About this file

This document is a Multiple Source Contracts determination letter from the Arizona Department of Health Services (ADHS), dated September 8, 2025. The document involves the State of Arizona, specifically the Arizona State Hospital, and seven contracted staffing agencies: Advantage Staffing Services, LLC; All About People Inc.; Altra LLC; Concentric Healthcare Staffing; LanceSoft Inc; Remarkable Staffing, LLC; and Tryfacta, Inc.

The contract is for Registry Staffing Services to provide Behavioral Health Technicians (BHT) and Registered Nurses (RN) to the Arizona State Hospital on an as-needed, if-needed basis. The solicitation was conducted as a Request for Proposal (RFP) BPM006391 to secure multiple contractors that can supplement the hospital's existing staffing resources. Each contractor has been assigned a unique contract number and determined to be capable of meeting the state's requirements. The ADHS does not guarantee a specific volume of services, but anticipates the need for multiple contractors to ensure an adequate candidate pool for the hospital's staffing needs.

Regarding: Request for Proposal (RFP) BPM006391 - Registry Staffing for the Arizona State Hospital

Subject: Multiple Source Contracts (R2-7-608)

In accordance with the Arizona Procurement Code, Rules and Regulations, Multiple Source Contracts (R2- 7-608), it is determined that multiple award contracts under this Solicitation is advantageous to the State.

The solicitation was conducted as a Request for Proposal (RFP) for Registry Staffing for the Arizona State Hospital throughout Arizona communities. The solicitation was created with the objective to secure contract(s) with Contractors qualified to provide Registry Staffing Services for the residents and patients at the Hospital not including ACPTC. The Contractor shall provide Registry Staffing Services that include the following: Behavioral Health Technicians (BHT), and Registered Nurses (RN), to the Hospital in accordance with the Scope of Work. Services will be on an as-needed, if-needed, basis at the request of the Hospital.

The ADHS does not guarantee the use or volume of any Contract; however, based on historical need for Hospital services to supplement existing staffing resources, the Hospital anticipates the need for multiple contractors to ensure an adequate candidate pool is available to meet the needs of the facility.

The following Offerors have been determined to be the least number of suppliers necessary to meet the requirements of the state; they have been determined to meet the requirements within the Solicitation and have demonstrated they have the ability to implement Registry Staffing for the Arizona State Hospital:
