DIVISION 1 - GENERAL REQUIREMENTS

A. CONTRACT REQUIREMENT:

Construct and complete Building Repairs, Warehouse, Office, and Vehicle Storage Building, Sioux Falls Substation, South Dakota, in accordance with the Construction Contract (Standard Form 1442); the Contract Clauses; Western Construction Standards, including Standard 1 – General Requirements (July 2009), Standard 3 – Concrete (July 2009), Standard 11 – Service Building (July 2009), Standard 13 – Environmental Quality Protection (July 2009), Standard 15 – Drawings (July 2009), standard drawings; and these project specifications and drawings.

If a conflict occurs between the project specifications and the construction standards, the project specifications shall govern. The project specifications and the drawings are used to take exceptions or provide additions to the standard specifications. Some paragraphs in the standard specifications will not apply to this job.

Western project specifications and standards are explained in Standard 1 – General Requirements, Section 1.1.1 “Standards and Project Specifications”.

B. DESCRIPTION OF WORK:

Paragraphs “Description of Bidding Schedule Items” in Division – 1 describe the work to be performed.

The work is located at the Warehouse, Office, and Vehicle Storage Building in the Sioux Falls Substation as shown on drawing SF 0015.

The principal components of the work include the following:

1. Providing a new siding system for the Warehouse, Office, and Vehicle Storage Building at the

Sioux Falls Substation.

2. Miscellaneous building repairs including door repairs and replacing existing gutter and downspouts.

3. Providing two new overhead doors in the shop area including providing a new opening in the concrete block building for one of the new overhead doors.

4. Providing a new reinforced concrete apron.

5. Replacing nine existing windows in the shop and garage areas.

6. Decommission an existing well.

C. DESCRIPTION OF BIDDING SCHEDULE ITEM:

1. Bidding Schedule item “Mobilization and preparatory work” includes the following:

a. Performing mobilization and preparatory work in accordance with Section H of the contract clauses.

b. Providing a Construction Program and a Safety and Health Program.

c. Complying with Environmental Standards.

D. COMMENCEMENT, PROSECUTION, AND COMPLETION OF WORK:

1. COMMENCEMENT AND COMPLETION: Begin work within 10 calendar days after date of receipt of Notice to Proceed, and complete all work within 120 days of receipt of such notice.

2. SUBMITTAL APPROVAL TIME: Except as otherwise provided for specific submittals, Western will require 10 calendar days for review of drawings or data submitted for approval.

3. SAFETY AND HEALTH PROGRAM: Prior to the start of field construction operations at the job site, submit a Safety and Health Program. Prior to beginning onsite construction, a preconstruction safety meeting will be conducted with the Contractor’s supervisory personnel, any major subcontractors, and Western.

E. CONSTRUCTION PROGRAM:

1. SUBMITTAL TIME: Submit a construction program to the COR within 10 calendar days after date of Notice to Proceed.

F. ELECTRIC POWER FOR CONSTRUCTION PURPOSES:

Electric power up to a maximum of approximately 25 kVA for construction purposes will be available without cost. Source of supply is located in the receptacles throughout the warehouse, office, and vehicle storage building, and within the current distribution panels. The Contractor shall make arrangements and provide power for all necessary distribution circuits and other electrical equipment for distributing the power to the places of use. At contract completion, remove temporary electrical equipment and distribution lines. Power made available by Western will be delivered as single phase, 60 Hz, ac, at approximately 120-240 V. Negotiate with the COR for establishing electric power service. The Contractor may furnish power for his operations by other means.

G. SUBMITTALS:

1. GENERAL: The Contractor shall furnish submittals as specified in the construction standards and the project specifications.

2. APPROVAL TIME: Approval time for submittals shall be in accordance with the

“Commencement, Prosecution, and Completion of Work” paragraph.

3. ADDRESSES: The Contractor shall transmit submittals to the following addresses:

DIVISION 3 - CONCRETE

A. GENERAL:

1. Material:

a. Cement: Type IIA cement

b. Fly Ash: Shall be used in accordance with the “Use of Recovered Material and Biobased

Material Products” paragraph of Standard 13.

c. Compressive Strength: 4000 psi at 28 days for substation concrete foundations.

d. Water-Cement Ratio: Net water-cement ratio, exclusive of water absorbed by the aggregates, shall not exceed 0.45 by weight.

e. Type A and D water-reducing and retarding admixtures may be used if approved by the

COR.

B. DESCRIPTION OF BIDDING SCHEDULE ITEMS:

1. Bidding Schedule does not contain separate items for the following: include these items in Bidding Schedule item No. 4.

a. Provide concrete apron for the new overhead door as shown on Drawing SFC 3000.

b. Earthwork, gravel backfill, formwork, reinforcement, dowels, material used in concrete, preformed joint filler and sealants, curing, finishing, joints, geotextile fabric, and other related work and material needed to complete the concrete construction.

c. Install control joints in the concrete apron as shown on Drawing SFC 3004.. The control joint shall be filled with joint sealant. Control joints shall be made by saw cutting at the joint location to a depth 1 inch.

d. The joint sealant shall be a single component, self-leveling, polyurethane joint sealant and shall be equal to BASF (The Chemical Company) Sonolastic SL1.

e. Dowel bars. 5/8-inch diameter, 12 inches in length with spacing of 12 inches shall be installed in the concrete block. Existing concrete block shall be drilled to install dowels.

