About this file

This is an Addendum 1 document for a New York State Office of Parks, Recreation and Historic Preservation (OPRHP) general construction contract (D006636) for Phase 1a Terrace Park at the High Falls State Park project located at 365 St. Paul Street in Rochester, New York. The project encompasses general park construction including site preparation, demolition, excavation of contaminated soils, utility infrastructure installation, restroom and pavilion structures, playground surfacing, concrete and asphalt walkways, landscaping with soil and plantings, site furnishings, railings, boulders, seating, interpretive signage, and a one-year plant care warranty period. The addendum addresses 41 Requests for Information (RFIs) submitted by prospective bidders and includes revisions to specifications and drawings across multiple disciplines including landscape architecture, civil engineering, soils and planting, play design, architecture, and structural engineering. The pre-bid meeting was held on July 20, 2026, with bids due electronically by 10:30 AM on August 5, 2026, and public bid opening via WebEx at 11:00 AM that same date. The project must be completed within 365 days after contract approval by the New York State Comptroller's Office, with substantial completion required 325 days after contract approval and punchlist completion within 355 days.

The engineer's cost estimate for this prevailing wage project ranges from $17,415,171 to $23,561,702. Bid security in the form of a certified check, bank check, or bid bond is required in the amount of $1,024,450. The project contains a Project Labor Agreement (PLA) requiring prime contractors and subcontractors to submit completed PLA documentation including a List of Subcontractors and Letter of Assent; failure to submit these forms correctly results in bid disqualification. Minority and Women Business Enterprise (MWBE) goals are set at 11 percent Minority Business Enterprise (MBE), 19 percent Women Business Enterprise (WBE), and 6 percent Service-Disabled Veteran-Owned Business (SDVOB). All permits are to be issued by OPRHP, and contractors must submit acknowledgment of receipt of the addendum with their bid. Liquidated damages are assessed at $4,000 per day for failure to meet specified milestone dates. The addendum documents revisions addressing stone sourcing clarifications, concrete paving specifications, playground equipment specifications, restroom winterization requirements, and electrical service demarcation responsibilities between the contractor and RG&E utility company.

ADDENDUM 1

JOB NAME AND PROJECT NUMBER

Phase 1a Terrace Park High Falls State Park General D006636

DATE - July 29, 2026

ALL BIDDERS SUBMITTING A BID FOR THE ABOVE NAMED PROJECT SHALL TAKE NOTE OF THE

FOLLOWING CHANGES, ADDITIONS, INTERPRETATIONS, CLARIFICATIONS, ETC. IN CONNECTION

WITH THE DRAWINGS AND SPECIFICATIONS AND OTHER BID DOCUMENTS. THE FOLLOWING

INSTRUCTIONS HAVE PRECEDENCE OVER ANYTHING CONTRARILY SHOWN ON THE DRAWINGS

OR DESCRIBED IN THE SPECIFICATION DOCUMENTS, AND ALL SUCH INFORMATION SHALL BE

TAKEN INTO CONSIDERATION AND BE INCLUDED IN THE BIDDERS BID AMOUNT.

ACKNOWLEDGE RECEIPT OF THIS ADDENDUM BY INSERTING ITS NUMBER AND DATE IN THE

SPACE PROVIDED IN THE BID FORM. FAILURE TO DO SO MAY SUBJECT BIDDER TO

DISQUALIFICATION.

Summary of Addendum Items:

ITEM #1 – Revision to Specification Section 015000:

• Revise Specification Section 015000 2.2B to read “Parks/CM Field Office: of sufficient size to accommodate office space for Director’s Representative, Architect and Construction Manager. This field office shall be separate from contractors field office. Provide one space of sufficient size to accommodate Project meetings specified in other Division 01 Sections…” Rest of section shall remain

ITEM #2 - The following is a list of RFI questions and responses as related to this project:

1. RFI #1 Question: Are 40 hour OSHA trained Haz Whopper employees required to work on the site? If so who does this apply to specifically as many trades will not have this training?

