drawings or data submitted for approval.

3. COMMENCEMENT OF CONTROL WORK: Do not perform any outdoor equipment wiring until receipt of Government-furnished wiring diagrams. Western will furnish outdoor wiring diagrams no later than July 15, 2015. Include these restrictions in the construction program.

4. OUTAGE RESTRICTIONS: In addition to the restrictions listed in Construction Standard 1, the following outage restrictions shall apply:

a. The Contractor shall complete all work associated with the KU1A breaker 1982 bay under one (1) 3-week outage.

b. The Contractor shall complete all work associated with the two (2) breaker bays under three (3) 230-kV main bus outages:

(1) The first outage the Contractor shall remove the jumpers located between 1983 and the 230-kV main bus.

(2) The second outage the Contractor shall install the jumpers located between 1983 and the 230-kV main bus and remove the jumpers located between 1583 and the 230-kV main bus.

(3) The third outage the Contractor shall install the jumpers located between 1583 and the 230-kV main bus.

c. The Contractor shall complete all work associated with replacing switch 1283 and 1285 under two (2) 230-kV main bus outages and one (1) KV1A and transfer bus outage.

(1) The first outage the Contractor shall remove the jumpers located between 1283 and the 230-kV main bus.

(2) The second outage the Contractor shall replace switches 1283 and 1285 under the KV1A and transfer bus outage.

(3) The third outage the Contractor shall install the jumpers located between 1283 and the 230-kV main bus.

5. CONSTRUCTION SCHEDULE RESTRICTIONS: The following Construction Schedule restrictions shall apply:

a. The Contractor shall complete all work associated with the KU1A breaker 1982 bay prior to work associated with 1586 breaker bay. The Contractor shall complete all work associated 1586 breaker bay prior to work associated with replacing switches 1283 and 1285,

b. The Contractor shall not work more than 60-hours in one (1) calendar week without prior approval from the Contracting Officer Representative (COR).

6. MAXIMUM AVAILABLE FAULT CURRENT: When protective ground leads are required, the protective ground leads shall be sized as defined below and shall meet the requirements of Standard 1 – General Requirements, Section 1.4 “Safety and Health” and the following:

a. The maximum available fault current in the 230-kV area is 16,022 amps and the X/R ratio is 16.3 prior to completing construction and 16,022 amps and the X/R ratio is 16.3 after completing construction.

b. A minimum of one (1) 1/0 AWG ground lead shall be used in the 230-kV area.

c. No protective ground lead shall be longer than 36-feet in length, unless approved by the COR. Resistance values given in Personal Protective Grounds Test Report shall be less than or equal to those allowed in ASTM F 2249.

E. CONSTRUCTION PROGRAM:

1. SUBMITTAL TIME: Submit a construction program to the COR within 45-calendar days after date of Notice to Proceed.

2. FORMAT AND DETAIL: Dates for each item of Government-furnished material shall be provided. Do not program dates earlier than the estimated delivery dates shown in the “Material” paragraph.

F. MATERIAL: Furnish all material for completing the work, except material furnished by Western as listed below:

1. POINTS-OF-DELIVERY: The 230-kV power circuit breaker furnished by Western will be delivered to Shiprock Substation and unloaded by the supplier.

G. RIGHTS-OF-WAY:

1. GENERAL: Orient construction methods and equipment to utilize Government-furnished rights-of-way, or obtain additional temporary access without additional cost to Western. Any additional temporary access acquired by the Contractor shall have prior COR approval. During the contract period, Western reserves the right to use Contractor-obtained access.

H. GEOLOGIC INVESTIGATIONS:

Geologic logs of subsurface explorations included in the “Drawings” Division constitute the information and records of geologic investigations for the work. Locations of subsurface investigations are shown on the Drawings.

Samples and cores of recovered material were not retained. Bidders shall obtain their own samples and perform tests on the material to evaluate properties, which they believe to be significant.

