About this file
This is a Q&A document from the Executive Office of Labor & Workforce Development (EOLWD) of Massachusetts regarding vendor questions submitted through COMMBUYS for the DAS Grant Writing & Implementation RFR SST. The document clarifies that EOLWD is seeking a vendor to provide grant-writing services, specifically for federal apprenticeship grants, where the selected vendor will plan and draft grant applications and support implementation if awarded. The vendor will not serve as a subrecipient but rather as a contractor who will assist with subgrantee/subrecipient monitoring at EOLWD's direction.
The pricing structure must be based on a contingency fee arrangement, which can be expressed as either a straight percentage of the grant award, a flat fixed fee, or a hybrid model combining both approaches (e.g., fixed amount plus percentage). Bidders must submit all required forms with their quote, including the Standard Contract Form with at least the Contractor Information section completed. Proposals should include the total fee for service amount and document any federal apprenticeship grant-writing expertise, including relevant dates, details, and outcomes.

MEMORANDUM
To: DAS Grant Writing & Implementation RFR SST From: EOLWD Contracts & Procurement Team Subject: COMMBUYS Vendor Questions and EOLWD Responses Date: December 20, 2024
The following questions have been submitted through the COMMBUYS Q&A Tab. Attached are the EOLWD answers.
Question Subject Question SST Answer
FTE
I am extremely interested in this contract position. Can you please confirm whether this would be a full-time equivalent role, or whether it could be completed in a part-time consultancy fashion?
This is not a contract position. EOLWD is seeking a vendor to provide grant-writing services on a contingent fee basis.
Vendor Role Our company has a strong track record of helping organizations apply for and implement DOL grants. In those instances, we have served as a contractor and NOT a subrecipient. Can EOLWD confirm that our company will serve as a contractor if the Commonwealth is awarded this grant?
The selected vendor will plan and draft the grant application and, upon successful award, support its implementation, including subgrantee/subrecipient monitoring at EOLWD’s direction. EOLWD will be the grant applicant of record. The selected vendor will not be a subgrantee/subrecipient.
Proposal Requirements
Does the Commonwealth have any additional specifications on what should be included in our proposal?
The bidder should include a cost proposal representing the total fee for service amount over the period of performance, based on a contingent fee arrangement. The bidder should document any federal apprenticeship grant-writing expertise including relevant dates, details, and outcomes.
Budget The RFR states: If awarded, Bidders will be evaluated based on the total fee for service amount over the period of performance, expressed either as a flat amount or as a percentage of the award basis, whichever is determined to provide best value to the Commonwealth. Is the Commonwealth requesting a cost proposal as part of this RFR, or will that be negotiated after the Commonwealth is awarded the grant?
The bidder should provide a cost proposal, which must be based on a contingency fee arrangement as stated in the RFR. This could be expressed as a straight percentage of the grant award, or as a flat fixed fee. A hybrid proposal would also be considered, i.e. XX dollars, plus XX percentage of the grant, if that provides the best value to the Commonwealth.
Required Forms Can the Commonwealth confirm that ALL forms (listed on pg. 7) are required as part of our submission?
Or can the vendor complete these forms when awarded? The Standard Contract Form, for example, asks for information that has not yet been determined.
Please submit all forms when submitting quote. Regarding the SCF, only the box at the top left of the form (Contractor Information) needs to be completed at this time.
