About this file

This is Amendment No. 1 to Solicitation DCKA-2026-Q-0144, issued by the District of Columbia Department of Transportation on July 30, 2026, for the New York Avenue Safety and Operations Study. The amendment addresses clarifications regarding key personnel qualifications and does not extend the solicitation deadline. The primary modification replaces Section H.5.2 with updated Key Personnel Quantities and Qualifications requirements, establishing mandatory staffing for five positions: one Project Manager requiring a bachelor's or master's degree in urban planning or related fields with 15 years of experience and professional certifications; one Traffic Engineering Design Lead with a civil engineering degree and traffic engineering concentration plus 7 years of experience; one Traffic Modeling Lead with a civil engineering or urban planning degree and 7 years of experience; one Civil Engineering Designer with a civil engineering degree, 7 years of experience, and a District of Columbia PE license; and one Community Engagement Lead with a communications or public policy degree and 7 years of experience. Prospective offerors must acknowledge receipt of this amendment prior to the original solicitation deadline through submission of amendment copies, acknowledgment on offer copies, or separate correspondence referencing the solicitation and amendment number.

The amendment incorporates responses to four bidder questions clarifying contract language and personnel requirements. The District declined to modify the Rights in Data clause in Section I.5, maintaining its current broad definitions. Regarding the Project Manager role, the District confirmed that a civil engineering degree is not acceptable and that the degree must be in urban planning or economics, geography, environmental studies, or political science with urban planning concentration. The amendment resolves a discrepancy between Section C.3.8.1 and the original Key Personnel table by establishing the updated qualifications table in Section H.5.2. All responses were finalized as of July 30, 2026, by Contracting Officer LaTonya Holland.
