About this file

This is a Streamlined Cost Buildup Workbook template for the DARPA SHINE (Selective Harnessing of Intrinsic Neuroplasticity Engineering) program, specifically designed for proposals under Solicitation Number DARPA-PA-21-05 (referenced in the template version). The workbook is a fixed-price milestone-based budgeting tool for Other Transaction Prototype Agreements with a maximum award value of $2,000,000 per award, including both government funding and any required performer cost share.

The template structure requires proposers to build costs across an 18-month Phase 1 base period aligned with five milestone deliverables due at months 3, 6, 9, 12, and 18. Cost categories include direct labor (with hours and rates specified by labor category, excluding percent level of effort calculations), subcontractors and consultants, travel, and other direct costs—all fully burdened with indirect costs. All proposers, including universities and institutions of higher education, must provide actual labor hours and associated rates. The five milestones progress from establishing an experimental baseline and validation protocol (Month 3) through selective substrate localization (Month 6), target engagement verification (Month 9), circuit-selective neuroplasticity demonstration (Month 12), and culmination in a fully validated intervention prototype with technical documentation and end-to-end validation testing (Month 18). Payments are made solely in amounts specified in the milestone schedule, and proposers must provide detailed justification for all cost elements in Volume 2 of their price proposal.

NOTES/INSTRUCTIONS:
1. The milestone due dates are stipulated in the Disruption Opportunity, and Attachment 1 Task Description Document and Attachment 3 Schedule of Milestones and Payments of the DO SAMPLE OT. The milestone amounts will be automatically populated from the sums in the "Milestone [X] Total" at the bottom of this sheet.
2. Rows can be added to reflect labor categories, subcontractors/consultants, and additional ODCs, as necessary. However, none of the fields currently in the template should be removed, to include formulas.
3. All proposers, to include Universities/Institutions of Higher Education, must include labor hours and associated labor rates for each labor category as stipulated above. Proposers are prohibited from using percent level of effort (LOE) calculations. Proposers are reminded that the resulting awards are Fixed-Price Payable Milestone Other Transactions for Prototype Agreements (meaning, payments are made solely in the amounts found in Attachment 3 of the Agreement).
4. Cost elements above should be fully burdened, inclusive of all applicable indirect costs. Visibility into indirect rates/costs is not required.
5. Proposers must provide justification in Volume 2 Price Proposal and any supporting documentation as required.
6 For PRIME submission - Subcontractor Name: If there are subcontracts, list all subcontractor names.
7 List Principal Investigator and Key Personnel working on the project even if they receive no salary support.
8 Subcontracts/Interorganizational Transfers: If appropriate, place Subcontractor name(s) or Interorganizational Name/Code under the Subcontractor section.
9 Consultants: If appropriate, place Consultant name(s) under the Subcontractor section.