Response: See spec section 013529 - 3.1 A.

2. RFI #2 Question: Is a decontamination pad required for the site? If so, can the owner provide a design and location?

Response: For general earthwork activities, the stabilized construction entrance must be used to control/minimize tracking of soil offsite onto the street per the SWPPP. All vehicle tires must be free of sediment before leaving the site. Should hazardous waste or petroleum contaminated soil be encountered, a decontamination pad would be

New York State Office of Parks, Recreation and Historic Preservation - Genesee Region One Letchworth State Park, Castile, NY 14427 www.nysparks.com required. This contingency must be priced into the allowances including the Sub- Surface Condition Allowance for Petroleum-Contaminated Soil and the Sub-Surface Condition Allowance for Hazardous Soil and Fill Cut Material.

3. RFI #3 Question: Is the final geotechnical report with boring logs issued, and are foundation/subbase designs final? The set is "issued strictly for bidding based on preliminary geotechnical assumptions."

Response: Geotechnical investigation and report are still pending. The designer has made conservative assumptions regarding foundations for the purpose of design and drawing development, which will be verified upon receipt of the geotechnical report. Changes to the design of foundations based on geotechnical findings may require either a change order addition, or credit back to the Owner depending on whether an increase or decrease to the work.

4. RFI #4 Question: There are many delegated design specifications is the contractor providing his own engineer and details for these sections or with the engineer of record be providing this information?

Response: Delegated design items are the responsibility of the chosen contractor and/or their sub-contractors and fabricators. In some cases the documents may include a basis-of-design or member/element size based on preliminary engineering calculations, however where the item/system is noted as delegated design, the provider of said item/system is responsible for final design to be completed by a NYS licensed professional engineer.

5. RFI #5 Question: Please Confirm the RG&E electrical-service demarcation — who pulls, trenches and energizes the service (the PLA excludes "RG&E work")- is all this work by others?

Response: No, work is split between the contractor and RG&E. RG&E will be responsible for the demo of the old service, pulling secondary cable from manhole to meter, setting the meter, and energizing. The contractor will be responsible for installing conduit from the utility owned manhole to the building, installing the meter box, and wiring the meter for service.

6. RFI #6 Question: Please Provide the traffic-signal and ROW-intersection reconstruction scope/details (referenced in the Summary but not in the technical spec).

Response: Traffic signal and ROW-intersection reconstruction designs will be a separate contract.

7. RFI #7 Question: Please Confirm the Bid Form unit-price allowance plug quantities (Rock &

Concrete, Petroleum Soil, Hazardous Soil) – as there are no unit prices listed on the

Addendum #1 Page 2 of 193 bid form, are these going to be corrected or are these items in fact base bid items to be all inclusive?

Response:

This is a lump sum bid and as such all references to unit price allowances should be removed from specification section 017419.

8. RFI #8 Question: Please specify if the irrigation a fully automatic system

(heads/drip/controller) or only a buried supply stub? If this is a full system, please provide details and drawings for the system.

Response: There is no permanent irrigation system included in the project.

Temporary irrigation may be required of the Contractor as means and methods to ensure plant establishment.

9. RFI #9 Question: Please specify the playground critical fall-height value(s) to size the poured-in-place cushion depth- or provide the pour in place cushion depths needed

Response: At the lower terrace, the maximum critical fall height is 8' (this is set by the height of the rock scramble). The upper terraces have a critical fall height of 4'.

10. RFI #10 Question: Please Confirm winterization for the seasonal restroom — trap primers and/or a whole-building drain-down

Response: Winterization intent for the seasonal restroom is a full drain down of all domestic cold and hot water lines. Domestic water shall be drained from the service drainable isolation valve. The riser portion of the service entering the building shall remain active and be isolated and provided with heat trace for freeze protection.

