Synopsis D15PS00041

The Interior Business Center (IBC), Acquisition Services Directorate (AQD), Boise, ID in support of the National Science Foundation (NSF) is issuing Solicitation D15PS00041 for helicopter services utilizing two light, single engine, turbine helicopters such as an Bell 206L3/L4, AS350B2/3, BH407, or similar helicopter which is fully Contractor operated and maintained. Two on-site helicopter mechanics and one helicopter technician is required for this service. The NSF is the executive agency for the United States Antarctic Program (USAP). The USAP involves the research and technical activities of the NSF and other U.S. Government agencies. For the purposes of this project, USAP helicopter operations on-board the RVIB Nathanial B. Palmer (NBP) will support projects involving approximately 20 scientists, students, and technicians operating within a nominal 50-mile radius of the vessel. The services required to be performed include transportation of personnel and cargo (approx. 27,000 pounds across three main camps) in support of the scientific projects, related administrative and infrastructural activities, and search and rescue (SAR) as directed by the NSF Representative on-board NBP. The performance period is expected to be from February 15, 2016 to March 30, 2016.

The anticipated issue date of the solicitation is February 13, 2015 with a projected closing date of March 10, 2015. This solicitation is set-aside 100 percent for participation by small business concerns under NAICS code 481211, Nonscheduled Chartered Passenger Air Transportation, which has a small business size standard of 1,500 employees or less. The Government will award a contract in accordance with the best-value trade-off instructions of the solicitation. The apparent successful offeror must be registered in System for Award Management (SAM) at SAM.gov, formerly known as CCR, in order to receive an award.