The dowel bars shall be slip dowels.

f. Exposed end of each dowel bar shall be coated with grease and fitted with an expansion cap to prevent bond before concrete is placed on the other side.

g. A woven geotextile shall be provided immediately beneath the gravel fill of the new reinforced concrete pavement. The geotextile shall be placed on an even subgrade free of objects that could puncture the fabric. Geotextile engineering fabric shall be “US 200” woven geotextile as manufactured by US Fabrics, Inc., 3904 Virginia Avenue, Cincinnati, OH 45227, or approved equal. The grab tensile strength (ASTM D-4632), puncture strength (ASTM D-4833), Mullen burst strength (ASTM D-3786), and trapezoidal tear (ASTM D-4533) shall be 200 lbs, 90 lbs., 400 psi., and 75 lbs, respectively. The geotextile shall be installed as recommended by the manufacturer.

h. Provide two wheel guards in the new concrete apron.

DIVISION 11 – BUILDING

A. GENERAL:

Provide all site work as required to provide new siding system.

Prior to fabrication, submit two complete sets of color chips showing the range of colors available for wall siding and trim, overhead doors, windows, and gutters and downspouts for color selections by Western.

B. DESCRIPTION OF BIDDING SCHEDULE ITEMS:

1. Bidding Schedule item “Provide new siding system for the Warehouse, Office, and Vehicle Storage Building” includes the following at the Sioux Falls Substation:

a. Preparing the existing Warehouse, Office, and Vehicle Storage Building walls for the new siding system including furring out the concrete block walls, insulating the furred-out walls, and providing moisture barriers.

b. Providing new fiber cement siding complete with trim boards around doors, windows, and overhead doors.

c. Relocating miscellaneous electrical equipment attached to concrete walls of warehouse to outside of new siding as shown on drawings SFC T0002 and SFC T0003. This electrical equipment includes lamps, fire alarms, entrance door keypads, exterior outlets, and miscellaneous equipment.

d. Providing flashing around windows and doors. Exposed flashing to match color of new building siding.

e. Relocating chain link fence outside of new siding at 3 locations as shown on Drawings SFC T0002 and SFC T0005. The existing chain link post next to the building shall be moved so it is outside the new siding. The chain link fence will need to be shortened and reattached to the moved post. In connection with this work, 2 small areas near the fence corners shall be replaced as shown on Drawing SFC T0005.

2. Bidding Schedule item “Miscellaneous building repairs” includes the following at the warehouse, office, and vehicle storage building:

a. Replacing the existing gutter and downspouts including disposing of the existing gutter and downspouts.

b. Raising the existing east shop walk-out door 2 inches as shown on Drawing SFC T0004.

The door shall be removed and an epoxy concrete 2 inch-high threshold pad provided.

The door shall then be reinstalled. Any damage to the door because of the removal including paint touchup shall be fixed.

c. Reattaching the side and top weather stripping around the garage overhead doors.

d. Providing four – 30” x 12” feet precast concrete splash blocks at the downspouts.

e. Repainting the exterior side of the west walk-out door. Any rust shall be removed, the door primed, and then painted a color to match exterior color of the east walk-out door.

f. Providing door seal around four overhead doors as shown on Drawing SFC 3000.

g. Providing weather stripping door sweep around the east and west walk-out doors.

h. Providing backer rod and sealant between east and west walk-out doors and concrete slabs.

i. Replacing the existing water heater as shown on Drawing SFC T0004. Provide all necessary pipe, accessories, and electrical for a complete installation. Reuse all existing pipe and electrical wiring. The electric water heater shall be replaced with A.O. Smith Water Products Co. DEL-20 (20 gallon) or equal electric water heater. The size shall match the existing water heater. The old water heater shall be disposed of.

j. Replacing the existing urinal valve and associated piping as shown on Drawing SFC

T0004.

k. Repainting the existing metal steel lintels on the garage overhead doors, including properly repairing the lintels for paint as shown on Drawing SFC T0004.

l. Decommissioning (well plugging) an existing well as shown on Drawing SFC T0003.

m. Protecting existing gravel surfacing. Providing new gravel surfacing as needed.

