Brief description of supplies or services required and the intended use:
Drug Enforcement Administration is vigilant in identifying and mitigating the risk of providing DEA Registrations to practitioners who do not have the necessary state credentials, or who have state disciplinary actions that may make them unsuitable for DEA registration. In addition, it is critical for DEA to use tools that enable monitoring of disciplinary actions taken by any of the state licensing boards. This is a continuation of services based on the agency's needs.
In order to effectively perform its mission the Diversion Control Division, it is imperative that DEA have access to data that can verify applicant licensing information in every state, and check for disciplinary action. This will ensure each applicant is thoroughly investigated by DEA prior to issuing a registration. The Federation of State Medical Boards(FSMB)data will allow DEA to automatically compare the information provided by applicants for DEA registration with the data sets maintained by FSMB.
Unique characteristics that limit availability to only one source, and any justification that no other supplies or services can be used or that urgent and compelling circumstances exist - include all critical delivery or performance dates and impact to the government if dates are not met:
FSMB demonstrated possession and accessibility to the necessary licensing and disciplinary data to fulfill the DEA requirement. FSMB receives records on a weekly or monthly basis from 91% of medical boards in the United States and territories. The remaining 9% of medical boards report on a quarterly basis. FSMB has represented and worked directly with medical boards since 1912. FSMB is the only source which provides data in a consistent, timely and electronic format which satisfies the critical data and electronic requirements of the DEA.
Describe in detail any market research conducted. Include results and state whether any vendors expressed interest:
RFI DJD-17-N-0016 was created on FedBizOps, interested parties submitted capability statements which were reviewed and the findings determined only FSMB could meet the specified requirements.
The Contracting Officer hereby certifies that:
A. Only one source is reasonably available;
B. An order for the supplies or services will not be placed unless the price is determined to be fair and reasonable; and C. If brand name specifications are used for the basis of this determination and the acquisition exceeds $25,000, this Limited Source
Documentation will be made available together with the solicitation in the Governmentwide Point of Entry (FedBizOpps) in accordance with FAR 5.102{a){6), on GSA e-Buy in accordance with FAR 8.405-6{d), or on the NASA SEWP V Quote Request Tool pursuant to 40 U.S.C. 11302(e).
