About this file
The document is an Off-Contract Procurement Authorization form (SPO Form 104) submitted by the Arizona Corporation Commission (AZCC) to the Arizona State Procurement Office. The request involves the State Procurement Office's Compliance Unit and seeks authorization for an off-contract procurement. The primary parties include the Arizona Corporation Commission as the requesting State Governmental Unit, Contact One Call Center Inc. as the suggested supplier, and various state contract holders such as Savilinx LLC, Maximus US Services Inc., Gatestone & Co International Inc., and Valorit.
The procurement is for an Off-site Contractor Owned or Virtual Office/Teleworkers, All-inclusive Bilingual after-hours Call Center Service. The service is critical for maintaining an uninterrupted, live-staffed emergency notification line for Railroad and Pipeline issues, with requirements for agents to be legally located in the United States and capable of handling calls in English and Spanish. The contract is for a 2-year and 4-month term with an estimated cost of $23,333.00. AZCC attempted to use existing statewide contracts but found none meeting their specific needs. Contact One Call Centers Inc. was selected after no other contractors responded to the task order, and they were deemed capable of providing the required service at a fair and reasonable rate. The procurement was authorized with conditions, expiring on 12/31/2027, with a specific requirement that the purchase must be solidified in a direct contract, not through off-contract purchase orders.