Western does not guarantee that the geologic information and records show the conditions that will be encountered in performing the work, but only that the geologic information and records show conditions encountered at the particular point and time the information and records were obtained.

The geologic information may not indicate variations, such as those caused by seasonal fluctuations in rainfall and other factors, which may affect the water level. The Contractor shall determine the nature of material to be excavated, the difficulties of making and maintaining required excavations, and doing other work affected by geology and ground water elevations at the worksite.

I. ELECTRIC POWER FOR CONSTRUCTION PURPOSES:

Electric power up to a maximum of approximately 25-kVA for construction purposes will be available without cost. Source of supply is located in the receptacles throughout the substation. The Contractor may furnish power for his operations by other means. Power made available by Western will be delivered as single-phase, 60 Hz, AC, at approximately 120-240 V.

J. WATER FOR CONSTRUCTION PURPOSES:

Furnish water for construction purposes. Make arrangements for obtaining the water, and provide for conveying the water to the points of use.

K. EXPLOSIVES AND BLASTING:

Explosives shall not be used.

L. SUBMITTALS:

1. GENERAL: The Contractor shall furnish submittals via email as specified in the Construction Standards and this Project Specification. Submittals via email shall be in standard PDF or Electronic CAD “*.dwg” (AutoCAD 2010) formats. All submittals shall include the Western contract number (DE-WA000XXXX), Western project title, and Bidding Schedule Contract Line Item Number (CLIN) and applicable division number. Multiple CLIN’s on a single submittal are not permitted. A cover transmittal letter in Microsoft Word or PDF format shall be included with each email. Email submittals shall be delivered to: RMR-J5600-CS@wapa.gov.

2. SUBMITTAL RESPONSE: Western will return all submittals electronically with an “Approved” or “Not Approved” status with comments as appropriate to the email address where the submittal originated.

3. APPROVAL TIME: Approval time for submittals shall be in accordance with the

“Commencement, Prosecution, and Completion of Work” paragraph.

DIVISION 2 – SITEWORK

A. DESCRIPTION OF BIDDING SCHEDULE ITEMS:

1. Bidding Schedule item “Miscellaneous sitework” includes the following:

a. Clearing and grubbing.

b. Replacing and protecting existing gravel surfacing.

c. Providing a soil-applied herbicide where gravel surfacing is placed.

2. Bidding Schedule item “Demolition” includes the following:

a. Completely removing the following concrete foundations designated on Existing

Installation Drawing SHR 2009 EI.

(1) 4EA of 3CB8.

(2) 4EA of SS1.

(3) 2EA of CS1.

b. Removing the following structures:

(1) 230-kV instrument transformer VZ7A1.

(2) 230-kV disconnecting switch YZ7A-ZZ7A, complete with platform.

(3) Platform for circuit breaker JZ11A.

Drawings SHR 2022 and SHR 2025 are included showing existing structure details and SHR 2011 and SHR 2075 show existing foundation details.

3. Bidding Schedule does not contain separate items for the following. Include these items in applicable Bidding Schedule items.

a. Excavations for foundations, structures, and trenches.

b. Placing and compacting earth material and backfill.

c. Providing gravelfills under concrete foundations as shown on the foundation drawings.

DIVISION 3 – CONCRETE

A. GENERAL:

1. MATERIAL:

a. Cement: Type IIA cement.

b. Compressive Strength: 4000 psi at 28-days for substation concrete.

c. Water-Cement Ratio: Net water-cement ratio, exclusive of water absorbed by the aggregates, shall not exceed .45 by weight.

d. Type A and D water-reducing and retarding admixtures may be used if approved by the

COR.

e. Use of fly ash if readily available.

2. TEST FOR POTENTIAL REACTIVITY OF SAND AND COARSE AGGREGATE: Perform test for each source used. Perform tests for potential reactivity for the sand and coarse aggregate to be used by the Contractor. If the tests determine the aggregate(s) to be unsuitable as a concrete aggregate, a suitable source will be obtained by the Contractor.

