About this file

This document is a combined synopsis/solicitation for the procurement of Zeiss Arivis Pro Analysis + VR ACA Software. The National Institute on Drug Abuse (NIDA) is seeking to acquire this commercial software product to perform quantitative analysis on LSM confocal 3D images. The justification for the brand name requirement is that the Arivis Pro VR toolkit is already in use and integrated within ongoing research at NIDA, and switching software platforms would disrupt the continuity of science and data.

The solicitation is issued as a Request for Quotation (RFQ) under the Simplified Acquisition Procedures of FAR Part 13, with an estimated delivery of 60 days after contract award. The acquisition is competed on a full and open basis among authorized resellers, with the requirement set-aside for small businesses. The evaluation criteria include technical capability, price, and past performance. Responses must be received by 1:00 PM EDT on August 29, 2024, and should include the offeror's Unique Entity ID, Taxpayer Identification Number, and business size certification.

Revised10/31/2016

FAR Subpart 13.106-1(b)

3. Market Research (see FAR Part 1 0).

Market Research was conducted and the results of market research are detailed in the attached market research document.

4. Acquisition Type.

This acquisition exceeds $10,000 and not expected to exceed $250,000, and conducted in accordance with FAR Part 13—Simplified Acquisition Procedures.

5. Acquisition Authority. This acquisition is conducted under the authority of the Federal Acquisition Regulations (FAR) Subpart 13.106-1 (b) Soliciting from a single source. (1) For purchases not exceeding the simplified acquisition threshold, contracting officers may solicit from one source if the contracting officer determines that the circumstances of the contract action deem only one source reasonably available (e.g., urgency, exclusive licensing agreements, or industrial mobilization).

6. Justification Rationale.

Only one source is available:

Brand-name or Items peculiar to one manufacturer:

The Arivis Pro VR toolkit is a fully integrated Virtual Reality image analysis interface that displays real image data. Under PO 75N95021P00583 research was set up using the Arivis Pro VR toolkit. With arivis Pro VR you can use your hands to directly move, rotate, scale, and shape your digital image data. Freed from being tethered to your keyboard and mouse, and with depth perception equivalent to the real world, your hands are finally able to simply reach out and 'touch' your data to precisely and intuitively mark, measure, classify, track, edit, and segment. Arivis Pro VR enables efficient, accurate, and interactive proofreading, editing, tracking and de-novo segmentation of multi-dimensional images from a multitude of supported imaging instruments and systems.

Because this software is already implemented within NIA and is integrated within ongoing work/research switching software platforms is not conducive to continuity of science and data previously gathered.

7. Any other facts supporting the justification.

8. Project Officer Certification. The undersigned program official(s) certifies that the information in support of this justification for the proposed acquisition has been reviewed, is completed and correct to the best of my knowledge and belief and recommends approval.
