About this file
This is a Due Diligence Project Description and Scope of Work for the Project NORTH System Planning and Transition Support initiative involving the Commonwealth of Massachusetts. The project seeks a transition consultant to support the planning and implementation of a new system designed to modernize state operations. The consultant will be responsible for conducting comprehensive due diligence activities, developing transition strategies, and providing advisory support to facilitate the successful migration from legacy systems to the new Project NORTH platform. The scope encompasses assessment of current systems and processes, stakeholder engagement, change management planning, and documentation of transition requirements. The engagement is anticipated to commence upon contract execution and extend through the completion of defined transition milestones, with specific deliverables and timelines to be established during the initial project phase.
The procurement is being conducted through a competitive bid process by the Commonwealth of Massachusetts, with selection criteria likely to emphasize relevant experience in large-scale system transitions, public sector project management expertise, and demonstrated capability in due diligence and change management activities. Funding for this transition support initiative will be drawn from Massachusetts state resources allocated to the Project NORTH modernization effort. The consultant selection will be based on qualifications, proposed methodology, cost-effectiveness, and ability to meet the project's strategic objectives for system implementation and organizational transition management.

Due Diligence Posting of Notice of Intent to
Accept a Best Value Offer
The Massachusetts Trial Court (“MTC”) of the Commonwealth of Massachusetts announces its intent to Accept a Best Value Offer pursuant to the Commonwealth’s Due Diligence
Posting policy, to contract for the following with Aligned Solutions (“Offeror”), pending the results of this Notice of Intent (“Notice”):
Description
Project NORTH is a court-based behavioral health initiative administered by the Executive
Office of the Trial Court (“EOTC”) to improve access to behavioral health treatment, recovery supports, and related services for court-involved individuals. In 2025, Aligned
Solutions was selected via competitive procurement, BD-25-TRC-1107-1107T-TRC01-
115201, has provided specialized consulting and advisory services to support the continued development and sustainability of Project NORTH.
Throughout this engagement, Aligned Solutions has worked closely with the Trial Court, behavioral health service providers, MassHealth, and other stakeholders on matters involving behavioral health policy and financing, program implementation, data analysis, stakeholder engagement, and strategic planning. This work has required Aligned Solutions to develop extensive knowledge of Project NORTH’s service model, funding structure, and operational challenges.
The current contract with Aligned Solutions expires on September 30th, 2026, and all available renewal options have been exhausted. The Trial Court has subsequently identified funding to support an additional two (2) months of work, from October 1st, 2026 through
November 30th, 2026. Because the existing contract cannot be further renewed, the Trial
Court intends to enter into a new, standalone contract with Aligned Solutions for this limited period, subject to the results of this Due Diligence Posting.
During the proposed 2-month period, Aligned Solutions will focus on synthesizing the information, analysis, and stakeholder input developed through prior Project NORTH planning efforts into a consolidated “Current and Future State Matrix”. The work will include organizing the current and desired future state of the programs by key services components, identifying gaps, opportunities, and strategic considerations, and incorporating relevant findings from prior document review, stakeholder engagement, and program analysis.
Aligned Solutions will also facilitate targeted discussions with Project NORTH and other relevant stakeholders as needed to validate and refine the final work product. The final
“Current and Future State Matrix” is expected to be completed by November 30th, 2026.
The Trial Court believes that a limited 2-month contract with Aligned Solutions represents the best value to the Commonwealth because the proposed work is a short, highly specialized scope of services that relies directly on information, analysis, and knowledge that Aligned Solutions has developed through its work with the Trial Court during the term of the existing contract. Engaging a new vendor for only two months would require substantial onboarding and knowledge transfer efforts before meaningful work could begin, consuming a significant portion of the available performance period and duplicating effort already completed. Aligned Solutions is therefore uniquely positioned to begin this work immediately and complete the work within the limited timeframe. The anticipated value of this contract is $40,000.00.
Determination of Other Interested Vendors
The Trial Court is issuing this Due Diligence Posting to determine whether another qualified vendor can demonstrate the ability to provide comparable or better value, ensuring that the process is open, fair, and competitive.
Response Requirement and Deadline

All required information must be submitted by 3:00PM (prevailing Eastern Time) on Wednesday, September 16th, 2026.
If, after the posting deadline has passed, interest is generated by this Notice, the
Department will review all Responses and will determine whether they will: (i) withdraw the notice and not accept the Offeror’s offer (and cancel the Notice of Intent) or (ii) accept the offer from the Offeror or (iii) accept an offer from another vendor offering a comparable or better value than the Offeror in their Response or (iv) accept the offer from the Offeror and from any other offerors offering similar value in their response.
This posting is being issued by The Office of Court Management (“OCM”), which is the central administrative office for the Trial Court of the Judicial Branch of the Commonwealth of Massachusetts (Trial Court). This bid is issued under laws, rules, procedures, and practices applicable to the Judicial Branch of the Commonwealth of Massachusetts. The
