DIVISION 15 – DRAWINGS

DIVISION 1 – GENERAL REQUIREMENTS

A. CONTRACT REQUIREMENT:

Construct and complete Appeldorn Substation – Stage 01, Minnesota, in accordance with the Construction Contract (Standard Form 1442); the Contract Clauses; Western Construction Standards, including Standard 1 – General Requirements (July 2009), Standard 2 – Sitework (July 2009), Standard 3 – Concrete (July 2009), Standard 4 – Substation Metalwork and Transmission Line Lattice Structures (July 2009), Standard 5 – Transmission Line Steel Pole Structures (March 2010), Standard 9 – Substation – Electrical (July 2009), Standard 10 – Transmission Line – Electrical (March 2010), Standard 12 – Painting (July 2009), Standard 13 – Environmental Quality Protection (July 2009), Standard 15 Drawings (July 2009); Standard Drawings; and these project specifications and drawings.

If a conflict occurs between the project specifications and the construction standards, the project specifications shall govern. The project specifications and the drawings are used to take exceptions or provide additions to the standard specifications. Some paragraphs in the standard specifications will not apply to this job.

Western project specifications and standards are explained in Standard 1 – General Requirements, Section 1.1.1 “Standards and Project Specifications”.

B. DESCRIPTION OF WORK:

The principal components of work in Western’s new Appeldorn Substation includes site development; construction of a three breaker 230 kV ring bus (designed to support future construction of an eight element, breaker and one half configuration.); six bays, 69 kV main and transfer bus; 230/69 kV power transformer; service building; station service; control and protection systems and constructing 230 kV approach spans. The 69kV approaches will be designed and constructed by others.

Paragraphs “Description of Bidding Schedule Items” in Divisions – 1, 2, 3, 4, 5, 9, 10, and 11 describe the work to be performed.

The work is located near Boyd, Minnesota in Lac Qui Parle County as shown on drawing APD 0015.

C. DESCRIPTION OF BIDDING SCHEDULE ITEM:

1. Part A Bidding Schedule item “Mobilization and preparatory work” includes the following:

a. Performing mobilization and preparatory work in accordance with Section H of the contract clauses.

b. Providing a Construction Program and a Safety and Health Program.

c. Providing a job site office trailer and the items listed below. Prior to any job site work, the

Contractor shall provide the office trailer for the exclusive use of Western.

(1) Relocation: if the Contractor changes the location of his office during the term of the contract, then the Contractor shall also move the mobile office trailer provided for Western, simultaneously with the transportation of his own unit.

(2) Installation: Install anchors and tie-downs for the trailer complying with local, State and Federal regulations. The office trailer shall be grounded. Entry points to the trailer shall be provided with stairways complying with OSHA (29 CFR 1926.1052).

(3) Office Space Requirements:

(a) Size and Arrangement: At least 250 square feet (minimum) consisting of two separate rooms (one office and one larger workroom).

(b) Heating and Cooling: Heating and cooling unit sized to provide adequate heating and cooling.

(c) Lighting and Electrical: Adequate lighting and 110-V electrical outlets.

(d) Utilities: Make all arrangements and pay all costs for providing utilities, including potable drinking water, electrical power, and heating and cooling energy.

(e) Toilet Facilities: Toilet facilities shall be provided in the immediate vicinity of the office and shall be maintained.

(4) Emergency Equipment: Provide and maintain the following emergency equipment:

(a) First aid kit by Affirmed Medical, Inc., Model No. 3503, or equal. Mount to the wall inside the workroom.

(b) Dry chemical fire extinguishers, classified 4-A:60-B:C., one to be located inside each entrance to the trailer.

(5) Window Coverings: Provide adjustable mini-blinds.

(6) Office Furniture: Provide good quality, fully functional, office furniture as follows:

D. COMMENCEMENT, PROSECUTION, AND COMPLETION OF WORK:

1. COMMENCEMENT AND COMPLETION: Begin work within 20 calendar days after date of receipt of Notice to Proceed, and complete all work within 365 calendar days from date of receipt of such notice.

