About this file
This document outlines requirements of the Davis-Bacon Act for a HVAC removal and installation project at the Base Elizabeth City for the Department of Homeland Security US Coast Guard. Contractors must pay all laborers and mechanics employed on the project not less than the basic hourly wage and overtime rates listed in the Davis-Bacon Wage Decision posted with the solicitation. The Davis-Bacon Act mandates time-and-a-half pay for overtime hours over 40 in a workweek, with few exceptions. Noncompliance may result in withholding of contract payments, liquidated damages, contract termination, and debarment of up to three years for contractors. Apprentice rates only apply to those registered in approved apprenticeship programs. Employees can contact the Contracting Officer or Wage and Hour Division of the Department of Labor with any questions.
