Defense Advanced Research Projects Agency (DARPA) Commercial Strategy:

COMMERCIAL SOLUTIONS OPENING

Transitioning DARPA-Funded Technologies Using Commercial Solutions

Attachment 1: Statement of Work (SOW) Template

A. BACKGROUND/INTRODUCTION.

B. OBJECTIVES/TASKS (WITH ASSOCIATED SCHEDULE/DELIVERABLES).

Provide a detailed task breakdown by Offeror Fiscal Year, citing specific tasks and their connection to interim milestones and metrics. The following list specifies high-level task objectives typically found in Embedded Entrepreneurship Initiative (EEI) SOWs. Information about EEI can be found at https://eei.darpa.mil. For each objective relevant to the Go-to-Market Plan for the proposed commercial solution, propose tasks and subtasks to achieve the objective.

For each proposed task and subtask, include a detailed description of the approach, the schedule, and the deliverables (e.g., data, reports, software). Define metrics and milestones that will demonstrate the achievement of each objective and the proposed schedule for the achievement of metrics and milestones.

(NOTE: Not every objective below will be relevant to a proposed commercial solution, so proposed SOWs shall include only a subset of these objectives.)

• Identify highly qualified, entrepreneurially-experienced individual(s) to lead the execution of the SOW tasks and engage this(ese) individual(s) as Embedded Entrepreneur(s). This(ese) individual(s) will work with the Offeror to execute the tasks below. The Offeror will create a job description and description of the opportunity that can be used to help find appropriately skilled EEs. If needed, the Offeror shall proceed with the remaining tasks in this SOW after receiving concurrence on the Embedded Entrepreneur candidate by the DARPA Contracting Officer’s Representative.

• Define & Validate the Commercial and Government Opportunity(ies); i.e., the “Value Proposition.”

• Perform a Competitive Analysis.

• Develop/Execute a Commercialization Strategy.

• Identify features and functionality demanded by customers for the commercial solution.

• Develop/Execute a Plan to build a Minimum Viable Product (MVP).

o If an MVP is proposed, the proposed tasks for the SOW shall include the collection of feedback on Government and civilian customer requirements for features and functionality and describing how feedback will be collected.

• Develop/Execute a Financing/Investor Engagement Plan (including a Pitch Deck).
