SCOPE OF WORK / SPECIFICATIONS – MOBILE SHOOTING RANGE
Requirement: The Veterans Administration Police Department in Amarillo, TX has a requirement for a two-lane mobile (moveable) shooting range with a maximum 25-yard target distance in which to safely conduct live-fire firearms training and required periodic qualification/requalification, using handguns, rifles, and shotguns. Due to close proximity of other activities and personnel on the VA complex, the range must have a zero-surface danger zone (Zero SDZ) and be capable of containing all fired projectiles. The contractor shall provide a ‘turnkey project,” including the complete mobile range, required supporting concrete pad(s) including all necessary excavation and site restoration, and line voltage electric shore power extended from the nearest available electric service, etc. Provide all labor, materials, supplies, tools and equipment, supervision and services necessary for the install and setup of the Mobile Range.
Current VA specifications, guidelines, design alerts, manuals, details, criteria, instructions, procedures, standards, etc. Refer to the VA Technical Information Library at http://www.cfm.va.gov/TIL/ The work is to conform to attached specification Table of Contents.
If there is a discrepancy in any condition affecting work, it shall be brought to the attention of the VA Representative before proceeding with the work.
1. PRODUCTS.
MOBILE SHOOTING RANGE.
0. MOBILE SHOOTING RANGE. The range shall be a Mobile Firearms Training Unit, Model MFTU25-2, manufactured by Shooting Range Technologies, a Division of Laser Shot, Inc., or equivalent having equal or better salient characteristics and capabilities. It shall be comprised of two (2) trailers arranged in a 1 x 1 (back-to-back) configuration; the range having a 25-yard live-fire compartment and Control Room. There shall be a single stairway access.
0.1.
0.1.1. TRAILERS. All trailers shall be new, previously unregistered, Model “Duraplate” Dry Van, manufactured by Wabash, or equivalent, having the following minimum specifications: Dimensions: 53′ x 102-3/8″ x 13′6″, Front interior height: 110-1/4″, Rear interior height: 111-1/4″, Interior width sidewall to sidewall: 101″, GVWR: 68,000 lb / 30,845 kg, GAWR: 20,000 lb / 9,072 kg, Manufactured in an ISO 9001:2008 registered facility
0.1.2. JACKS. Each trailer shall be supplied with four (4) portable corner jacks, Model H-1544, Manufactured by U-Line or equivalent.
0.1.2.1. LIVE FIRE COMPARTMENT.
0.1.2.1.1. DOORS. If an airwall-type supply air diffuser is employed, the range shall include a perforated 36” x 80” swinging panel to enable access through the doorway between the live-fire compartment and Control Room. The air door shall swing into and against the side wall of the live-fire compartment.
0.1.2.1.2. WINDOW. If an airwall-type supply air diffuser is employed, the clear Lexan or Plexiglas airwall, along with the ballistic viewing window from the Control Room function as the window system.
0.1.2.1.3. RANGE LIGHTING. Lighting in the live-fire compartment shall consist of dimmable white LED ceiling-mounted strip lights, one (1) battery-powered combination “EXIT” sign and emergency light.
0.1.2.1.4. RANGE ELECTRICAL. Electrical systems installed in the Mobile Range shall meet all applicable requirements of the National Electric Code (NEC) and components shall be approved by Underwriters Laboratories (UL-Listed).
0.1.2.1.5. SWITCHES. All lighting switches and/or dimmers used to control lighting in the live-fire compartment shall be located in the Control Room.
0.1.2.1.6. OUTLETS. The range shall include one centered, ceiling mounted duplex 115V outlet.
0.1.2.2. STAIRS. The range shall be supplied with one set of OSHA-compliant collapsible stairs with handrails.
0.1.2.3. SHORE POWER. The contractor shall arrange to extend electric service from the panel (PNL), panel number (HA) in Bldg 49 nearest existing customer location capable of providing the required power. Extension shall be trenched in and properly filled following installation, including any concrete or pavement patching and reseeding of grassy areas. Line shall terminate in a properly located weatherproof box with approved disconnect. The Mobile ranges shall be supplied with a single shore power connector and 25’ shore power cord.
0.1.2.4. FIRE EXTINGUISHER. The range shall be supplied with two (2) 10 lb. ABC-type fire extinguishers; 1 wall-mounted in each Control Room and 1 wall-mounted in each live-fire compartment.
0.1.3. BULLET CONTAINMENT.
0.1.3.1. STEEL. Walls, floors and ceilings shall be lined with mill-certified 3/8” AR500 (Brinell rating) steel that is capable of defeating and containing all fired projectiles (non-armor piercing/non-incendiary) with velocities of 900-3600 fps and energy up to 3600 ft lbs, when fired in any direction. The steel lining shall not have any protrusions which could cause a ricochet of fired projectiles when fired properly; in a down range direction from the 25-yard firing line.
