About this file
This document is a pricing sheet (Attachment 12) for BPM007068, an On Call Transit Consulting Services contract. The spreadsheet appears to be a detailed rate card for various professional service roles within a consulting contract, featuring a comprehensive list of hourly rates for different job classifications.
The pricing sheet outlines 14 distinct professional roles with associated hourly rates and estimated hours, with total contract value estimated at $1,260,910.00. Rates range from $68 per hour for Grant Writers to $230 per hour for Principal-level staff, with Project Managers ($135/hour) and Planners ($118/hour) representing significant portions of the estimated work. The document specifies these are not-to-exceed, fully burdened rates and emphasizes that actual project quotes will be competitively priced within these maximum rates. While the estimated hours provide a baseline, the contract notes no guarantee of work, and project awards will likely be structured as not-to-exceed or fixed-price contracts based on specific task assignments, with actual direct costs and travel reimbursed according to state accounting principles.

Project budgets shall be quoted with competitve rates relevant to the level of staff being recommended for perform on a project. For example, if two levels of an "analyst" are required for a particular work project, it would be expected that two different prices would be quoted on that project budget, and the highest could not exceed the awarded rate for that role. Though it is possible to award a time-and-materials contract in special circumstances permissible under federal funding, the contractor should not expect such an award for a project. Instead, the contractor's budget / quote will be normally be awarded as a not-to-exceed price established for the project, or as a fixed price by deliverable or task; except that other direct costs and travel must be reimbursed at actual per State Accounting Principles. The method of award will be identified in the task assignment / request for project quote document that explains a specific scope of work. All project-level quote shall be subject to negotiation.
