About this file

This is an Off-Contract Procurement Authorization form (SPO Form 104) issued by the Arizona Department of Administration, State Procurement Office. The document authorizes Arizona State Parks & Trails - Kartchner Caverns State Park to procure services from Sierra Cycles, located at 555 S. AZ-92, Sierra Vista, Arizona 85635. The authorization was requested by Joseph Vacarro, Senior Ranger at Kartchner Caverns State Park, and approved by David Steuber, State Procurement Administrator, on September 26, 2025.

The procurement authorizes Sierra Cycles to provide ATV parts, service, and repair services for a five-year term with an estimated cost of $15,000. The off-contract procurement was justified because the three mandatory state contracts (CTR066078 ON ANY MOTO LLC, CTR066075 Logistics365 Inc., and CTR066077 GO AZ Motorcycles) do not meet the park's specific needs. Sierra Cycles' labor rate of $112 per hour for motorcycles, ATVs, and side-by-sides was determined to be competitive compared to the statewide contract rates ($116.25 and $145 per hour), with parts discounts quoted significantly better than existing contracts. The procurement method selected was "not practicable to quote" under A.A.C. R2-7-D301(4), recognizing the immediate need for ATV repairs and the cost savings achieved by utilizing a local vendor with existing knowledge of the park's equipment. The contract expires five years from the date of award.

SECTION HI - Justification

12. Rationale

- The state contract(s) designated as mandatory pursuant to A.AC. R2-7-A301 (B) does not/do not meet the need [3

13. Provide details of the procurement need, reason for the off-contract request, and how the proposed procurement is advantageous to the State

We need a vendor that can service and repair our particular ATV's that are in a reasonable distance. We purchased our ATVs from Sierra Cycles when they had a contract with the state.

This procurement will save time and money, due to time and travel expense. Also there is no other contracted vender in our area that sell or service our ATVs

14. Select the procurement method or process that will be used to award the off-contract

- Not practicable to quote (A.A.C. R2-7-D301(4))

I checked all contracted vendors. None of them meet our needs. Sierra cycles seems to operate at a fair market value on parts and service. We have been doing business with them for many years and think they are a good match for our needs. The closest in Tucson "On Any Mato" does not service Kawasaki products.

In accordance with the Procurement Rules, the Arizona Uniform Terms and Conditions must be made a part of all Contracts. If you will be required to sign a software licensing agreement or sign any other agreement containing terms and conditions, these will need additional review to ensure that the terms and conditions do not invalidate the Arizona Uniform Terms and Conditions. Approval of this request does not allow for agencies to exceed their dollar acquisition amount of delegated authority.

Mr. Barry Levitt at Sierra Cycles was presented with the current statewide contracts, CTR066077, CTR06678 – Motorcycles, Side by Side Vehicles, and ATV Quad bikes for review and the prospect of accepting a contract to serve Kartchner Cavern State Park vehicles. The primary need for ASPT is Service and Accessories for Side by Sides vehicles, and the price for each contract is as follows:

CTR066077: $116.25 Labor Rate per hour and various percentage discount for parts CTR066078 $145 Labor Rate per hour and 15% discount on parts.

In an email correspondence from Mr. Levitt, he states his labor Rate would not exceed $112 for motorcycles, ATV’s or Side by Sides, and the discounts would be quoted significantly better than the statewide contract. This is practical to determine that pricing is fair and reasonable when compared to current contracts.

TO BE CON PLETED BY TH E CON TRACT OWN ER

Due to the immediate need to have these ATV's repaired and serviced, and the delay and added costs to ship them to a contracted vendor, the procurement officer concurs and recommends approval of this off contract purchase request.