2. INTERMEDIATE COMPLETION DATES:

a. Installation of the transformer foundation TX1 shall be completed by August 15, 2011.

b. Provide chain link fence and gates, shall be completed by November 1, 2011 for securing the site.

c. Installation of the control building including the raised floor system shall be completed by November 1, 2011. The contractor shall provide temporary electric power for the control building systems (lights, heat, battery chargers, etc.) from the time of drywall installation until the contract completion date.

d. Installation of the control and power cables shall be completed by December 31, 2011.

e. Installation of the new 230-kV T-Line approaches shall be complete by April 1, 2012 and to be energized by May 30, 2012. Complete the new transmission line spans, conductor and steel overhead ground wire, from new steel poles 54/5 to 55/1 to Substation TOS and new transmission line spans from new steel poles 55/3 to 55/2 to Substation TOS. Others shall complete the connection from existing conductor to new steel poles, including the conductor jumpers. Once the optical overhead ground wire and conductors are removed from existing lattice structures 55/1, 55/2 and 55/3, assemblies, conductors and lattice structures can be removed.

f. The HDPE drain pipe system shall be installed immediately after grading subgrade to control storm water drain off.

3. SUBMITTAL APPROVAL TIME: Except as otherwise provided for specific submittals, Western will require 40 calendar days for review of drawings or data submitted for approval.

4. COMMENCEMENT OF CONTROL WORK: Do not perform any control board or outdoor equipment wiring until receipt of Government-Furnished wiring diagrams. Western will furnish outdoor wiring diagrams no sooner than October 1, 2011. Control board wiring diagrams will be furnished no sooner than December 2, 2011. Include these restrictions in the construction program.

5. SEQUENCE OF WORK/OUTAGE RESTRICTIONS: In addition to the restrictions listed in the standard specifications, the following outage restrictions shall apply:

a. The electrical operation of the transmission lines are under the jurisdiction of Western’s Watertown Operations Office. All outage requests by the contractor shall be subject to the approval of the COR. Approval or denial of an individual outage request will be based on transmission system electrical loads, system operating configurations and weather conditions at the time the outage is scheduled to begin. At any time because of transmission system electrical loads, system operating configurations, weather conditions or any condition which may cause an adverse effect on the transmission system operation or reliability, Western may deny an outage request or direct the Contractor to return facilities to operating conditions and release the applicable Special Work Permit.

b. Make all outage requests in writing to the COR a minimum of 3 weeks in advance.

c. Meeting the minimum advance notice requirement of 21 days does not guarantee an outage will be approved. To improve the chances of an outage being approved, all outages should be submitted with as much advance notice as practicable. Weather conditions and other system conditions such as other scheduled and non-scheduled (forced) outages must be evaluated against an outage request before approval can be granted.

Outages of the Granite Falls-Watertown No. 1 230kV line during the months of December, January, February, July and August (the winter and summer peak load use months) should be of limited duration to the extent possible. If an outage is required during a peak load month, it may be granted with proper advance notice when weather conditions (temperatures) and Bulk Electric System conditions (other scheduled outages) permit.

Outages during the off-peak months will allow for added scheduling flexibility and may be scheduled for an extended duration when Bulk Electric System conditions permit.

Outages of the Granite Falls-FL Blair 230kV line require the Bigstone Unit No.1 generation to be limited by 126 MW to 349 MW net. Outages of this line should be planned such that they are of limited duration. The Bigstone unit is currently scheduled off-line from September 14th through November 3rd in 2011 and from May 30th through June 6th 2012 for maintenance. During the unit outages, extended duration outages of this line will be more readily available and should be scheduled to the extent possible. Outages during the months of December, January, February, July and August (the winter and summer peak load use months) should be avoided to the extent possible. If an outage is required during a peak load month, it may be granted, but limited to a night outage or a short duration day outage with proper advance notice when weather conditions (temperatures) and Bulk Electric System conditions (other scheduled outages) permit. Outages during the off-peak months should be of limited duration due to the generation reduction requirements but will allow for some added scheduling flexibility when Bulk Electric System conditions permit.

Once an outage has been approved and even after an outage has started, the outage may be subject to recall should the Bulk Electric System conditions or weather conditions change and warrant a recall or cancellation.

6. MAXIMUM AVAILABLE FAULT CURRENT: When protective ground leads are required, the protective ground leads shall be sized to carry the maximum available fault current in accordance with the Standard 1 – General Requirements, Section 1.4 “Safety and Health” and the following:

a. The maximum available fault current in the Appeldorn Substation area is 14,000 amps prior to completing construction.

7. TYPICAL FOUNDATIONS FOR CONTRACTOR FURNISHED EQUIPMENT:

Typical foundations for the Equipment Pad (mark STA1) and the Station Service pad (mark STA2) are shown on drawings APD 2303 and APD 2304 respectively; Western will finalize designs of these foundations after receipt of informational drawings and data from the equipment manufacturers. Contractor is to furnish final drawings of equipment to Western, upon which time Western will finalize the designs within the normal submittal review and processing time.

8. TYPICAL FOUNDATIONS FOR GOVERNMENT-FURNISHED ELECTRICAL EQUIPMENT:

Typical foundation for Transformer KV4A (mark TX1) is shown on drawing 2305. Western will confirm that design of this foundation is final after receipt of final informational drawings and data from the equipment manufacturer.