3. Bidding Schedule item “Providing 2 new shop overhead doors” includes the following at the warehouse, office, and vehicle storage building:

a. The first door is a replacement of an existing 12’ x 12’ door. Any additional door opening framework shall be provided.

b. The second door shall be provided in a new opening in the concrete block wall. The opening shall be located as shown on Drawing SFC 3000. The installation shall include a commercial 1/2 HP opener and all associated material to install the door. The electrical service for the opener shall be provided from a junction box for the first door. The door opening shall be prepared as shown on Drawing SFC 3012. The concrete block shall be repaired after cutting the opening and the inside walls restored to previous conditions.

c. Relocating miscellaneous electrical equipment attached to inside walls of warehouse as necessary to get an opening for the new 12’ x 12’ overhead door. This includes relocating an electrical outlet to the north wall of the shop. The existing disconnect, junction box, and heater thermostat will be relocated by Western personnel if necessary to get adequate room to install the new overhead door.

d. Providing backer rod and sealant between 2 new overhead doors and concrete slabs

e. New concrete apron for the new overhead door location.

f. Removing and disposing of the existing window where the new opening for the overhead door is located.

4. Bidding Schedule item “Replacing existing shop and garage windows” includes the following at the warehouse, office, and vehicle storage building:

a. Nine existing 5’ (wide) x 4’ (high) windows shall be replaced with aluminum, fixed, double insulated, low E, Desco Windows, 2500 Series (descoarc.com) or equal.

b. The window glazing shall be one double pane and installed in the field.

c. The existing windows shall be removed and disposed.

C. MATERIALS:

1. METAL GUTTER and DOWNSPOUTS:

The gutter provided shall be 6 inch width (5 ¼ inch height) 28 gauge seamless galvanized steel gutter with PVC finish as manufactured by ABC Seamless (www.abcseamless.com ) or equal. The spout provided shall be 3” X 4” 28 gauge, galvanized steel gutter. The downspout shall extend a minimum of 12 inches horizontally away from the exterior walls.

The gutter, spout, and accessories shall be prepainted and coordinated to match new siding system.

a. The color of the gutter and downspouts shall be selected by the COR.

b. Two downspouts shall be provided on each side of the building.

c. The gutter shall be installed per manufacturer’s recommendations.

d. Four 30” x 12” feet precast concrete splash blocks shall be provided at the downspouts.

2. FIBER CEMENT SIDING:

a. The fiber cement lap siding shall be equal to CertainTeed’s Weather Boards Fiber Cement

Siding and Trim. The lap siding shall be 8 ¼” Cedar lap siding with 4” – 5/4 trim boards.

The color of the siding shall be selected by Western. The lap siding butt joints shall have aluminum shingles installed behind the joints. The siding shall be fastened according to manufacturer’s recommendations.

b. Provide material for a complete installation, including but not limited to closure pieces, flashings, internal and external corners, infills, caps, corner trim, fascia, eave trim, drips, and trim at openings. Trim shall be same material as adjacent material with the same finish, except that Western may select an accent trim color for certain trims. Exposed, noncorrosive fasteners are acceptable provided fastener and joint is weather tight.

c. The wood furring with insulation and moisture barrier shall be provided as shown on drawing SFC 3011.

d. The color of the siding shall be selected by the COR.

3. OVERHEAD DOORS:

a. Provide material for a complete overhead installation, including electric opener.

b. The commercial overhead doors provided shall be heavy duty, ribbed sectional (similar section widths to existing overhead shop door), 20 gauge galvanized steel, and insulated.

c. The doors shall be installed per manufacturer’s recommendations.

d. No windows shall be provided in the doors.

e. The color of the overhead doors shall be selected by the COR.

4. WINDOWS:

a. Provide material for a complete window installation.

b. The windows shall be aluminum, fixed, double insulated, low E, Desco Windows, 2500

Series (descoarc.com) or equal.

c. The windows shall be installed per manufacturer’s recommendations.

d. The color of the windows shall be selected by the COR.

5. DOOR SEALS:

a. The overhead door bottom seals shall be Snirt Stopper seals (www.snirtstopper.com) or equal. Provide material for a complete door bottom seal installation.

b. Four door seals shall be provided at locations shown on the drawings..

6. SEALANTS:

a. The joint sealant used between doors and concrete slab shall be a single component, self-leveling, polyurethane joint sealant and shall be equal to BASF (The Chemical Company) Sonolastic SL1. Insure all joints meet the joint width and depth limitations of the joint sealant manufacturer. Contractor shall provide proper joint dimensions by installing backer rod as required. Apply joint sealant in accordance with manufacturer’s instructions.

b. The joint sealant color shall closely match the existing concrete.

c. Silicone Sealant: ASTM C 920, Type S, Grade NS, Class 25; one component - low-modulus - non sag - neutral cure silicone sealant; joint movement range of +100 percent to -50 percent; color to match adjacent areas when visible.

d. Sealants shall be installed per the manufacturer’s instructions.

7. WELL DECOMMISSIONING:

a. A South Dakota licensed driller shall perform the well decommissioning according to State of South Dakota regulations including sealing requirements and required reporting. The well diameter is approximately 8-10 inches in diameter, with an approximately 4 feet diameter x 8 feet high concrete manhole.

b. Any existing water lines and electrical wiring shall be capped off and permanently deenergized.

c. After the well has been plugged, the upper 3 feet of the existing concrete manhole shall be removed and the manhole filled with gravel. The removed material shall be disposed.
