About this file
This is Amendment No. 1 to Solicitation DCKA-2026-Q-0150 issued by the District of Columbia Department of Transportation (DDOT), Office of Contracting and Procurement for the Positive Truck Route Signage project. The amendment modifies key deadlines and personnel requirements for the final design of a positive truck route signage network that will transition the District's freight network from advisory to compulsory routes. The original questions deadline has been extended to August 10, 2026 at 2:00 PM EST, and the proposal submittal deadline has been extended to August 21, 2026 at 2:00 PM EST. The amendment replaces Section H.5.2 entirely, establishing three mandatory Key Personnel positions with specific qualifications: a Project Manager requiring a Master's degree in urban planning, engineering, logistics, or relevant field plus seven years of project management experience on similar transportation network design projects and appropriate professional licensure (PE, AICP, or PMP); an Engineer requiring a Master's degree and five years of transportation engineering/operations experience in comparable urban contexts with PE licensure; and a Freight Planner requiring a Bachelor's degree and five years of transportation development/operations design experience. The amendment confirms that executed amendment forms will not count toward the 50-page submission limit and establishes 2,320 signs as the baseline assumption from the 2023 study for the final design package.
The amendment addresses ten submitted questions from prospective offerors, clarifying that the Disadvantaged Business Enterprise (DBE) goal is zero and that the District will not modify the broad data rights indemnification language in Section I.5. The amendment allows offerors to propose additional non-key personnel beyond the three required Key Personnel roles. No DBE set-asides are indicated, and no pricing information, contract value, contract term, or funding source details are provided in this amendment document.

No. Questions Answers 1 Can you clarify what the DBE requirement is on this contract?
The DBE goal is Zero.
2 Can you please consider modifying the contract language shown in Section I.5.11?
Both definitions of Data” as defined in I.5.1 and “Technical Data” as defined in I.5.2 are incredibly broad, making this indemnification obligation incredibly broad and not insurable.
No. At this time, the District is not considering changes to the Rights in Data clause in Section I.5.
3 Please clarify the education requirements for the Project Manager as the Traffic Operations and Certified Engineer options appear to be more related to licensure than education.
See Item #4 of this amendment.
4 Please clarify what the education requirement is for Engineer, as Certified Engineer is not a typical degree.
See Item #4 of this amendment.
5 The RFQ references DBE requirements in section H.13. Is there an expected DBE goal for this contract?
The DBE goal is Zero.
6 Given the quick turnaround for this response as well as the number of other RFQs recently released, would DDOT and OCP consider an extension on when submittals are due?
See Item #3 of this amendment.
7 Do the Solicitation, Offer, Award form and any executed amendment forms count toward the 50-page submission limit?
Executed amendment forms will not be counted toward the 50-page submission limit
8 The scope references sign quantities as a deliverable to be determined by the contractor. Can DDOT confirm whether the 2,200 new signs referenced in prior studies should be used as a baseline assumption for the final design package?
The 2023 study (Attachment J.19) estimated 2,320 signs would be required for the network. Yes, this remains the baseline assumption.
Section H.5.2 identifies three Key Personnel categories. May offerors propose more than one individual within a single Key Personnel category, and may additional staff roles beyond those three categories be included in SF330 Section E?
In accordance with Section H.5.2, the District requires three Key Personnel. Each proposed Key Personnel must meet the minimum qualifications. Offerors may propose additional non-key personnel roles.
10 Given the complexity of the scope and the compressed timeframe, would the District consider extending the submission deadline to allow offerors adequate time to prepare a thorough and complete response?
See Item #3 of this amendment.