E. CONSTRUCTION PROGRAM:

1. POINTS-OF-DELIVERY: Material furnished by Western (except for the circuit breakers, disconnect switches, and fiber optic vault) will be delivered to Appeldorn Substation. The Contractor is responsible for unloading Western-furnished material, except for the power transformer, and steel poles. The Government furnished circuit breakers, disconnect switches, and fiber optic vault are stored at Western’s Granite Falls Substation. The contractor shall load, transport, and unload the circuit breakers, disconnect switches, and fiber optic vault from Granite Falls Substation to Appeldorn substation.

2. PROTECTION OF MATERIAL: Provide suitable indoor or warehouse storage for Items 12, 13 and 14. Provide protection against the elements after being removed from indoor storage and before installation. Approximately 500 square feet of indoor storage will be required.

G. RIGHTS-OF-WAY:

1. GENERAL: Transmission line right-of-way is 125 feet wide. Western does not represent that the Contractor can gain access to every structure site or travel continuously along the transmission line. Orient construction methods and equipment to utilize Government-Furnished rights-of-way, or obtain additional temporary access without additional cost to Western. Any additional temporary access acquired by the Contractor shall have prior COR approval since several areas of the transmission line have travel restricted areas. During the contract period, Western reserves the right to use Contractor-obtained access.

2. EASEMENTS: Western has acquired access easements from existing public roads to the transmission line and some off right-of-way access along the transmission line. This off right-of-way access route is to provide access to the transmission line structure sites not accessible by traveling the transmission line. Western has also acquired a permanent easement for installation of the HDPE pipe system in section 16 east of Appeldorn Substation.

3. WORK ON THE RIGHT-OF-WAY:

a. General: Perform work on the right-of-way necessary for access to or along the transmission line. Only that excavation, dozing, or blading that is absolutely necessary will be allowed. Excavation, dozing, and blading for ease of travel may only be performed after field review and approval by the COR. Unauthorized excavation, dozing, or blading shall immediately be repaired or Western will have the damage repaired and back-charge the Contractor for all costs involved.

b. Ease of Travel and Crane Landings: Excavation, dozing, or blading done for ease of travel on any easement or for crane landings shall be restored to the original contour of the land and shall be compacted to a dry density not less than the natural in-place dry density of the surrounding earth. The use of water may be required to obtain the required density. Topsoil shall be stockpiled and spread on cuts prior to completion of work.

H. GEOLOGIC INVESTIGATIONS:

Geologic logs of subsurface explorations included in the “Drawings” Division constitute the information and records of geologic investigations for the work. Locations of subsurface investigations are shown on drawings. Geotechnical data is based upon the Geotechnical Engineering report prepared by FMG, Inc., dated January 5, 2010.

Samples and cores of recovered material were not retained. Bidders shall obtain their own samples and perform tests on the material to evaluate properties, which they believe to be significant.

Western does not guarantee that the geological information and records show the conditions that will be encountered in performing the work, but only that the geologic information and records show conditions encountered at the particular point and time the information and records were obtained.

The geologic information may not indicate variations, such as those caused by seasonal fluctuations in rainfall and other factors, which may affect the water level. The Contractor shall determine the nature of material to be excavated, the difficulties of making and maintaining required excavations, and doing other work affected by geology and ground water elevations at the work site.

I. ELECTRIC POWER FOR CONSTRUCTION PURPOSES:

Make arrangements and provide all electric power for construction purposes. Provide necessary transmission lines, distribution circuits, transformers, and other electrical equipment for distributing the power to the places of use. At contract completion, remove temporary electrical equipment and distribution lines.

J. WATER FOR CONSTRUCTION PURPOSES:

Furnish water for construction purposes. Make arrangements for obtaining the water, and provide for conveying the water to the points of use.

K. EXPLOSIVES AND BLASTING:

Explosives shall not be used.

1. GENERAL: The Contractor shall furnish submittals as specified in the construction standards and the project specifications.

A. DESCRIPTION OF BIDDING SCHEDULE ITEMS:

1. Part A Bidding Schedule item “Miscellaneous sitework” includes the following:

a. Clearing and grubbing.

b. Providing corrugated metal pipe drains, with a flared-end section at inlets, and corrugated metal pipe culverts, with a flared-end section at each pipe end, as shown on the drawings.

4. Part A Bidding Schedule item “Chain link fence” includes providing standard chain link fence with gates and guard of three strands of barbed wire as shown on drawings 31 2000 and 31 2038. Fence shall be erected as shown on drawing APD 2050. Gates shall be type III with slide bar type latches as shown on 31 2001.