0.1.3.2. BULLET TRAP. The range shall incorporate a sloped, granulated rubber-type bullet trap at the butts end of the range, capable of containing all fired projectiles with velocities of 900-3600 fps and energy up to 3600 ft lb, when properly fired into the bullet trap, and without allowing or causing ricochet or splash-back of projectiles or projectile fragments. The rubber media shall be made from off-the-road (OTR) rubber tread peelings, with granules nominally sized, 1/2”-3/4", be free of steel cording, and mixed with a fire retardant.
0.1.3.3. ANTI-RICOCHET/SOUND ATTENUATION. Combination anti-ricochet protection/sound reduction material shall be installed on walls, ceilings, and floors in the firing line trailer using a combination of materials including ballistic rubber tile on the floors and a cementitious wood fiber board/rock wool combination having both anti-ricochet and sound absorbing qualities on the walls and ceiling.
0.1.3.3.1. BRT. The range shall incorporate 1” thick ballistic rubber tile (BRT) on the floor, extending from the 25-yard firing line rearward to the containment wall which separates the live-fire area from the Control Room.
0.1.3.3.2. BOARD/WOOL. The range shall incorporate the brand name or equal Troy System combination sound attenuation/Anti-ricochet treatment as manufactured by Troy Acoustics Corp. The system is a combination of cementitious wood fiber panels mounted over mineral wool. Impulse gunfire sound measured at 50’ from the range in any direction and inside the Control Room shall not exceed 85 dbA. Wall and ceiling treatment is from the wall which separates the Control Room and live-fire compartment to the end of the firing line trailer (trailer joint).
0.1.4. VENTILATION/ENVIRONMENTAL CONTROLS
0.1.4.1. LIVE-FIRE COMPARTMENT. The live-fire compartment shall have independent, switched dual-mode (purge/recirculation) ventilation system with electric heat and air conditioning and air filtration systems incorporating brand name or equal MERV 8 intake filters, and two-stage exhaust/pre-recirculation filters (MERV 8 prefilters/MERV 17 HEPA final filters). Outside air (purge mode) or mixed air (recirculation mode) shall be conditioned (heated or cooled) and delivered to the firing line via a perforated, balanced air wall or radial diffuser. Airflow shall be delivered to the firing line a non-turbulent, “laminar” manner, with a nominal velocity of 50-75 feet per minute (fpm) fpm, designed to meet the requirements of US Navy NEHC-TM6290.99-10 Rev 1, Sec. 5.2. The ventilation system shall operate at a slight negative pressure relative to the control room and outside environments and ducted to the outside in such a manner that minimizes the possibility of mixing intake air with the exhaust air from the live-fire compartment or with the intake air for the Control Room. A carbon monoxide (CO) detector shall be located inside the live-fire compartment and shall be set to cause a warning alarm (visual and aural) should CO levels exceed 50 parts per million (ppm). Each filter stage shall be monitored for pressure drop such that as a filter becomes clogged, a visual yellow-light warning will illuminate on the control panel indicating that a filter change in that stage will be required soon. A visual red-light warning on the control panel will illuminate indicating the system will no longer operate unless the filter is changed and the alarm is cleared.
0.1.4.2. CONTROL ROOM.
0.1.4.2.1. HVAC. The Control Room shall have a combination heating, ventilating, and air conditioning (HVAC) unit, properly sized (minimum 7500 cooling BTU /3850 heating BTU/205 cfm) for the Control Room with intake and exhaust ducted to the outside environment and located in a manner that minimizes the possibility of mixing intake air with the exhaust air from the live-fire compartment.
0.1.4.2.2. OPERATOR’S STATION/CONTROLS. The Control Room shall include a desk and office-type chair for the Operator. The desk shall hold the target and communications systems master controls. The Operator’s Station of the “master” Control Room shall have a desk-mounted, hard-wired touchscreen target system master control, brand name or equal Spire Range Systems and running the SpireOS. Operation of the target systems while outside of the Control Room is accomplished by a wireless tablet master controller manufactured by Spire Range Systems and running the SpireOS. The range compartment ventilation system controls and monitoring panel shall be wall-mounted adjacent to, and within reach of the Operator’s Station. Lighting controls shall be wall-mounted within reach of the Operator’s Station. The switch/controls for the police-style red/blue lighting shall be wall- or desk-mounted within reach of the Operator’s Station.
0.1.4.2.3. FLOOR. The control room floor shall be covered with 17mm thick rubber anti-fatigue non-slip matting, color: black preferred.
0.1.4.2.4. WALLS AND CEILING. The walls and ceiling shall have a finished surface of Fiberglass reinforced plastic (FRP) paneling, color: white preferred.
0.1.4.2.5. LIGHTING. The Control Room shall have overhead, ceiling-mounted, dimmable LED general white lighting and low-level red lighting, each with wall-mounted dimming controls/switches.
0.1.4.2.6. ELECTRIC. The Control Room shall have two (2) 2-gang outlet boxes, each containing a duplex outlet, and each 2-gang box with duplex outlets shall be on a dedicated 20A circuit. One box shall be wall-mounted at standard height under the Operator’s station desk and one box shall be wall-mounted at standard height beneath the HVAC controls. The main circuit breaker panel box shall be wall-mounted directly behind the Operator.
