BRAND NAME JUSTIFICATION
TEST PROGRAM FOR CERTAIN COMMERCIAL ITEMS
AUTHORITY: FAR 13.501(a), 41 U.S.C. 1901
Solicitation D15PS00420
1. Identification of the agency and the contracting activity, and specific identification of the document as a “Sole Source Justification.”
This document is a brand name justification for the Department of the Interior, Interior Business
Center, Acquisition Services Directorate, Division IV, Branch III, Boise, Idaho.
2. Nature and/or description of the action being approved.
This action is a new procurement for one used, turbo, Cessna 206F or G model aircraft for the
DOI's National Park Service (NPS), Grand Canyon National Park. AQD will prepare a commercial item solicitation utilizing best-value procedures in accordance with the Federal
Acquisition Regulation (FAR) Parts 12 and FAR Part 13.5 permanent authority as per Class
Deviation -2015-00004.
3. A description of supplies or services required to meet the agency’s needs (including the estimated value).
The NPS has a need to replace the current Cessna U206 in the Grand Canyon National Park. The requirement for this replacement aircraft include high wing for maximum visibility, six seats configuration (one pilot and five passengers), and certified for single pilot operations. The airplane is intended for multiple uses as cargo and personnel transportation, law enforcement patrols, wildland fire reconnaissance, and wildlife surveys. The aircraft will use landing sites of varying lengths (2000 ft. – 9000 ft.) and operating in temperatures up to 100 degrees F and an elevation of 6500 feet.
An advisory and assistance contractor, Conklin and de Decker, performed detailed market research based upon the agency's needs and prepared an Exhibit 300 submitted May 12, 2010.
Conklin and de Decker was required to consider DOI's aircraft fleet standardization and modernization, aircraft maintenance, government pilot capabilities, safety and performance risks, and overall cost. The analysis concluded that the Cessna model 206 is only the aircraft suited to meet the specified mission needs. No other suitable aircraft has been introduced to the market since the report was completed. The NPS concurs that the Cessna 206 is the only aircraft available to meet its mission needs given the factors considered.
4. An identification of the statutory authority permitting sole source acquisition.

5. A demonstration that the proposed contractor’s unique qualifications or the nature of the acquisition requires use of the authority cited.
This brand name justification is based on the research and information provided in the Exhibit
300 prepared by Conklin and de Decker, dated May 12, 2010 for the replacement of N32PS.
Conklin and de Decker researched available aircraft based upon the mission requirements of the NPS. As stated above, the Business Case Analysis (BCA) took into account fleet standardization, maintenance reliability and costs, typical pilot profile, fleet aircraft modernization, procurement risk, and per unit cost.
6. A description of efforts made to ensure that offers are solicited from as many potential sources as practicable, including whether a notice was or will be publicized as required by FAR Subpart 5.2 and, if not, which exception under FAR 5.202 applies.
This action will be synopsized on the Federal Business Opportunities website. The NPS may place an advertisement in an "aircraft for sale" publication (i.e. Trade-a-Plane). The solicitation will notify prospective offerors that the Government plans to research other publications and the
Internet for aircraft for sale, contact the sellers/advertisers of used non-turbo Cessna 206s, and alert them to the solicitation.
7. A determination by the contracting officer that the anticipated cost to the Government will be fair and reasonable.
Light commercial aircraft are routinely sold in the commercial marketplace. There may be dozens of advertisements for Cessna 206s at any given time. There also may be airplane owners that could be interested in selling their airplanes but have not placed them up for sale. Pricing guides similar to pricing guides in the automobile market are available to assist in the review of prices. The Aircraft Blue Book is one such publication that is available for use to determine price reasonableness. Therefore, competitive prices are expected from offerors responding to this solicitation resulting in costs to the Government that are fair and reasonable.
8. A description of the market research conducted (see Part 10) and the results or a statement of the reason market research was not conducted.
The Internet was researched and a number of Cessna 206 aircraft were found through various websites advertising aircraft for sale (some being private individuals). The Small Business
Administration's Dynamic Small Business Search feature was used to research data when preparing the DI-1886; however, the non-manufacturing rule applies. As such, this requirement is not eligible for small business set-aside.
9. Any other facts supporting the use of other than full and open competition, such as:

10. A listing of the sources, if any, that expressed, in writing, an interest in the acquisition.

11. A statement of the actions, if any, the agency may take to remove or overcome any barriers to competition before any subsequent acquisition for the supplies or services required.
It is anticipated that any future purchases of Cessna 206s to complete fleet standardization will be competed in the same manner.