Provide valves at the highest points of cold and hot water supply lines to allow air admittance during draining. Drainable isolation valves shall be provided for hydrant lines and the drinking fountain. Provide blow out valves for compressed-air connection to remove water from yard hydrants above the frost line. Sanitary system shall be provided with trap seals. During seasonal shutdown, the owner shall implement winterization procedures to add non toxic propylene glycol based antifreeze to fixture traps for freeze protection.

11. RFI #11 Question: Please confirm the allowable working hours for the site as the specification states that all acceleration, overtime and extended shift to meet the schedule must be included in the bid?

Response: See spec section 011000 1.14B

12. RFI #12 Question: Is a full-time health and safety officer required for the project?

Addendum #1 Page 3 of 193

Response: A full time h/s officer is not required unless a pattern of safety issues occurs, at which time Parks may request full time health safety staffing.

13. RFI #13 Question: Who needs medical testing for the site- is this a pre and post requirement and for what trades if so?

Response: See spec section 013529 - 3.2 A. B. C.

14. RFI #14 Question: When will OSC give contract approval so we know when work can start?

Response: It is generally anticipated that a NTP will be issued within 90 days of the bid opening, however this can vary.

15. RFI #15 Question: What is the anticipated completion date that the state parks want to use the facility?

Response: See spec section 011000 1.6B

16. RFI #16 Question: Are LDs $4,000.00 per day?

Response: See General Conditions Section 14.10

17. RFI #17 Question: The Soil Plan does not match the remainder of the drawings, please update soils plan to match the rest of the drawing set

Response: See Addendum 1 drawing LP200.

18. RFI #18 Question: Can any of the soils excavated on site be reused as fill?

Response: No. Reference Note 1 of the Soil Handling Notes on drawing C-001.

19. RFI #19 Question: Drawing LP100 – Removals Plan Indicates invasive species clearing which looks like it extends past the upper gorge limits, is the intent to only clear the upper limits or beyond and if beyond can you specify exactly whereas this will pose a challenge to complete this work

Response: Invasive species clearing is primarily limited to the eastern portion of the project site, adjacent to the CSX railroad right-of-way. The separate hatch extending into the gorge designates the View Management Area, which requires selective clearing and grubbing to establish designated view corridors from the upper terrace, rather than mass removal. Specific trees and vegetation for removal or flush-cutting will be designated in the field in coordination with the Landscape Architect, which may include both non-invasive and invasive species. The Contractor remains

Addendum #1 Page 4 of 193 responsible for determining all necessary safety measures and means and methods required to safely execute the work.

20. RFI #20 Question: Where is the offsite storage location for salvaged items?

Response: Salvaged items will be directly turned over to the City of Rochester

21. RFI #21 Question: There is attic stock called out to be purchased for several items, where is this material to be stored permanently?

Response: To be determined but presumed to be within five miles of the site

22. RFI #22 Question: Per section 0512000 “ Fabricator Qualifications: A qualified fabricator that participates in the AISC Quality Certification Program and is designated an AISC-Certified Plant, Category BU, or is accredited by the IAS Fabricator Inspection Program for Structural Steel (Acceptance Criteria 172) “Can these requirements be waived?

Response: This will be reviewed on a case by case basis. Please note that if a non-

AISC-Certified plant/fabricator is allowed, the work will be subject to additional special inspections under BCNYS. The cost of any additional special inspections will be the responsibility of the contractor.

23. RFI #23 Question: Please clarify the extent of the exposed aggregate concrete paving. Are the walks within the City of Rochester ROW to receive this finish? Are all the walks within the park to receive this finish?

Response: See Addendum 1 drawing L300.

24. RFI #24 Question: Please provide the basis of design for the exposed aggregate. Section

321320, Section 2.4 indicates a sample will be provided by the landscape architect. We need a product to price for bidding purposes.

Response: See Addendum 1 spec section 321320.

25. RFI #25 Question: Please provide the landscape architect's design reference sample for the exposed aggregate. Section 321320, Section 3.3 indicates a sample will be provided by the landscape architect. We need a picture or description of the sample to price for bidding purposes.