0.1.4.2.7. WINDOW. A 24” x 36” ballistic viewing window shall be located and centered in the wall separating the Control Room from the live-fire compartment. The window and frame shall be ballistic-rated meeting UL 752 Level 5.
0.1.4.2.8. DOORS.
0.1.4.2.8.1. OUTSIDE ENTRY DOOR. There shall be one entry door provided leading from the outside to the Control Room. The door shall be a standard commercial exterior insulated steel door, 36” x 80” with standard commercial-grade locksets, hardware, and closer and standard gray finish preferred.
0.1.4.2.8.2. RANGE ENTRY DOOR. There shall be one doorway with two doors providing access from the Control Room to the live-fire compartment. The door and frame on shall be ballistic-rated meeting the requirements of UL 752 Level 5, with standard commercial-grade locksets, hardware, and closer and standard gray finish.
0.1.4.3. RANGE EQUIPMENT
0.1.4.3.1. SHOOTING DIVIDERS. The range shall have a two-lane firing line ballistic shooting divider system, Model “Trumbull” with solid-core panels, blast extensions, and folding shelves, manufactured by Spire Ranges or equivalent. The dividers shall house the target system touchscreen lane controls and overhead LED firing line sight/stall lighting system option.
0.1.4.3.2. TARGET SYSTEM. The range shall include overhead monorail target systems, model “Recon,” manufactured by Spire Ranges or equivalent. Each target carrier is motorized for placement anywhere along the rail, and contains onboard white, dimmable LED target lighting and LED red/blue target distraction lighting. Target system carries shall have wireless and cableless operation, 360 degree turning capability with random edging, AR500 steel angled front shields, and onboard LED target and distraction lighting.
0.1.4.3.3. COMMUNICATIONS. The communications between the Range Master/Operator shall be provided utilizing brand name or equal Peltor Model “ComTac VI” combination wireless headset/ear defender systems, manufactured by 3M Corp. The contractor shall include three (3) headsets. Headsets shall be wireless, rechargeable and have built-in analog and digital programmable two-way communication radios, environmental listening with level-dependent hearing protection, and Bluetooth functionality.
1. EXECUTION
1.1. EXPERIENCE. Contractor shall demonstrate prior experience providing 25-yard Mobile Shooting Ranges in the same double-trailer and/or quad-trailer configuration as required by this scope of work.
1.2. DELIVERABLES.
1.2.1. SUBMITTALS. Contractor shall provide initial submittal drawings and specifications for customer approval and comment within 30 days of contract award.
1.2.2. SITE WORK. Contractor shall provide all materials, labor, and services to provide a turnkey installation at the customer’s site.
1.2.2.1. FOUNDATION. Contractor shall provide a Professional Engineered sealed steel reinforced concrete foundation with any required footings (based on site soil survey) to support the Mobile Shooting Range as a long-term, semi-permanent installation to include, at a minimum, support of each trailer’s integral jackstand, each portable corner support jack of each trailer, and all wheels of each trailer. Contractor shall provide all necessary excavation, level, reinforced foundation(s) and site restoration.
1.2.3. MOBILE SHOOTING RANGE. Contractor shall deliver the complete, two-lane, 25-yard range, complete with all necessary components for connection, access stairs, and electric hookups, as described in paragraph 1.1, including freight to the project location.
1.2.4. POWER. Contractor shall deliver the electric line voltage service and shore power as described in paragraph 1.1.2.3.
1.2.5. INSTALLATION. Contractor shall install the complete two-lane Mobile Range on the foundation(s), including stairs, and all necessary leveling/support with corner leveling jacks and electrical connections between trailers, and electrical connections to the shore power disconnect.
1.2.6. COMMISSIONING. Contractor shall complete initial startup and testing of the Mobile Range to include operational testing of target system, communications, and HVAC systems. HVAC system in live-fire compartment shall also undergo testing and balancing to confirm compliance with NEHC-TM6290.99-10 Rev 1, Sec. 5.2.
1.2.7. TRAINING. Contractor shall provide two full days of onsite operations and maintenance training on the Mobile Range for up to three (3) personnel.
1.2.8. MANUALS. The mobile Ranges shall be delivered with one (1) hard copy and one (1) electronic copy of the complete Operations and Maintenance Manual. This manual shall include manufacturers’ O&M for all installed systems, including but not limited to; HVAC systems, target systems, bullet traps, communications systems, video monitoring systems, stairs, jackstands, etc.
2. WARRANTY
2.1. MOBILE RANGE.
2.1.1. SYSTEMS. The Mobile Range shall be supplied with a one(1)-year standard range manufacturer’s warranty on all installed systems, including target systems, HVAC systems, communications systems, lighting/electrical systems, and bullet trap(s). Contractor to supply copy of standard warranty with initial submittal package.
2.1.2. STRUCTURE. The Mobile Range shall come with a five (5)-year standard range manufacturer’s warranty on the range steel structure and armoring, to include ballistic doors and windows.
2.1.3. TRAILER(S). The Mobile Range Trailer shall include a one (1)-year standard manufacturer’s warranty from the trailer manufacturer. Contractor to supply copy of standard warranty with initial submittal package.
