Q.6. Is the pricing we are to provide to be tax exempt?

A.6. Yes

Electrical Q7. Is power running overhead or underground?

A7. Underground

Q8. What voltage is available in the existing building that will be used to feed the trailers?

A8. The panel is a 480/277 V panel so the vendor will need to use a step-down transformer to power up the trailer.

Q9. If power is underground, will the trench be dug, or should we include that in our proposal?

A9. Reference the Statement of Work - The contractor shall provide a ‘turnkey project,” including the complete mobile range, required supporting concrete pad(s) including all necessary excavation and site restoration, and line voltage electric shore power extended from the nearest available electric service, etc. Provide all labor, materials, supplies, tools and equipment, supervision and services necessary for the install and setup of the Mobile Range.

Q10. Is there a disconnect on both trailers, for keeping power between trailers separate, or does only one trailer require power?

A10. This would depend on the solution the vendor supplies.

Q11. Is the panel that will supply power to the trailers located inside or outside of the existing building?

A11. Panel is inside of building. See B49 Reference.pdf for orientation.

Q12. What is the construction/material type of the existing building where power is being pulled from?

A12. Metal Frame building, Metal building, with some offices with Sheet rock walls.

Q13. If the panel is inside of the existing building, is it on an exterior wall closest to the proposed trailer location?

Q14. Can the panel feeding the trailer power be shut down for electrical tie-in?

A14. Yes

Q15. If the panel can be shut down, is there a limitation on shut down duration?

A15. Yes. Yes. Utility shuts must be approved by COR. Reference GENERAL REQUIREMENTS, 01 00 00, Execute work so as to interfere as little as possible with normal functioning of Medical Center as a whole, including operations of utility services, fire protection systems and any existing equipment, and with work being done by others.

No utility service such as water, gas, steam, sewers or electricity, or fire protection systems and communications systems may be interrupted without prior approval of // COR // [Chief Engineer].

Q16. Can the panel be shut down during regular working hours for tie-in or will it have to be after hours/overnight?

A16. Panel may be shut down during regular working hours. Utility shuts must be approved by COR.

2.2.2. SITE WORK. Contractor shall provide all materials, labor, and services to provide a turnkey installation at the customer’s site.

2.2.2.1. FOUNDATION. Contractor shall provide a Professional Engineered sealed steel reinforced concrete foundation with any required footings (based on site soil survey) to support the Mobile Shooting Range as a long-term, semi-permanent installation to include, at a minimum, support of each trailer’s integral jackstand, each portable corner support jack of each trailer, and all wheels of each trailer. Contractor shall provide all necessary excavation, level, reinforced foundation(s) and site restoration.

Q18. Is weekend work permitted?

A18. Normal hours of operation for VA sites are 8:00AM to 4:30 PM Monday through Friday except for Federal Holidays. If the Contractor desires to work on Saturday, Sunday, holidays, or outside the project site’s normal working hours the contractor must submit a written request for approval to the VA-COR at least ten (10) working days prior to the proposed start of such work.

Q19. For the foundation - Would it be acceptable to provide concrete footings under each critical load point. In total you would have 10 footings. Front and read trailer jacks, trailer landing gears, and trailer wheel and axles locations.

2.2.2.1. FOUNDATION. A20. No.

Reference: Solicitation E.8 52.237-1 SITE VISIT (APR 1984) Offerors or quoters are urged and expected to inspect the site where services are to be performed and to satisfy themselves regarding all general and local conditions that may affect the cost of contract performance, to the extent that the information is reasonably obtainable. In no event shall failure to inspect the site constitute grounds for a claim after contract award.
