About this file
This limited source documentation requests the purchase of synthetic substances from Cayman Chemical for pharmacological testing purposes. The Drug Enforcement Administration's Drug and Chemical Evaluation Section requires the substances to enrich known information about these drugs of concern and potentially schedule substances not currently controlled under the Controlled Substances Act. Cayman Chemical was the only vendor able to meet the urgent need to provide all substances listed by the deadline of January 2024 through January 2025, as any delay in procurement or testing could prolong health hazards to the public from substances not yet scheduled. The contracting officer certified this as a single-source acquisition with fair and reasonable pricing required.

Brief description of supplies or services required and the intended use:
The Drug and Chemical Evaluation Section (DOE) is seeking to purchase synthetic substances for diversion and control purposes. These substances will be tested for pharmacological activity. There is currently minimal, or no, pharmacological information available about this substance. The data obtained from these studies are necessary to enrich already known information about these substances and/or further support scheduling action documents to permanently place this substance under the control of the Controlled Substances Act (21 USC811 ).
Unique characteristics that limit availability to only one source, and any justification that no other supplies or services can be used or that urgent and compelling circumstances exist - include all critical delivery or performance dates and impact to the government if dates are not met:
The synthetic substances that DEA is seeking to purchase are drug of concern. These substances are known, or have the potential, to be highly abused. DEA is collecting information on how these substances are integrated into the NPS market.
In addition, the purchase of these substances is urgently needed to add to what is already known about this substance and/or support the scheduling of this substance by the DEA. For substances that are not already controlled, any delay will certainly result in the postponement of any DEA action to place these drugs under the control of the Controlled Substances Act, and prolong significant health hazards to the general public.
Cayman Chemical is the only company that provided a quotation for all the substances listed on the DEA-19 form. DEA has an urgent and compelling need to obtain this substance as soon as possible and in acceptable purity.
Describe in detail any market research conducted. Include results and state whether any vendors expressed interest:
