About this file
This is a project overview document for the Dormitory Authority of the State of New York (DASNY) concerning a major renovation project at Baruch College's Information and Technology Building Library. The project encompasses approximately 39,000 square feet of renovation work on the second and fourth floors, including selective demolition, hazardous-material abatement, installation of new partitions, interior glazing, doors, custom millwork, flooring, ceilings, and acoustical treatments. The scope further includes toilet-room renovations, signage, and related finishes, along with modifications to fire-suppression, plumbing, HVAC and BMS controls, electrical and lighting, telecommunications, audiovisual, and fire-alarm systems. An add alternate is included for second-floor atrium perimeter upgrades. The project will be procured as a single-prime contract under the applicable DASNY New York City Project Labor Agreement (PLA), rather than as a multiple-prime project under Wicks Law. All subcontractors of every tier must agree to be bound by the PLA as a condition of award.
The estimated construction cost ranges between $5,500,000.00 and $6,000,000.00. The project includes specific minority and women-owned business participation goals of 18% and 12% respectively, along with 6% Service Disabled Veteran Owned and 45% Equal Employment Opportunity requirements. Prospective bidders must have a minimum of five years of experience in similar work and must submit documentation of five comparable projects completed or substantially completed within the last ten years. Contract documents are available for purchase through Camelot Print and Copy Centers' online planroom or by mail. Contract security, EEO/AA insurance, and New York State Vendor Responsibility Questionnaire compliance are required. Bidders must comply with New York State business registration requirements and, if providing professional engineering services, must obtain appropriate state certification.

Renovation of ~39,000sf on the second and fourth floors of the Baruch College Information and Technology Building Library. The work includes selective demolition and hazardous-material abatement; new partitions, interior glazing, doors, custom millwork, flooring, ceilings, acoustical treatments, toilet-room renovations, signage, and related finishes; and modifications to the fire-suppression, plumbing, HVAC and BMS controls, electrical and lighting, telecommunications, audiovisual, and fire-alarm systems. The estimate also includes an add alternate for second-floor atrium perimeter ceiling, flooring, HVAC diffuser, lighting, and controls upgrades.
The project is anticipated to be procured as a single-prime contract under the applicable DASNY New York City PLA and therefore would not be procured as a Wicks Law multiple-prime project.
The estimated construction cost range is between $5,500,000.00 and $6,000,000.00.
The Dormitory Authority of the State of New York (“DASNY”) has determined that its interest in obtaining the best work at the lowest possible price, preventing favoritism, fraud and corruption, and other considerations such as the impact of delay, the possibility of cost savings advantages and any local history of labor unrest are best met by use of a Project Labor Agreement (“PLA”) on this Project. The successful low bidder, as a condition of being awarded this Contract, will be required to execute the PLA described in the Information for Bidders and included in the Contract Documents. See Section 18.0 of the Information for Bidders of the Contract Documents for additional information. All subcontractors of every tier will be required to agree to be bound by the PLA.