Response: See Addendum 1 spec section 321320.

Addendum #1 Page 5 of 193

26. RFI #26 Question: On C504 it calls out 6'' concrete that will serve as a base for stone pavers. I've highlighted these sections on L300 that I believe constitute that base.

Please confirm when possible.

Response: Refer to RFI 03 response.

27. RFI #27 Question: Spec section 321170-2.1.D for specialty boulders mention that owner supplied boulders may be used in the work … subject to approval of color by landscape Arch. And Drawing C101 directs removal of all existing boulders to an offsite stockpile. It is unclear if the exiting boulders can be reused on site as Boulders A,B,C Or can it be use for the scramble boulders at the Playground? Please clarify.

Response: See Addendum 1 spec section 321170.

28. RFI #28 Question: Spec section 321170-2.1.B fully specifies a Reclaimed Granite Semi

Dimension Wall Block but no drawing names it. Identify where it is used and the measurement basis or confirm it is not used on this project.

Response: See Addendum 1 spec section 321170 and drawings.

29. RFI #29 Question: Detail 6/L800 calls out a 'PRE-WEATHERED STEEL SIGN WITH

ENGRAVING, SEE NARRATIVE.' No signage or interpretive narrative showing in the drawing?

Response: Signage content is TBD and will be provided in a future issuance.

30. RFI #30 Question: 321600-2.2.A.1 describes curb with an authentic historic 'Third

Generation' patina free of modern saw marks — i.e. reclaimed. 3/C503 requires NYSDOT Type NVF 'or approved equivalent' and that curb material 'shall match existing. These cannot both apply to the same run. Please designate which type of curb to be used?

Response: Existing curbs are to be removed and disposed of legally offsite. No existing curbs are to be reused. Use NYSDOT Type NVF curbs where designated.

31. RFI #31 Question: 321600-3.2 directs the Contractor to “remove mortar and concrete from existing curbs to be reused.” However, C101 does not identify any existing curbs for salvage and reuse. Please identify the location(s) of any curbs to be salvaged and reused or confirm that no existing curbs are to be reused.

Response: Existing curbs are to be removed and disposed of legally offsite. No existing curbs are to be reused. Use NYSDOT Type NVF curbs where designated.

32. RFI #32 Question: Detail 6/L801 'STONE SCRAMBLE WALL' and its companion

'NATURAL STONE BOULDER SCRAMBLE' show a boulder assembly with the

Please confirm the following:

a. The Stone Scramble Wall (6/L801) is constructed from the specialty boulders listed in the Boulder Schedule (3/L300) — i.e., Boulder Types A, B, and C — and is therefore the SAME material as those boulders: naturally occurring, weathered granite or limestone per ASTM C615, with blast rock not accepted (321170-2.1.A).

b. The boulders used in the Stone Scramble Wall are INCLUDED WITHIN the 56 EA (26 A + 23 B + 7 C) shown on Schedule 3/L300, and are NOT a separate, additional quantity.

Response: See Addendum 1 spec sections 044310 and 321170, and drawings.

33. RFI #33 Question: The rock-scramble elevations on PL601 call out 'SCRAMBLE BOULDERS' (keynote 04), 'TRANSFER BOULDERS' (keynote 08) and 'FIELD BOULDERS' (keynote 01). No stone type or material is specified for them; no quantity is given; and the keynote reference is not resolved to a governing specification section on the sheet. Please confirm if the scramble boulders showing in the PL drawings are the same material type for the Specialty boulders A,B,C?.

Response: See Addendum 1 spec sections 044310 and 321170, and drawings.

34. RFI #34 Question: Please provide the depth of the thickened concrete slab/curb underneath the railing along the gorge Drawing L611 Detail 1 Profile.

Response: Refer to RFI 03 response.

35. RFI #35 Question: Can as-builts for the existing rail be provided including anchoring and footing information?