B. DESCRIPTION OF BIDDING SCHEDULE ITEMS:

1. Bidding Schedule item “Concrete foundations” includes the following:

a. Earthwork, formwork, reinforcement, material used in concrete, void forming material, drilling and grouting anchor bars, anchor bolts, curing, finishing, joints, and other related work and material needed to complete the concrete construction.

b. Concrete foundations for steel structures shown on SHR 2301.

c. Concrete foundations for electrical equipment shown on SHR 2301.

Measurement for quantities for concrete foundations will be made on the basis of concrete quantities shown on Drawing SHR 2052. If separate quantities of formed and auger concrete for each type of foundation are shown on the Drawing, the concrete quantity shall be the total of the formed and auger concrete quantities. Regardless of the concrete quantities actually placed, payment will be based on the quantities of concrete shown on the Drawing.

DIVISION 4 – SUBSTATION METALWORK

A. GENERAL:

1. GOVERNMENT-FURNISHED DRAWINGS: Except for the standard drawing listed below, existing shop drawings for steel structures are not available.

1. Bidding Schedule item “Steel structures, welded (galvanized)” includes providing the following:

a. Three (3) 230-kV Bus Poles – Type I*.

b. Equipment cabinet platforms as follows, including gratings and concrete foundations.

(1) One (1) – Type III for the 230-kV Circuit Breaker (JZ11A) (31 2044).

*Denotes structures requiring approval drawings.

The above material including connection bolts, nuts, washers, and lock nuts shall be galvanized and dulled. Drawing 31 2044 is included in the standard drawings available at http://www.wapa.gov/business/buys.htm.

DIVISION 9 – SUBSTATION ELECTRICAL

A. GENERAL: Electrical equipment and material shall be as specified in Western’s “WAPA ES”

Standard Equipment Specifications, as shown on Project Drawings, and in accordance with NEMA, ANSI, IEEE, ICEA, ASTM, NEC, NESC, UL, and Federal Specifications and Standards as applicable. Applicable requirements shall be met under the following service conditions:

1. Bidding Schedule for Government-furnished items (including associated supporting structures when furnished) require the Contractor to provide:

a. Unless otherwise indicated, unloading and inspecting of Government-furnished items.

b. Installing Government-furnished items as shown on the Drawings.

c. Additional equipment and material as necessary to complete the installation.

2. Bidding Schedule for items furnished by the Contractor shall include the following:

a. Providing (furnishing and installing) bid items.

b. Additional equipment and material as necessary to complete the installation.

c. Installing bid items as shown on the Drawings.

d. Associated support structures provided for electrical equipment rated above 7-kV shall be

102-inches in height and hot-dip galvanized, if made of steel (unless otherwise specified).

If tubular steel supports are furnished, they shall be galvanized internally and externally.

e. Installation and painting of electrical equipment and material shall be provided in accordance with Western Construction Standards 9 and 12 respectively.

a. The equipment supplier will unload the 230-kV power circuit breaker from the truck and

Contractor personnel shall inspect the circuit breaker for damage during shipment and immediately report any damage to the COR.

b. Special tools and appliances and spare parts will be furnished with the power circuit breaker that will include, but are not limited to the following (a complete list will be included with the breaker instruction books):

(1) One (1) set of special tools and appliances will include one (1) mechanism jacking unit and one (1) SF6 gas breaker filling connection assembly (including hose, pressure gauge, and the hose end connections to the breaker and SF6 gas cylinder). The Contractor shall deliver the special tools and appliances furnished with the breaker to Western’s onsite representative after the circuit breaker has been installed.

(2) One (1) set of spare parts will include three (3) trip coils, three (3) close coils, and one (1) spring charging motor. The Contractor shall deliver the spare parts furnished with the breaker to Western’s onsite representative after the circuit breaker has been installed.