Electrical ground connections to the fence shall be included in the work for installing the grounding system for the electrical equipment.

5. Part A Bidding Schedule item “Gravel surfacing” includes providing 6 inch thick gravel surfacing as shown on drawings APD 2050 and 2051.

6. Part A Bidding Schedule item “Seeding” includes providing material, preparing areas to be seeded, spreading commercial fertilizer, sowing and maintaining grass seed, and protecting seeded areas.

a. General: Seeding all areas disturbed by the contractor where gravel surfacing is not required and as directed by the COR. Seeding shall include preparation of seedbed, sowing grass seed, placing mulch over all seeded areas, and watering. Seeding operations at any location shall be undertaken only when seeded areas will not be disturbed by other operations of the contractor.

b. Seed Preparation: Prior to sowing of seed, prepare the areas to be seeded to provide a firm, well packed condition suitable for establishment of grass stands. Material acquired from stripping shall be used to prepare areas to be seeded and shall be placed to a depth of 6 inches. Surfaces shall be prepared so that they are relatively smooth with no ruts, furrows, or other depressions that might cause erosion.

c. Seed: Provide seed as recommended by the local seed supplier. Seed shall comply with the laws of the state of Minnesota. Seed shall be applied at rates suggested by the supplier.

d. Application: Seeding shall not be performed during unfavorable weather conditions or when soil conditions are not suitable as determined by the COR. Seed specified herein shall be sown uniformly on areas specified by mechanical or hand broadcasting.

Immediately after broadcasting seed, properly cover with soil to a depth not to exceed 1/2 inch by means of a hand rake, float, or other acceptable implements. Covering broadcast with a log chain will not be permitted.

Immediately after completion of seeding, cover the seeded area with one of the following:

(1) An approved erosion control blanket. Blanket shall combine a dense mat of curled wood fibers with a photo-degradable plastic mesh, weigh .95 pounds per square yard and shall be Curlex Erosion Control Blanket, as manufactured by American Excelsior Company, Arlington, TX, or approved equal, or

(2) Mulch hay or straw which is free from noxious or troublesome weeds and shall be applied uniformly at the rate of 3 to 4 tons per acre. Immediately after spreading, mulch shall be anchored by small piles of soil of normal hand shovel amounts turned over approximately in place and at the rate of one shovelful per square yard.

Mulch materials shall not be applied when in the judgment of Western the wind velocity is such to prevent uniform distribution of materials.

(3) Apply water to seedbeds immediately after seeds have been placed and covered.

Application of water shall be sufficient to promote germination of seeds, but shall not be so rapid as to cause erosion of the ground surface.

7. Part A Bidding Schedule item “HDPE Drain Pipe system” includes providing the HDPE Drain Pipe system as shown on drawings APD 2050 and APD T0001. The drain pipe shall not be perforated. The contractor shall also install a buried pipe warning tape with tracer wire above the pipe system. There is an existing 'county tile' drain pipe system east of 335th Ave. in Section 16 which has numerous lateral sections. The contractor shall make every effort to avoid damaging this existing drain pipe system and shall repair any damage. The contractor shall provide a map to the COR showing the exact GPS coordinates of the installed drain pipe line for future needs and shall record the tile installation with the Drainage district.

8. Part A Bidding Schedule item “Removing existing transmission line” includes the following:

a. Removing lattice steel towers, and removing or cutting off concrete footings 6 feet below grade. Contractor shall provide suitable topsoil for backfill of footings removed.

Locations described by station are on the existing Watertown-Granite Falls (WT-GF D 4029) double circuit transmission line. Items removed from the existing line shall not be reused in constructing the new line.

b. Approximately 0.5 miles of the transmission line is in cultivated fields, requiring disposal of waste material.

c. All rock piles in and around existing transmission line structures shall be removed from the right-of-way.

d. Approximate quantities are listed in Table 2-1. The Contractor shall determine the actual quantities to be removed and, regardless of the quantities removed, payment will only be made for the lump sum price bid in the Bidding Schedule.

e. Removing the conductors, complete with accessories, from existing structures 55/1 to 55/3 as shown on drawing WT-GF D 4029 EI.

f. Removing eighteen suspension insulator assemblies from existing structures 55/1, 55/2 and 55/3.

2. Western may perform tests for potential reactivity for the sand and coarse aggregate to be used by the Contractor. If the tests determine the aggregate(s) to be unsuitable as a concrete aggregate, a suitable source shall be obtained by the Contractor.

