SECTION 3

SCOPE OF SERVICES

3.0 GENERAL INFORMATION AND BACKGROUND

The City of Delray Beach, Florida (City) is soliciting Proposals from qualified and experienced firms to provide a flexible and scalable citywide tree planting program for the City of Delray Beach. The City anticipates beginning with a limited annual program based on available funding while retaining the capacity to expand toward approximately 2,000 trees per year as additional funds become available.

The City previously implemented a five-year citywide tree planting program intended to plant or distribute approximately 10,000 trees, or approximately 2,000 trees per year. The program used a combination of direct planting on City property and public rights-of-way, projects with schools and community partners, neighborhood and residential tree distribution, public giveaways, education, and urban forestry data collection.

The prior program concluded in June 2026 after planting or distributing approximately 8,000 trees. The successor program will be managed by the City’s Office of Resilience and Operational Efficiency. The City’s objectives are to continue increasing tree canopy, direct a greater share of program activity toward locations with lower-than-average canopy, improve neighborhood shade and resilience, support stormwater and air-quality benefits, and maintain complete and compatible records of program activity.

The prior program anticipated approximately 2,000 trees annually, historically including City-property trees, public giveaways, and private or partner-property trees. The future annual mix will remain flexible because available planting sites, community demand, and annual funding may vary. The City currently anticipates a minimum program budget of approximately $65,000 per year, with the ability to increase the annual program as Tree Trust Fund or other funding becomes available. A full program of approximately 2,000 trees per year is currently estimated at approximately $333,000 annually. These figures are planning estimates and do not guarantee annual expenditures or quantities.

The City would like quantifiable program goals (i.e., target annual tree planting totals, canopy increase/maintenance objectives, focus planting in low-canopy neighborhoods, etc.) and expect each proposer to explain how their proposed approach would help achieve those goals. Expected planting distribution would typically include rights-of-way, parks, medians, schools/partner sites, and a residential mix; please indicate your expected percentage by each site type and identify any limitations (access to watering, restricted planting seasons, permitting requirements, utility locates, traffic control, etc.).

Describe your GIS/data-management methods (must be ArcGIS or similar schema that can be exported) including attribute requirements and data deliverables. Provide a one-year tree establishment and warranty program including replacement guidelines. Include all pertinent timelines (mobilization, key staff, nursery/ supplier backups, etc.), proof of insurance/license requirements and any pass/fail criteria.

RFP issued dates, contract award window and procurement contact information can be found elsewhere in this document.

3.1 SCOPE OF SERVICES:

The Contractor shall furnish all labor, trees, materials, equipment, transportation, water, supervision, administration, outreach, data collection, and other resources necessary to perform the authorized annual program. The City will approve annual quantities, service mix, locations, species, and budget through an annual work plan or other written authorization.

1. Program Planning, Administration, and Arboricultural Oversight

➢ Develop a scalable annual implementation plan that can operate within available funding and expand toward approximately 2,000 trees per year

➢ Identify and prioritize planting opportunities on City property, public rights-of-way, parks, medians, schools, partner properties, residential properties, and areas with lower-than-average tree canopy.

➢ Provide an ISA Certified Arborist to advise on species selection, site suitability, planting specifications, tree health, and Right Tree Right Place principles.

➢ Coordinate schedules, locations, partners, residents, volunteers, subcontractors, nursery supply, deliveries, installations, watering, maintenance, and warranty activity.

➢ Provide project management, invoicing, progress tracking, issue resolution, and regular reporting.

2. Tree Supply, Delivery, Installation, and Site Work

➢ Supply quantities authorized by the City, with capacity to scale toward approximately 2,000 trees annually as funding becomes available.

➢ Provide Florida No. 1 grade trees in City-approved sizes and species. The program generally favors trees no larger than 15-gallon containers to support lower costs, manual handling, volunteer participation, and public education. Residential drop-off trees are expected to include 15-gallon native shade trees and 7-gallon fruit trees. Public giveaway trees are typically approximately 1-gallon.

➢ Perform excavation, planting, backfilling, grading, mulching, staking or guying, root-barrier installation, sod restoration, removal of unsuitable material, and site cleanup as required.

➢ Coordinate Sunshine 811 utility locates, maintenance of traffic, public safety, access, and protection of existing infrastructure.

➢ Provide watering, fertilization, weed control, establishment maintenance, inspections, corrective work, and replacement planting for City and partner-site installations.

➢ Provide specialized equipment and water trucks or tanks where on-site water is unavailable. The prior program used a hydrant meter at Catherine Strong Park; use of that source is subject to City authorization and availability.

3. Community Distribution, Giveaways, Outreach, and Education

➢ Plan and conduct public tree giveaways, neighborhood drop-off or delivery programs, voucher programs, or similar distribution methods approved by the City. Trees distributed through giveaways and residential drop-off programs will generally be planted and maintained by receiving residents.

➢ Coordinate resident registration, residency verification, species selection, scheduling, communications, delivery confirmation, and distribution records.

