About this file

This is a Multiple Award Justification document from the Arizona Department of Transportation (ADOT) dated November 12, 2025, involving multiple consulting firms for transit-related services. The document involves nine suppliers: AECOM Technical Services Inc., Civtech Inc., HDR Engineering Inc., Jacobs Engineering Group Inc., KFH Group, Kimley-Horn and Associates Inc., Kittelson and Associates Inc., LSC Transportation Consultants Inc., Parametrix Inc., and RLS & Associates Inc.

The contract covers On Call Transit Consultant Services across six distinct disciplines: Transit Planning Studies, Transit Planning Tasks, Transit Operations Planning, Transit Operations Tasks, Strategic Planning, and Coordination and Mobility Management Projects. The estimated annual cost is $1,500,000.00, a significant increase from the historical spend of approximately $160,000.00 per year, which was unusually low due to COVID-19 restrictions. The multiple award approach allows ADOT to leverage different consultants' specialized expertise and availability across the various disciplines, with each listed company being awarded contracts in different combinations of the six service categories. The document was approved by the Chief Procurement Officer on November 19, 2025, with a tracking number of 732.

MULTIPLE AWARD JUSTIFICATION

Cc: File Rev. 07/2025

Sections 1 through 3 MUST be completed Use Attachments as Necessary

1) Agency: Arizona Department of Transportation

Name: Kelly Greene

Title: Procurement Officer

Date: November 12, 2025

Requisition Number: N/A Solicitation Number: BPM007068

Estimated Annual Cost: $1, 500,000.00

2) Provide full description of materials or services:

On Call Transit Consultant Services

3) Provide justification:

Historically, ADOT has spent approximately $160,000.00 a year on transit on call consultant services, this is an unusually low number due to COVID 19 restrictions. These services were provided by fifteen (15) contractors covering two (2) Disciplines. ADOT anticipates that the need for these services will increase substantially due to additional disciplines having been added and the lifting of COVID 19 restrictions.

Therefore, there is a need for multiple awards within each category due to consultants’ specialized expertise and availability. In order to meet the needs of the Department, the following organizations are recommended for contract award as follows.

Discipline 1: Transit Planning Studies

Discipline 2: Transit Planning Tasks

Discipline 3: Transit Operations Planning

Discipline 4: Transit Operations Tasks

Discipline 5: Strategic Planning

Discipline 6: Coordination and Mobility Management Projects