B. DESCRIPTION OF BIDDING SCHEDULE ITEMS:

1. Part A Bidding Schedule item “Concrete foundations” and Part B Bidding Schedule item “Concrete foundations” include the following:

a. Earthwork, formwork, reinforcement, material used in concrete, void forming material, drilling and grouting anchor bars, anchor bolts, curing, finishing, joints, and other related work and material needed to complete the concrete construction.

b. Concrete foundations for steel structures.

c. Concrete foundations for electrical equipment.

DIVISION 5 – TRANSMISSION LINE STEEL POLE STRUCTURES

One (1) Type 266D-55 (DE), two (2) Type 266D-60 (DE), and one (1) Type 266D-75 (DE) double-circuit single pole structures are required for the approach spans for the Appeldorn Substation and will be stored at the substation site as shown on drawing APD 0015. All structures shall be direct-embedded with concrete backfill. Government-Furnished structure components include pole shaft sections, davit arms, connection bolts, nuts, locknuts, fixed climbing rung sections, and removable work rings. Steel pole shop drawings will be furnished when they are available.

B. DESCRIPTION OF BIDDING SCHEDULE ITEM:

1. Part A Bidding Schedule item “Installing transmission line steel pole structures (Government-Furnished)” includes assembling and installing the Types 266D-55, 266D-60, and 266D-75 steel pole structures complete with the following:

a. Connection bolts, nuts, and locknuts.

b. All pole shaft sections shall be jacked together in accordance with manufacturer’s recommendations.

c. Attaching rungs and installing fixed climbing rung sections on all structures with bolts, nuts, and locknuts.

d. Excavation and concrete backfill for direct-embedded structures. Concrete backfill construction includes earthwork, form work, fabric, material used in concrete, curing, finishing, joints, and other work and material needed to complete the required concrete construction.

e. Providing structure number signs on both the ahead and back span side of all structures in accordance with drawing 41 9027 and the plan and profile drawings. Signs for Structure Numbers 54/5, 55/1, 55/2, and 55/3 shall be in accordance with the 1- and 2-digit mile marker detail on drawing 41 9027. Eight (8) structure number signs are required. The Contractor shall furnish all mounting hardware.

f. Providing two aerial patrol mile marker signs for Structure Number 55/1 in accordance with drawing 41 9027.

g. Providing aerial patrol warning "X" signs on the west side of Structure Number 54/5 and east side of Structure Number 55/3 in accordance with drawing 41 9028.

C. EMBEDMENT DEPTH FOR DIRECT-EMBEDDED STRUCTURES:

1. Embedment Depth: Structure embedment depths, “E”, shall be as listed in Table 5-1.

The equipment supplier will unload the power transformer from the truck and Contractor personnel shall inspect the power transformer for possible damage during shipment or transportation and report any damage to Western's COR.

The Contractor shall install the transformer in accordance with the equipment manufacturer's instruction books, the oil purification instruction book and manufacturer's erection engineer.

The manufacturer is HICO. The Contractor is responsible for contacting the transformer manufacturer and complying with all their requirements for completing the vacuum filling process.

The spare parts furnished with the transformer may include but not be limited to the following:

a. One bushing of each voltage class.

b. One complete set of gaskets.

c. One complete extra relay and contactor of each type and size.

d. One air cell, if a constant pressure system is used.

e. One cooling fan and motor assembly for cooling unit (if transformer with forced-air cooling is furnished).

f. One complete oil pump and motor assembly for one cooling unit (if transformer with forced-oil cooling is furnished).

g. The Contractor shall deliver the spare parts listed above to Western's on-site representative.

2. Part A Bidding Schedule item “Power circuit breaker, 245 kV, 3,000 amps (Government- Furnished)” includes furnishing all equipment and material not furnished by Western and installing the Government-Furnished power circuit breakers.

The Contractor shall load and transport power circuit breakers from Western’s Granite Falls Substation to Appeldorn Substation. Contractor personnel shall inspect the power circuit breakers for possible damage during shipment or transportation and report any damage to Western's COR.

Special tools and appliances and spare parts will be furnished with the power circuit breakers that will include, but are not limited to the following (a complete list will be included with the breaker instruction books):

a. One SF6 gas breaker filling connection assembly (including hose, pressure gauge, and the hose end connections to the breaker and SF6 gas cylinder).

b. Spare parts will be furnished with the power circuit breakers that will include two trip coils and one close coil.

The Contractor shall deliver the special tools, appliances, and spare parts furnished with the breakers to Western’s on-site representative.

3. Part B Bidding Schedule item “Power circuit breaker, 72.5 kV, 2,000 amps (Government-installing the Government-Furnished power circuit breakers.