➢ Develop outreach materials and conduct educational activities addressing species selection, planting, watering, establishment, pruning, and long-term care, with particular attention to increasing participation in lower-canopy areas and promoting native shade and fruit trees.

➢ Coordinate with the City’s Public Information Officer and communications team when authorized.

➢ Coordinate with neighborhood groups, schools, nonprofit organizations, volunteers, and other community partners. Volunteer participation is not mandatory, but community, youth, and volunteer participation is considered an added program benefit when performed safely and without replacing the paid staffing needed to meet contractual obligations.

4. GIS Data Collection, Documentation, and Reporting

➢ Collect accurate geographic coordinates and site information for each installed or distributed tree.

For residential distributions, collect accurate participant addresses for residency verification and geocoding in ArcGIS Pro.

➢ Provide data in an editable, City-approved format compatible with the City’s existing GIS tree inventory. The system does not have to be TreePlotter, but it must provide a comparable level of detail and support integration with existing TreePlotter and ArcGIS data.

➢ Use City-provided web maps, field applications, data schemas, and aerial imagery when required.

➢ Record required attributes including species, common and scientific name, size, planting or distribution date, address or site, project category, condition, maintenance status, and warranty information.

➢ Provide periodic progress reports, annual summaries, photographs, delivery confirmations, planting records, watering records, maintenance records, and warranty or replacement tracking.

5. Warranty and Establishment Maintenance

➢ Provide a one-year written warranty from final acceptance of each City- or partner-site installed tree.

➢ Provide one year of establishment care for City- and partner-site trees, including watering by water truck or tank, mulching, staking where necessary, inspections, and maintenance records.

➢ Periodically inspect installed trees during the warranty period and identify corrective action or replacement needs.

➢ Replace trees that die, fail to establish, fall below required quality standards, or otherwise meet the contract’s replacement criteria, including losses associated with storms and other Acts of God, consistent with the prior program requirements.

➢ Notify the City promptly of warranty conditions, corrective actions, and anticipated replacement schedules.

3.2 REQUIRED DELIVERABLES

1. A scalable annual work plan based on available funding and approved planting opportunities.

2. A planting-site identification and prioritization methodology.

3. City-approved species, container sizes, quantities, and a flexible distribution plan among City installations, partner sites, residential drop-offs, and public giveaways.

4. Completed planting and distribution projects authorized by the City.

5. Public outreach, registration, education, giveaway, and delivery activities.

6. GIS-compatible records for all trees planted or distributed.

7. Monthly progress, financial, planting, watering, maintenance, warranty, and replacement reports.

8. One-year warranty documentation for installed trees.

9. An annual program summary documenting quantities, locations, species, service categories, community participation, expenditures, and outstanding warranty obligations.

3.3. PERFORMANCE REQUIREMENTS

1. Demonstrated ability to efficiently deliver a limited funded program while retaining the staffing, supply-chain, and operational capacity to scale toward approximately 2,000 tree plantings or distributions during an annual contract period.

2. Reliable access to Florida No. 1 grade trees, including native shade trees and fruit trees in the anticipated container sizes, supported by established nursery relationships, reserved inventory, in-house cultivation, or other documented supply-chain capacity.

3. Use of Right Tree Right Place principles and avoidance of conflicts with utilities, sidewalks, roadways, drainage, sight triangles, structures, and other infrastructure.

4. Quality-control procedures for nursery stock, planting depth, root flare, excavation, backfill, staking, mulching, watering, and establishment.

5. Capacity to operate across multiple program components and geographic areas.

6. Timely complaint resolution, correction of deficient work, and replacement of failed trees.

7. Accurate, complete, and timely GIS data and program reporting.

8. Compliance with public safety, maintenance-of-traffic, utility coordination, volunteer safety, and property-protection requirements.

9. Ability to adjust annual quantities and the mix of installation, partner, giveaway, and delivery services based on funding and City priorities.

3.4. WORK CONDITIONS AND REGULATORY COMPLIANCE

1. Work may occur on City properties, parks, medians, public rights-of-way, schools, partner properties, residential properties, and other approved locations throughout Delray Beach.

2. Planting and delivery schedules may need to account for school calendars, neighborhood access, public events, traffic conditions, hurricane season, nursery availability, watering capacity, and seasonal planting practices.

3. The Contractor may be responsible for staging, equipment security, temporary storage, delivery logistics, traffic control, site restoration, and coordination with property owners or partner organizations.

4. Work in roadways or rights-of-way may require FDOT-compliant safety apparel, maintenance-of-traffic procedures, marked vehicles, utility locates, hand digging, and other protective measures.

5. The Contractor must maintain authorization to conduct business in Florida, provide ISA Certified Arborist oversight, and maintain all licenses, permits, registrations, certifications, and insurance required for the work.

6. The Contractor must comply with Sunshine 811, OSHA, City ordinances, public records requirements, and all other applicable federal, state, county, and municipal requirements.
