PUR 7776 (Revised 07/2022) Incorporated by Reference: Rule 60A-1.045, F.A.C.
Intended Single Source:
Astadia, Inc.
Estimated Dollar Amount:
The estimated dollar amount for this Contract will be $317,645 over a six (6) year period including renewal, subject to the availability of funds.
Justification for single source acquisition (what is necessary and unique about the product, service or source; steps taken to confirm unavailability of competition, as appropriate):
The Idea Legacy Tools software licenses bundled with the Micro Focus tools were originally purchased by the department to facilitate the migration from a Unisys mainframe to a Windows server for several XGEN based applications. XGEN is an application generator that improves programmer productivity by generating Common Business-Oriented Language (COBOL) code to be complied on the Unisys mainframe. Micro Focus is an application generator that improves programmer productivity by generating COBOL code to be compiled on both mainframes and Windows Servers. In this bundled suite, the XGEN COBOL code is exported into Micro Focus on the Windows server where it can be compiled and run in the Windows environment. This Unisys to Windows migration enabled continued use of the legacy mainframe XGEN applications while still meeting the conversion date of December 31, 2009. This bundled Idea Legacy and Micro Focus Tools suite has preserved the department’s Unisys mainframe application functionality, business rules and performance without requiring a complete rewrite of the code.
To continue to use this software, the Department must purchase licenses and maintenance services.
These licenses are used to support the GRANTS application functionality, business rules and performance without requiring a complete rewrite of the code. Astadia Software is the only vendor that sells and supports the bundled XGEN software tools. Astadia Software is the sole owner, author and marketing agent for XGEN in North America, and is responsible for all maintenance, support and development for the product.
