About this file

This is a Small Business Procurement Initiative document from the Pennsylvania Department of Conservation and Natural Resources (DCNR), Bureau of Administrative Services, in coordination with the Department of General Services' Bureau of Diversity, Inclusion, and Small Business Opportunities (BDISBO). The document promotes the Commonwealth of Pennsylvania's small business contracting programs and encourages eligible vendors to self-certify as Small Businesses (SBs) or Small Diverse Businesses (SDBs) to participate in contract opportunities. The related contract opportunity is a rebid for FDC Land Records Scanning, which requires a vendor to electronically record, index, and archive approximately 700,000 pages of FDC paper drawings and documents, including 3,350 Bureau of Forestry folders and 3,525 Bureau of State Parks folders. The document composition is approximately 60% letter size, 30% legal size, and 10% larger formats (11x17 or larger), with varying quality of original documents. All files are located on the 5th floor of the Rachel Carson State Office Building in Harrisburg, Pennsylvania, and must remain on-site throughout the project.

To qualify as an SB, a vendor must be a for-profit, independently owned United States business that is not dominant in its field, employs no more than 100 full-time equivalent employees, and has not exceeded three-year average gross revenues of $47 million. SDBs must first self-certify as SBs and then submit current certification from approved third parties to BDISBO. These programs allow eligible businesses to participate as prime contractors, subcontractors, suppliers, and professional service providers on Commonwealth purchase orders for goods, services, IT, and construction. The Commonwealth also offers a Small Business Reserve program, a race and gender-neutral program reserved exclusively for qualified SBs and SDBs. Additional program details and self-certification guidance are available at the DGS website, and questions can be directed to BDISBO at (717) 783-3119 or gsbdisbo@pa.gov.

Dear Small Business Owner:

The Department of Conservation and Natural Resources is focused on proactively promoting the use of Small and/or Diverse Businesses on eligible solicitations with our agency.

The Department of General Services' Bureau of Diversity, Inclusion, and Small Business Opportunities (BDISBO) has created a process with which eligible vendors can become selfcertified as a Small Business (SB) and verified as a Small Diverse Business (SOB). Once selfcertified, vendors can be considered for contract award opportunities with the Commonwealth of Pennsylvania that are specifically tailored for SBs and SDBs.

These programs allow SBs and SDBs to participate as prime contractors, subcontractors, suppliers, and professional service providers on Commonwealth purchase orders. Opportunities are available with the Commonwealth for goods, services, IT, and construction.

In addition, eligible businesses may compete for contracts reserved solely for small businesses under the Commonwealth's Small Business Reserve program, a race and genderneutral program open to all businesses that are SBs or SDBs.

In order to qualify as a Small Business (SB), a vendor must selfcertify that they meet the following requirements:

• The business must be a forprofit, United States business.

• The business must be independently owned.

• The business may not be dominant in its field of operation.

• The business may not employ more than 100 fulltime equivalent employees.

• The business may not exceed threeyear average gross revenues of $47 million, regardless of business type.

In order to qualify as a Small Diverse Business (SDB), a business must first selfcertify as an SB, then submit current certification from a variety of approved third parties to BDISBO.

For an overview of the program, stepbystep guide on how to selfcertify as a Small Business, and pertinent resources, please visit:

Should your business fall under these requirements, we strongly encourage you to register.

If you have any questions about the program, do not hesitate to contact BDISBO; they are reachable by phone at: (717) 7833119 or by email at: gsbdisbo@pa.gov.

Thank you for your continued support and interest in Commonwealth business opportunities!

Sincerely, Xia Wang Director Bureau of Administrative Services