2. Bidding Schedule item “Disconnecting switch, manual group-operated, 230-kV, 2,000 amp” includes providing the following disconnecting switches as shown on the Drawings and in accordance with WAPA ES 8.1 Equipment Standard:

a. The Contractor shall coordinate with their equipment supplier the mounting and group-operated switch retrofit to the existing support structures.

3. Bidding Schedule item “Associated outdoor electrical equipment and material” includes furnishing and installing the following substation installations as shown on the Drawings:

a. Grounding System: Complete the substation grounding system. Splices, connections and other fittings may be compression type (DMC Power’s Swage or equal). Due to ongoing copper theft problems, all new exposed ground wire shall be copper clad steel.

NOTE: The included drawings and standards have not been revised to show this new requirement.

b. Insulated Conductors and Cables: Includes all insulated conductors and cables except

5/c No. 10 AWG and 12/c No.10 AWG control cable, which are covered under separate bidding items.

c. Electrical Conduit System: Includes embedded and exposed conduit. Conduit entering the cable trench with a 90 degree bend is allowed to be Schedule 40 PVC as shown on standard Drawing 31 1006. All other 90 degree bends shall be rigid metal. All conduits shall have sealing compound installed at both ends.

d. Outdoor Bus System: Outdoor strain and jumper buses, rigid buses, splices, elbows, pad-type terminal connectors and other fittings may be compression type (DMC Power’s Bus and Cable Connectors and Swage System or equal). Station post insulators for new structures shall use industry standard 3-, 5-, or 7-inch base cap bolt circles in lieu of WAPA Standard 9.3.1.1.3.2 and Drawing 31 1081. Replacement insulators shall match existing bolt circles. Insulators shall be ANSI 70 gray.

e. Identification Signs:

(1) Equipment Identification Signs: Signs shall be in accordance with Standard Drawing 31 1000. Lettering on the signs shall be as follows:

4. Bidding Schedule items “Furnishing 5/c No. 10 AWG Control Cable” and “Furnishing

12/c No. 10 AWG Control Cable” include furnishing 5/c No. 10 and 12/c No. 10 control cable, respectively for new electrical equipment.

5. Bidding Schedule items “Installing 5/c No. 10 AWG Control Cable” and “Installing 12/c

No. 10 AWG Control Cable” include installing 5/c No. 10 and 12/c No. 10 control cable, respectively, for new electrical equipment. The Contractor shall install the cables in the conduit and cable trench between the outdoor equipment and control panels according to Drawing SHR T600. All control cables shall be labeled according to Drawing SHR T600 and Standard 9

– Substation Electrical (September 2013), paragraph 9.2.3.2 (6), and shall be able to reach the furthest point in the designated control panel plus an additional 10-feet. At the outdoor equipment cabinets, the control cables shall be able to reach the furthest point in the cabinets.

The Contractor shall only terminate the outdoor equipment end of the control cables.

6. Bidding Schedule item “Existing outdoor electrical equipment and material” includes removing and disposing of the following existing outdoor electrical equipment and material:

a. Material to be removed and disposed:

(1) Seven (7) 230-kV disconnecting switches designated WZ1A, WZ1B, WZ7A, YZ7B, WZ11A, YZ11A, and YZ11B.

(2) One (1) 230-kV disconnecting switch with ground blades designated YZ7A-ZZ7A.

(3) One (1) 230-kV power circuit breaker designated JZ11A.

(4) One (1) 230-kV coupling capacitor voltage transformer designated VZ7A1.

(5) Substation Control and Power Cables: All portions of cables, including those that are direct buried shall be removed and disposed of. Western will disconnect control cables in the service building prior to removal.

(6) Miscellaneous aluminum tubing, aluminum conductor, porcelain insulators, conduit, and exposed and buried ground cables.

DIVISION 13 – ENVIRONMENTAL QUALITY PROTECTION
