DARPA-BAA-14-33
Collaborative Operations in Denied Environment (CODE)
Questions and Answers – Round 2 02 June 2014
CODE BAA-14-33 Questions & Answers – Round 2
IN THE EVENT OF ANY INCONSISTENCY BETWEEN THE ANSWERS PROVIDED
HEREIN AND THE BAA, THE BAA SHALL TAKE PRECEDENCE
Question 24 We are in the process of preparing a response to the BAA for Track B. Is the list of references included in the page count? In which section should they go? Or should they comprise a separate section at the end of the main body?
Answer: DARPA will only review material that is included within the page count. Proposers can allocate their pages as they see fit, including the addition of references; however, the evaluation of the proposal will only be based on the material included, not the material referenced.
Question 25 We noticed that the proposal format described in the BAA does not have a section for references or a bibliography. Are we allowed to cite references that are included in the SOW section throughout the proposal text?
Answer: See answer to question 24.
Question 26 I would like clarification regarding the definition of WBS Levels. Is Level 3 defined as a task with two sublevels or one sublevel? Is a Level 3 WBS 1.1.1?
Answer: For Phase I WBS requirements:
Entire Project – CODE – Level 1
Task 1.0: Level 2
Task 1.1: Level 3
Task 1.1.1: Level 4
Question 27 To clarify, do we include five (5) hard copies and two (2) electronic copies on CD ROM in the proposal package that is to be sent via post mail to DARPA? We just wanted to confirm there is no way available to submit electronically.
If I've understood this correctly and the proposal must be submitted by post, does the 6/26/2014 due date apply to it being received in the office by 6/26, or is a post mark date of 6/26/2014 acceptable?
Answer: The submission method stated is correct and NO electronic submissions will be accepted. The proposal package must arrive at DARPA by the deadline of 26 June 2014 at 2:00 p.m. Eastern time.
Question 28 I understand that the due date for the Track A proposers on CODE has been extended. Is there a similar extension for Track B proposals?
Answer: The due date for all proposals has been extended to 26 June 2014 at 2:00 p.m. Eastern time, as stated in Amendment 1 of the BAA.
Question 29 Can we send a technical volume at the Secret Collateral level via FedEx?
Answer: No. Please refer to pages 28 and 29 of the BAA for guidance on how to submit Classified and Secret Collateral information.
Question 30 Our cost volume will be unclassified. Would you prefer us to upload this document or to package it together with the technical volume for completeness?
Answer: Per page 31 of the BAA, “Proposals may not be submitted via fax or e-mail; any so sent will be disregarded.” All proposals must be received via mail or hand-carry, per the instructions found on pages 27-29 (for submissions containing classified information) and pages 30-31 (for entirely unclassified submissions) of the BAA.
For submissions that contain both a classified and an unclassified volume, please ensure that the unclassified files are kept on a separate CD from the classified files, and that all CDs are well-marked.
Both the unclassified and classified CDs can be sent within the same package, which should be sent to the DARPA Classified Document Registry (CDR), per the instructions outlined on pages 27-29 of the CODE BAA. If you choose to send both classified and unclassified CDs in one package, please include two (2) copies of each.
Question 31 We noted in the SCG that some paragraphs were marked (U//FOUO). Is it DARPA’s desire that we mark our proposal this way, too? (As opposed to the standard (U), or higher as appropriate).
Answer: Markings should be in accordance with the content. If the data is FOUO, then it should be marked accordingly (U/FOUO); if not restricted, it should be marked (U).
Question 32 In order to expedite communication, can we assume digital transmission of classified data will be permitted during contract execution?
Answer: Yes; contractors may plan to use all available DARPA networks during program execution.
